PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT FOR THE SUBMARINE

MAINTENANCE ENCLOSURE #2 ROOF HEIGHT MODIFICATION

1. BACKGROUND

1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is a US Navy regional industrial center located on the island of Oahu, Hawaii. Its industrial operations provide the service and resources to maintain, overhaul, and repair various vessels of the US Navy in the Pacific Region.

1.2 PHNSY&IMF Submarine Maintenance Enclosure (SME) roof clearance is too low to allow equipment to pass through.

1.3 The existing structure is portable and modular, mainly comprised of two side towers and one roof.

1.3.1 Each side tower is approximately 19 feet wide x 35 feet long x 36 feet high and weigh 112,000 pounds. These side towers will not require modification, but will need to be incorporated into calculations.

1.3.2 The existing roof is approximately 66 feet wide x 35 feet long x 10 feet tall and weighs 69,000 pounds.

1.3.3 When erecting the structure, the roof is placed onto both side towers. The roof connection is via HSS tube steel roof columns fitting over the side tower padeye structure. There are two connections per side tower.

2. SCOPE

2.1 The Contractor shall modify the Submarine Maintenance Enclosure’s (SME) “aft” roof wall to increase the clearance height to 38 feet 6 inches (38’6”) above ground level. The 38’6” height clearance is required for a minimum of six feet port & starboard of centerline. Currently, the roof’s aft wall height is approximately 35 feet above ground level.

2.2 The Contractor shall provide calculations that prove the final modified structure will contain sufficient strength to perform its intended functions.

2.3 Contractors will not have access to the inside of the SME while in use. Access to the internals will be restricted to when the SME is not in use and will require advanced coordination with the Technical Point of Contact (TPOC) and the

Contract Officer’s Representative (COR).

2.4 The SME roof will not be available for physical modification until approximately

September 27, 2023. The Contractor shall coordinate the roof availability and physical modification schedule with the COR and TPOC. The contractor may need to wait several months until the SME is available for physical modification.

2.5 The modification shall not interfere with the existing electrical or pneumatic systems in any way.

2.6 Delivery. Subsequent to final drawing approval, the Contractor shall modify and complete the operational test not later than November 14,2023. The address for

PHNSY&IMF is as follows:

Commander (Code 980) Pearl Harbor Naval Shipyard and IMF

667 Safeguard Street, Suite 100

Pearl Harbor, HI 96860-5033

2.7 Structural. Contractor shall provide structural plans and calculations of all components of the SME affected by the modifications for the dead load, live load, wind force, earthquake force, and applicable load combinations per the requirements of UFC 3-300-10N. The plans and calculations shall include, but not limited to, the Roof Structure and both Side Towers. These specific situations shall be analyzed:

2.7.1 Roof placed on ground – not anchored

2.7.2 Roof placed on ground - anchored with cables tied to docking blocks

2.7.3 Roof being lifted via padeyes

2.7.4 Roof attached to side towers (assembled) – not anchored

2.7.5 Roof attached to side towers (assembled) – anchored with cables tied to docking blocks.

2.8 Submittals and Pre-Production Drawings. The Contractor shall provide manufacture analysis, plans and specifications at the following intervals:

2.8.1 Submittal 1: 100% manufacture analysis, plans, and specifications

2.8.2 Submittal 2: Final manufacture analysis, plans, and specifications

2.8.3 Submittal 3: As-built design drawings

2.9 Each submittal shall be legible and written in the English language. Each submittal should be transmitted to the COR and TPOC electronically via the DoD Safe system (or equivalent). The final as-built submittal shall also include three (3) bound hard/paper copies shall be provided to PHNSY&IMF. All documents shall be in Portable Document Format (PDF) unless otherwise specified. Included in each submittal shall be, at minimum, design drawings, basis of design, fabrications drawings, calculations, manufacturing schedules, equipment delivery schedules and installation plan with drawings and final completion dates. PHNSY&IMF will provide comments within ten (10) business days from date of receipt of submittals.

All comments shall be resolved prior to the start of physical modification.

2.9.1 The information contained in each submittal shall be in imperial units of measure.

2.9.2 Drawings containing structural details and/or calculations shall bear a complete title block with a permanent drawing number, signature, date, and an original stamp or seal of a Professional Engineer (PE) licensed in the state of the receiving Government activity.

2.9.3 An electronic copy of the design, fabrication and installation drawings shall be provided in AutoCAD. The contractor shall check with the

PHNSY TPOC to see what version of AutoCAD can be used by the shipyard (for example: AutoCAD 2016).

2.9.4 Rejection of drawings does not relieve the contractor from final delivery date of contract performance period.

2.9.5 Deviations from pre-approved drawings must be approved in writing by

PHNSY&IMF if deviations affect the requirements of this document.

2.10 Technical Data. Three (3) bound hard/paper copies of the final as-built drawing and Operation and Maintenance manuals shall be furnished. All copies of technical data shall be legible and written in the English Language. Data shall contain, at minimum, technical information, specifications, instructions for the operation, maintenance, repair and overhaul of the SME, installation plan with drawings, certifications and statements required by this PWS, the contract and all appendices, and results of all tests and inspections performed. This shall also apply for all components, assemblies, attachments accessories purchased by the prime

Contractor from other sources and included in the end item. Technical data shall be furnished not less than ten (10) business days prior to delivery of the equipment.

Each binder cover shall indicate in bold type the manufacturer's name, contract number, model number, and serial number of the unit. Computer based files shall be both PDF, AutoCAD, and MS Word and sent to the government using the DOD

Safe website.

2.11 Installation/Modification Drawings. These drawings shall bear a complete title block with a permanent drawing number, signature, date, and an original stamp or seal of a Professional Engineer (PE) licensed in the state of the receiving

Government activity. The submission shall include an engineering report with structural calculations used in the design. The engineering report shall also be stamped by a PE licensed in the state of the receiving Government activity. Refer to

Appendix 4 for additional requirements. The drawings shall contain at include, at minimum, the following:

2.11.1 Overall and principal dimensions in sufficient detail to establish limits of space in all directions required for installation, operation and servicing.

2.11.2 Interface mounting and mating information, such as dimensions of location for attaching hardware, and meet the manufacturer vibration design requirement

2.11.3 Weight change due to modification.

2.12 Updated Lifting Sketch for Roof. The Contractor shall provide a lifting sketch that shall identify the following in conformance with NAVFAC P-307 (see paragraph 3.5.1).
