Question 1. Whether companies from Outside USA can apply for this? (like, from India or Canada)

Answer: All companies registered in sam.gov are invited to apply.

Question 2. Whether we need to come over there for meetings?

Answer: Please see Sections 2.1, 4.4, and 4.5 of the Statement of Work. From Section 2.1, “Primary work will be performed on site at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.”

Question 3. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

Answer: Your company must make a determination if performance and all associated requirements can occur as stated in the entire solicitation from India and/or Canada.

Question 4. Can we submit the proposals via email?

Answer: Please see the “description” section in sam.gov solicitation as stated, “Quotes must be sent via email to both primary and secondary point of contacts.”

Question: I'm writing to inquire if you would consider proposals from companies that do not currently have access to the DBIDS system?

Answer: Please see section 7.1 of the work statement.

Contract employees shall submit paperwork to register with DBIDS and the Shipyard Access Control Badge.

DBIDS and the Shipyard Access Control Badge is used to vet contract employees. Contract employees must be eligible to receive a Pearl Harbor Naval Shipyard base access pass (vetting via DBIDS) AND a Green Shipyard Access Control Badges. If a contract employee base access is denied (Base Access pass or Green Shipyard Access Control Badge), the contractor is responsible for replacing the denied contract employee with an eligible contract employee at no cost to the government.
