3. REQUIREMENTS:
(V)(G) "VISUAL INSPECTION & OPERATIONAL TEST"
3.1 Accomplish visual inspection on structural/hull, mechanical, and electrical components and operational testing to crafts identified in
1.3.1 and 1.3.2, in area 1.2, using 2.2 through 2.9 for guidance.
3.1.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.1 to the SUPERVISOR within 24 hours of completion of test and inspection.
3.2 Accomplish the requirements of Boat Alteration GEN/55A on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.10.
3.3 Accomplish the requirements of Boat Alteration GEN/56C on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.11.
3.4 Accomplish the requirements of Boat Alteration GEN/65C on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.12.

3. REQUIREMENTS:
3.1 Accomplish the following repairs to each craft identified in 1.3, in area 1.2, using 2.2 through 2.8 for guidance.
3.1.1 Remove, prepare and paint each RACOR fuel filter housing assembly.
3.1.2 Remove existing and install new, each bilge pump and float switch assembly.
3.1.3 Remove existing and install new, each fuel stripper pump assembly.
3.1.4 Remove existing and install new, each FLOCS pump assembly.
3.1.5 Remove existing and install new, (2 EA/craft) Optima Blue Top Marine batteries P/N 8016-103, each missing battery cable that connects the batteries together and all battery securing hardware.
3.1.6 Remove existing and install new, (2 EA/craft) 5LB fire
extinguishers.
3.1.7 Remove existing and install new, each navigation compass assembly with light.
3.1.8 Remove existing and install with new 8 each upper control console aluminum placards in its entirety (4 EA/craft).

3.1.9 Remove existing and install new, (3 EA/craft) console
electrical connector assemblies for the each, blue light, siren speaker and search light.
3.1.10 Remove existing and install new in its entirety, each forward and aft driveshaft support bearings and seals.
3.1.11 Remove existing and install new in its entirety, each drive shaft assembly, paint each driveshaft black and add white lettering to read, “NO STEP”.
3.1.12 Prepare, and paint each aft driveshaft hoop (black) using paint manufacturer’s instructions.
3.1.13 Remove existing Sponson and MBCS, provide services and material to pressure test each Sponson for leaks and report, allowable leakage “NONE”. Reinstall each Sponson using new hardware.
Provide with NEW and install each MBCS.
3.1.14 Remove existing and install new in its entirety, (1 EA/craft) each Mercury outdrive and transom complete assemblies (Bravo 2, 1.5:1 gear ratio).
3.1.15 Remove existing and install new in its entirety, (1 EA/craft) outdrive trim pump assembly and pump to transom trim hoses.
3.1.16 Remove existing and install new in its entirety, each
outdrive propeller assembly.
3.1.17 Remove existing and install new, (2 EA/craft) shift cable assemblies adjust cables to OEM specifications.
3.1.18 Remove existing and install new, (4 EA/craft) steering hydraulic hose assemblies.
3.1.19 Remove existing and install with new, each steering helm assembly, bleed air and fill hydraulic steering fluid.
3.1.20 Remove existing and install with new, each steering wheel assembly.
3.1.21 Remove existing and provide services and material for “Class B” overhaul of each sea cock and each sea water strainer assemblies.
3.1.22 Remove existing and install with new, (2 EA/craft) sea water hoses from sea cock to sea water strainer, sea water strainer to MPDE sea water pump using double SS clamps at each connection point.
3.1.23 Re-upholster each storage box seat cushion, each console seat cushion and each coxswains back rest cushion, color shall be lite gray and attach using new snaps.
3.1.24 Remove existing and install new in its entirety, each center life line assembly (attaching between forward tow post and console).
3.1.25 Provide services and material to replace stern light mounting post for each craft.
3.1.26 Remove existing, provide with new and replace, (2 EA/craft) forward deck hatch latches.
3.1.27 Remove existing, and install new in its entirety, each hatch/access door gaskets/seals (6 EA/craft).
3.1.28 Remove existing and replace with new, aft storage box lid latches, each console seat hatch latches, each aft storage box to

3.1.31 Remove existing and replace with new, each aft deck drain “elephant trunks”.
3.1.32 Remove existing and replace with new, (1 EA/craft) rubber exhaust outlet flapper and securing clamp.
3.1.33 Provide with new and install missing helm control throttle lever position indicator placard (1 EA/craft).
3.1.34 Remove existing and install with new, each GPS display units using Garmin ECHOMAP 64cv with depth sounder/transducer assembly.
3.1.35 Remove existing and install with new, each craft navigation light and all around white stern light assemblies.

3.1.40 Provide service to test each MOBI system and submit report to Supervisor.
3.1.41 Provide with new and install new for each craft the Whelen P/A Microphones.
3.1.42 Remove existing and install new, each VHF radio model GX2000 and VHF radio antennae assemblies.
3.1.43 Remove existing and install new, each VHF radio antennae assembly.
3.1.44 Remove existing and install new, MPDE switch, OFF-Run Start switch (1 EA/craft).
3.1.45 Remove existing and install new, 16 each (8 EA/craft)
securing pins and lanyards.
(V)(G) "OPERATIONAL TEST"
3.2 Accomplish an operational test of all newly installed and disturbed equipment, using manufacturer's instructions, to ensure that equipment functions properly with optimum performance.
3.3 Accomplish the requirements of 009-32 of 2.1 for new and disturbed surfaces.

1. SCOPE:
1.1 Title: Hazardous Waste Produced on Naval Vessels; control
1.2 Location of Work:

3. REQUIREMENTS:
3.1 Manage and dispose of all hazardous waste listed in 3.5 in accordance with 2.1 and 2.2.
3.1.1 When a Navy generator number is required by this Work Item, submit the original of 2.3 to the SUPERVISOR for assignment of Environmental Protection Agency (EPA) or delegated state environmental agency identification number.
3.1.2 Manage and transport for Navy disposal, Navy-generated
hazardous waste listed in 3.5 in accordance with 2.1 and 2.2, as designated by the SUPERVISOR.
3.1.3 Submit one legible copy of 2.3 signed by the owner or operator of the disposal facility to the SUPERVISOR within 48 hours of receipt from owner or operator of disposal facility.
3.2 Complete documentation required by 2.1 and 2.2, using EPA or delegated state environmental agency identification number in accordance with 2.4.
3.2.1 Documentation related to hazardous waste generated solely by the physical actions of Ship's Force or Navy employees (termed Navy- Generated Hazardous Waste) on board the vessel shall only bear a generator identification number issued to the Navy pursuant to applicable law. The contractor shall obtain SUPERVISOR'S concurrence with the categorization of the waste as Navy-generated before completion of the manifest. The manifest prepared shall be presented to the SUPERVISOR for completion after the hazardous waste has been identified.
3.2.2 Documentation related to hazardous waste generated solely by the physical actions of contractor personnel (termed Contractor- Generated Hazardous Waste) shall bear a generator identification number issued to the contractor pursuant to applicable law.
Regardless of the presence of other material in or on the shipboard systems or structure which may have qualified a waste stream as hazardous, where the contractor performs work on a system or
SSP: HRMC-041-18 2 of 5 ITEM NO: 077-11-001 structure using materials (whether or not the use of such materials was specified by the Navy) which by themselves would cause the waste from such work to be a hazardous waste, documentation related to such waste shall only bear a generator number issued to the contractor.
3.2.3 Documentation related to hazardous waste generated by the combined physical actions of Navy and contractor personnel (termed Co-Generated Hazardous Waste) shall bear a generator identification number issued to the contractor pursuant to applicable law and shall also cite in the remarks block a generator identification number issued to the Navy pursuant to applicable law. When the contractor merely drains a system and such drainage creates hazardous waste or the contractor performs work on system or structure using materials which by themselves would not cause the waste from such work to be hazardous waste but such work nonetheless creates a hazardous waste, documentation related to such waste shall bear a generator identification number issued to the contractor and shall also cite in the remarks block a generator identification number issued to the Navy. The contractor shall sign the generator certification on the Uniform Hazardous Waste Manifest whenever use of the manifest is required for disposal. The contractor shall obtain SUPERVISOR's concurrence with the categorization of the wastes as co-generated before completion of the manifest. Manifests prepared shall be presented to the SUPERVISOR for completion after the hazardous waste has been identified.
3.3 If the contractor, while performing work at a Government facility, cannot obtain a separate generator identification number from the state in which the availability will be performed, the contractor shall notify the SUPERVISOR within three business days of receipt of written notification by the state. After obtaining approval of the SUPERVISOR, the contractor shall use the Navy site generator identification number and insert in the remarks block the contractor generator identification number issued for the site where his main facilities are located.
3.4 If, for availabilities at a contractor-owned or controlled facility, the Navy cannot obtain a separate generator identification number for use at a contractor facility, the Navy shall notify the contractor within three business days of receipt of notification by the state. The contractor shall dispose of hazardous waste in accordance with 2.1, 2.2, and 3.2.3.

3.5.1 Provide zero dollars for managing and disposing of all
hazardous waste listed in 3.5. Total cost greater or less than above dollar amount will be the subject of an equitable adjustment.
3.6 Submit one legible copy, in approved transferrable media of a report identifying type, amount, and disposal cost of waste listed in 3.5 that was removed during the performance of this Job Order to the SUPERVISOR.
3.6.1 The report shall include analysis or other method used to identify the waste and state whether each listed waste was hazardous (with generator assignment), non-hazardous, or did not exist.
3.6.1.1 Chemical analysis shall be accomplished by laboratories with state or EPA approved quality assurance programs.
3.6.2 The contractor shall make an effort to minimize hazardous waste generation by reducing the volume or toxicity by neutralizing, recycling, or otherwise removing it from the requirements of Subtitle C of 2.1 and include a description of such efforts in the report.
3.7 Nothing contained in this Work Item shall relieve the contractor from complying with applicable federal, state, and local laws, codes, ordinances, and regulations, including the obtaining of licenses and permits in connection with hazardous waste handling and disposal in the performance of this contract.
4. NOTES:
4.1 The waste listed in 3.5 is based on the best information available at the time of preparation of the solicitation. Hazardous waste generated during the actual performance of the work may vary in type or amount from waste listed in 3.5 which may result in renegotiation for credit or increase pursuant to Paragraph (b) of 2.4. The contractor is expected to use best management practice to identify and dispose of all hazardous waste. Some of the substances listed in 3.5 may be neutralized, recycled, or otherwise removed from the requirements of Subtitle C of 2.1. Inclusion of these substances in the waste listed in
3.5 does not preclude the contractor from taking action consistent with
2.1 to reduce or eliminate the hazardous constituents of any waste required to be disposed of under the contract in accordance with 2.2.
Processes that add hazardous constituents to the bilges may require that bilge water be disposed of as a hazardous waste.
4.1.1 The types and amounts of wastes listed in 3.5 are estimates of waste to be disposed of under this contract as required by 2.4. They are not estimates of the amount of the work involved in generating that waste. The work requirements of each individual Work Item specify the actual work to be accomplished.
4.2 Hazardous wastes are determined by one or more of the following methods:
4.2.1 Chemical analysis which shows that the material
characteristics of ignitability, corrosivity, reactivity, and/or toxicity (Toxicity Characteristic Leachate Procedure - TCLP) exceed the limits for that material in 40 CFR 261.20 Subpart C.

4.2.2 Reference to a Material Safety Data Sheet (MSDS), or
4.2.3 Applying knowledge of the hazardous characteristics of the waste in light of the materials or the process used.
4.3 Asbestos, bilge water, oil/water including sludge, debris and other contaminants, sludge which includes solids and sludge from ballast tanks, CHT tanks, voids, oily waste tanks, fuel ballast tanks, fuel oil tanks, skegs (West coast), PCB's (Maryland), etc., apply only in those states listing them as hazardous waste. When an availability is to be performed in a state where these items are hazardous waste, an estimate of the amount to be generated shall be included in 3.5.

3. REQUIREMENTS:
3.1 Accomplish the following Main Propulsion Diesel Engine (MPDE) repairs to the craft listed in 1.3.1, in area 1.2, using 2.2 for guidance.
3.1.1 Remove existing MPDE, provide and replace each with OEM (Cummins) remanufactured engine assembly. QSB 5.9, 230hp @ 3000RPM.
Engines to be configured as a direct replace engine for S/N (73123914 ).
3.1.1.1 Removed existing engine may be used as a core for the procurement of the remanufactured engine.
3.1.2 Replacement remanufactured engine shall be configured as a direct replacement with identical 24 volt system, smart craft version 2 system, and with new isolated ground starter and alternator.
3.1.3 All engine fluids shall be filled / topped off upon
installation.
3.1.4 Provide with new and replace missing MPDE exhaust pipe
lagging.
3.1.4.1 Accomplish the requirements of 009-11 of 2.1.
3.1.5 MPDE shall be aligned upon reinstallation onboard the craft.
3.1.5.1 Remove existing and install new, engine drive dampener plate (located in the bell housing).
(V)(G) "DYNO TEST"
3.1.6 Accomplish the requirements of 009-90 of 2.1, for the
dynamometer testing of MPDE to verify repairs and engine performance.
3.1.6.1 Submit legible copies, one in hard and one in electronic format, of a report listing the results of 3.1.6 to the

SUPERVISOR within 24 hours of completion of dyno testing.
3.2 Accomplish the following Main Propulsion Diesel Engine (MPDE) repairs to craft listed in 1.3.2, in area 1.2, using 2.2 for guidance.
3.2.1 Provide services and materials to determine the cause of a no crank, no start condition.
3.2.1.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.2.1 to the SUPERVISOR.
3.2.2 Remove existing MPDE, provide with new and replace each, engine after Cooler assembly, Turbo assembly and 2 each drive belts.
3.2.3 Provide services and material to accomplish Soda Blast and preservation of the MPDE assembly. Ensure that blast media does not enter or damage any sensitive engine components such as, starter, alternator, pulley bearings, wiring, electronic equipment, and internal engine components. Do not paint hoses or paint/deface data plates.
3.2.4 Provide services and materials to drain and replenish the MPDE lube oil and MPDE engine coolant.
3.2.5 Remove existing and install new, each MPDE Lube Oil Filter and engine mounted Fuel Filter.
(V)(G) "DYNO TEST"
3.2.6 Accomplish the requirements of 009-90 of 2.1, for the
dynamometer testing of MPDE to verify repairs and engine performance.
3.2.6.1 Submit legible copies, one in hard and one in electronic format, of a report listing the results of 3.2.6 to the SUPERVISOR within 24 hours of completion of dyno testing.
3.2.7 Remove existing and install new, engine drive dampener plate (located in the bell housing).
3.2.8 Provide services and materials to reinstall the MPDE and realign.
(V)(G) "OPERATIONAL TEST/BAY TRIAL"
3.3 Perform a bay trial/operational test for a total of 2 hours to each craft identified in 1.3.1 and 1.3.2 to prove each component repaired or installed throughout this work availability are up to OEM standards and in accordance with 2.2.
3.3.1 Submit legible copies, one in hard and one in electronic format, of a report listing the results of 3.3 to the SUPERVISOR within 24 hours of completion of test.
3.3.2 Install 20 Gal of diesel fuel for each craft listed in 1.3.
3.3.3 Upon completion of a satisfactory bay trial, wash engine and entire craft with soap and water, fresh water flush engine raw water cooling system and clean entire bilge areas.

3. REQUIREMENTS:
3.1 The Contractor shall pick up and deliver crafts via trailers to contractor facility.
3.1.1 The Contractor shall pick up the crafts listed in 1.3.1 and
1.3.2 within 72 hours after the awarding of contract.
3.1.2 The GOVERNMENT will provide trailer for crafts transport and contractor shall place boats on jack stand and keel blocks upon receipt of crafts at which time trailers shall be turned over to the government.
3.1.3 The contractor shall be responsible for each vessel from the time of delivery to the contractor, to the return of the vessels to the GOVERNMENT.
3.1.4 Prior to sea trials, the GOVERNMENT will provide trailers for transport.
3.2 Upon receiving custody of the vessels listed in 1.3 from the activity, complete Part A of 2.1. Submit one copy, in approved transferrable media, of 2.1 to the SUPERVISOR within 24 hours after delivery of the vessels.
3.3 After returning custody of the vessels listed in 1.3 to the activity, complete Part B of 2.1. Submit one copy, in approved transferrable media, of 2.1 to the SUPERVISOR, within 24 hours after redelivery of the vessels.
3.3.1 The Contractor shall be responsible for delivery to and from boat launch ramp for all necessary sea trials to prove all work has been completed in accordance with the requirements of each Work Item within the availability.
3.3.2 Upon completion of crafts and satisfactory sea trials, the contractor shall provide services and materials to shrink wrap each craft listed in 1.3.

3. REQUIREMENTS:
3.1 Record the existing periphery lines, exact locations, painted stenciling, and colors and dimensions of painted coatings, and non-skid deck covering on each exterior surface from keel to the top of the console for each boat identified in 1.3, for area 1.2.
3.2 Shroud the entire DRYBERTH areas to contain debris and airborne contaminants generated by surface preparation and painting.
3.3 Provide materials and services to accomplish preparation, priming, and painting preservation to the hull exterior above and below the waterline, deck surfaces, console exterior, transom, aft storage box and all other gel coated surfaces not receiving non-skid deck covering for painting, for the boats listed in 1.3, in accordance with 2.2 through 2.5.
3.3.1 Accomplish additional preservation to mid and aft bilge areas and transom interior using ZOLOTONE type paint in accordance with manufactures instructions.
3.3.1.1 New paint color(s) shall match existing paint color(s).
3.3.2 Clean, recondition, restore/re-stencil all aluminum placards in its entirety for each boat listed in 1.3. Lettering shall be legible.

3.3.2.1 Prepare transom hull number location to ensure there are no cracks prior painting.
(V)(G) "CLEANLINESS"
3.3.3 Accomplish degreasing/cleaning prior to surface preparation to ensure that the surface is free of contaminants in accordance with SSPC-SP 1 of 2.6.
3.3.4 Surface preparation shall be accomplished by using high pressure wash to remove marine growth and loose light paint or touch-up, in accordance with reference 2.3, paragraph 631.5.2.6, or to ensure all surfaces to be painted are properly prepared, achieve a minimum of 95 % surface abrasion using a minimum of 320 grit sandpaper.
(V)(G) "SURFACE PREPARATION"
3.3.4.1 Verify surface preparation for the coating systems used in accordance with the manufacturer's instruction identified in 2.5.
(V)(G) "PRELIMINARY HULL/STRUCTURAL INSPECTION PRIOR TO PAINTING"
3.3.5 Accomplish a preliminary hull & structural inspection prior to painting and after surface preparation of areas listed in 3.3 for structural integrity, deterioration, pitting, cracks, areas of damage or distortion and surface blemishes.
3.3.5.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing type, extent and locations of defects found in 3.3.5 to the SUPERVISOR.
3.3.5.2 Accomplish a total of 20 square foot of fiberglass
repairs (10 SQFT/craft) located at the Hull, deck, console, console access doors and aft storage box using the report submitted in 3.3.5.1 for guidance and in accordance with 2.4.
(V)(G) "COATING INSPECTION FOR EACH COAT (CONSISTS OF COATING THICKNESS,
HOLIDAYS, AND CLEANLINESS"
3.3.6 Accomplish WFT / DFT measurements of each paint coat applied.
A gage shall be used to verify the application of proper paint thickness for each paint coat in accordance with the manufacturer's instructions identified in 2.5.
(V)(G) "FINAL HULL/STRUCTURAL INSPECTION AFTER PAINTING"
3.3.7 Accomplish a final preservation and structural inspection upon preservation completion. Paint application shall be like-new finish, contains a high uniform gloss, with no signs of holidays, runs, sags, chips, swirls, surface defects, orange peel texture, and or surface contaminants present.
3.4 Remove existing and install new in its entirety, each non-skid deck

3.4.1 New non-skid application shall be same type as existing.
3.5 Accomplish the requirements of 009-32 of 2.1 for new and disturbed surfaces.
