Remote Proctoring N32253-22-Q-0070 Questions and Answers as of 07/14/2022

Question Answer

1. Is there any insight into when the 2300 test will be taken? If they are on separate dates or all at once that would be helpful.

We will be opening a job announcement for apprentice applicants soon. We plan to establish a 72-hour window for the applicants to take the Accuplacer test. The dates of the test are dependent on the job announcement closing date and contract award.

2. Is there a LMS (Learning Management System) such as Canvas or Blackboard already in place?

There is no LMS in place. Applicants will take the Accuplacer using their own electronic devices. I don’t know why an LMS is needed.

3. Whether companies from Outside USA can apply for this? (like, from India or Canada)

Not sure of the company’s security protocols and licensing agreement to administer the proctoring program in the USA

4. Whether we need to come over there for meetings?

No

5. Can we perform the tasks (related to RFP) outside USA)? (like, from India or Canada)

No need to travel for meetings but to use online platforms such as MS TEAMS, etc.

6. Can we submit the proposals via email? Yes, please follow the process provided in the solicitation

7. Can you please confirm the expected annual volume of tests you expect your organization to complete?

2,300

8. Can the deadline for quote submission be extended?

No

9. Is OR will your organization be registered with College Board for Accuplacer by the start date.

If not, will the contractor be responsible for facilitating that process – including the issuance of vouchers to test-takers. Any additional information regarding steps that have already been taken – and should not be included in quote would be appreciated.

The Government shall register with College Board’s ACCUPLACER program to create an account, to track and record all Apprentice Applicants information and test scores.

10. What is the length of the videos being sent for review/proctor?

Estimate, total audit including testing and proctoring, 24-28 hours. Actual testing time depending on individual student ability

11. Is the unit “Each” considered as an hourly basis or per Applicant? If per Applicant, how long are these exams?

Per applicant, depending on individual student ability

12. How many personnel required for this position?

No limit, contract cost fixed per number of applicants (2,300)

13. How often are the exams taking place Annually

14. Is there an incumbent to this contract? No, it is a new requirement

15. We would like to inquire about whether the total estimated 24-28 hours audit length (test and proctoring included) is per applicant or the entire 2300 applicants?

24-28 hours is just an estimation per applicant

16. If it is by Applicant, does that mean the total contract would have approximately 55,200 hours of audit or just 24 -28 hours for the entire contract?

This is a fixed price contract for the 2,300 applicants.

17. If you would kindly also let us know whether the applicants will have individual exams or is it going to be in groups of applicants?

Individual exams
