Repair and Inspect Horizontal Lifelines (as of 1/25/2022)
Question 1: Are the execution plan and safety and environmental plans due at the time of bid submittal or after the award of the contract?
Answer 1: Yes, both the execution plan and safety and environmental plans are due at the time of bid submittal.
Question 2: Section 2.1 of the Performance Work Statement mentions “Contractor shall re-attach four HLLs in Bldg. XXX (Bays #1 and #2), re-tension and restore the system to specification for safe personnel use” – have these lines only been taken out of service, or have these lines be physically removed thus needing to be re-attached?
Answer 2: HLLs were taken out-of-service for use due to disconnection at end-anchors. System remains in place, i.e., cables and hardware. These HLLs need to be re-attached to their respective anchor points and re-tensioned accordingly.
Question 3: Clarification on page 29 of the PWS – 52.222-42 – This appears to be a monetary wage frame. Can we convert this to an hourly rate?
Answer 3: Yes, you can convert this to an hourly rate. The monetary wage-fringe benefit noted in the solicitation is for information only.
