This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. The Pearl Harbor Naval Shipyard and IMF, 667 Safeguard St, Suite 100, JBPHH, HI 96860-5033 intends to award a 100% small business set aside Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide sign language services to various locations on the island of Oahu. NAICS: 541930, Size Standard: $7.5 Million, FSC: R799. The solicitation number is N32253-18-R-0037. This solicitation will close at 0700 HST on 22 June 2018. *NOTE: This requirement will be fulfilled using a Source Selection Process of Lowest Price Technically Acceptable (LPTA).
The evaluation factors are Technical and Price. Technical factors include: voice to sign and sign to voice, oral transliteration, tactile, close vision, deaf interpretation, cued speech. The certification and training should consist of the following: National Association of the Deaf (NAD), Registry of Interpreters for the Deaf (RID) Code of Professional Conduct, Hawaii Quality Assurance System (HQAS) Interpreter Code of Ethics, Hawaii Quality Assurance (HQAS) level IV or V or nationally certified at the advanced or master level, and it is preferred that contractors possess at least five (5) years of experience as a sign language interpreter.
The Price factor will be based strictly on price, as long as the contractor is technically acceptable in the aforementioned requirements.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. 1 Introduction This PWS covers the details involving sign language services for PHNSY & IMF and various locations on the island of Oahu.
1.1 Mission
The purpose of this acquisition is to provide the government with sign language services for various conferences, meetings public events, and related gatherings. The service shall provide satisfactory conveyance of spoken communication to hearing-impaired patrons.
1.2 Background
PHNSY & IMF’s primary mission is to provide regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight."
As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels. PHNSY& IMF must possess the capability to access news broadcast that could have a direct impact on emergency situations throughout the island. This information could prove critical to emergency or relevant responders in support of their duties.
1.3 Scope
The contractor shall provide sign language services on PHNSY & IMF and various locations on the island of Oahu.
2 General Requirements Upon award, the contractor shall provide sign language services for deaf and hearing impaired PHNSY&IMF employees. The following sub-sections provide details of various considerations on this effort.
2.1 Non-Personal Services
The Government shall neither supervise contractor nor control the method by which the contractor perform the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for the contractor. It shall be the responsibility of the contractor to manage and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute or are perceived to constitute personal services, it shall be the contractor personnel’s responsibility to notify the Contracting Officer Representative (COR) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between Code 1143 Technical Point(s) of Contact (TPOCs), the COR, and the contractor's personnel corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirements of the contract. The contractor shall respond to Government requests for action in a timely fashion. The contractor shall have a single point of contact between themselves and the government to support the contract.

2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified interpreters with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to accomplish the task with minimal employment of resources. The contractor shall provide a project manager who shall be responsible for the performance of the work. The project manager or alternate shall have full authority to act on behalf of the contractor on all contract matters relating to operations of this contract.
The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires service support anywhere on PHNSY & IMF and various locations throughout the island of Oahu.
3 Performance Requirements The following section specifies the performance objectives and performance elements for the contract.
3.1. Interpreter Support, Requirements, and Certifications
3.1.1 Sign Language Interpreter Support
The contractor shall provide sign language interpreters for meetings and events located at PHNSY & IMF and various locations on the island of Oahu. The contractor interpreters shall be available for events that occur during normal duty hours (0630-1500), as well as periodically after normal duty hours, and on the weekends as needed.
The contractor shall respond to service requests within three (3) business days for pre-planned events and meetings after given notice. The contractor shall accommodate unscheduled service requests with 24 hour notice. The contractor’s interpreters shall possess the skills needed to prepare a suitable setting to facilitate effective communication.
The contractor’s interpreters shall demonstrate sign language fluency to interpret in varied settings to include interviews, presentations, public forums, or staff meetings with the ability to successfully translate government vernaculars. The contractor’s interpreters shall also be able to process abstract ideas, complicated concepts, and idioms.
The contractor’s interpreters shall successfully voice interpret for personnel with speech not easily understood. The contractor interpreters shall also modify language needs and communication style for hearing-impaired personnel with the ability to adjust interpretation style to meet the needs required at the moment of effort.
3.1.2 Interpreter Requirements
The contractor shall provide sign language interpreters with the following proficiencies:

3.1.3 Certifications and Training
The contractor’s interpreters shall possess the following certifications to ensure successful execution of sign language and interpreter services:
National Association of the Deaf (NAD) Registry of Interpreters for the Deaf (RID) Code of Professional Conduct Hawai’i Quality Assurance System (HQAS) Interpreter Code of Ethics Hawai’i Quality Assurance System (HQAS) Level IV or V or nationally certified at the advanced or master level It is preferred that contractor possess at least (5) years of experience as a sign language interpreter.
3.2 Reports and Invoices
3.2.1 Invoicing
The contractor shall provide a copy of each invoice in Microsoft Word or Adobe PDF format as well to the TPOCs, and COR by the 5th business day of the month.

4.1.1 Security
The contractor/interpreter shall pass a background check to gain access onto the base. The contractor will coordinate with the TPOC or COR to obtain a gate pass at building 3455 Pass Office. It is not unusual for the pass process to take an hour or more. Contractor/instructor must be a U.S. Citizen and must pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract. Prior to the start of work, the contractor shall provide the TPOC or COR (on company letterhead) a request for access and include the following information – full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination. The contractor’s employees must be a U.S. Citizen and registered with the Defense Biometric Identification System (DBIDS).
Contractor personnel must meet the requirements for a white escort required badge for access to areas requiring services related to this contract. Escorted access to CNIAs and NWAs must be coordinated with the appropriate department’s security coordinator to ensure that the area is sanitized and the escort is properly briefed or familiar with the area. Contractors, subcontractors, and suppliers are advised that processing of white badges may take up to five (5) working days to complete.
4.1.2 Safety
Contractor Compliance: The contractor and its subcontractors shall comply with Public Law 91- 596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractor's safety and health program. The Department of Defense (DOD) participates in the OSHA Voluntary Protection Program (VPP). Contractor personnel performing services on a DOD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html.
4.2 Transition
The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. Throughout the phase-phase-out period, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the functionality and performance of the website. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-out period.
4.3 Government Furnished Materials
Due to the nature of contract execution the government will provide relevant information that will allow the contractor to establish, monitor, or attend to the requirement’s needs throughout the duration of this contract.

This section describes the Quality Control components for this effort. The following sub-sections provide details of various considerations on this effort.
4.6.1 Quality Control Plan (QCP)
The Contractor shall develop a QCP and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which he assures himself that his work complies with the requirement of the contract.
The finalized QCP will be accepted by the Government at the time of the award of this requirement. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Government's review and approval. The Government may find the QCP "unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."

6 Enterprise-Wide Contractor Manpower Reporting Application The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site.
