PERFORMANCE WORK STATEMENT (PWS)

PEARL HARBOR NAVAL SHIPYARD (PHNSY & IMF)

LINE SHAFT COUPLING (LSC) REPAIR/ REPLACEMENT

1.0 BACKGROUND:

1.1 Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) has been tasked by

Naval Sea Systems Command (NAVSEA) to overhaul the forward and aft line shaft couplings (LSC) during Ship’s Availability. The LSC assembly is a double-ended assembly that provides power transmission while accommodating radial, angular, and axial misalignment between the reduction gears and the line shaft. The LSC assembly consists of a quill shaft and two subassemblies, one forward and one aft of the 2nd reduction gear. Each subassembly consists of two interlocking steel rotors with elastomeric pads.

1.2 Upon LSC disassembly, cracks were identified in metal plates of 7 out of 10 elastomeric pads. Repairs are beyond PHNSY & IMF capability.

2.0 OBJECTIVE & SCOPE:

2.1 PHNSY & IMF requires an authorized contractor to accomplish the repair/replacement of 10 ea. damaged

LSC elastomeric pads, 7 ea. which are damaged and 3 ea. that are 180 degrees opposite of a damaged pad.

Pads must be replaced as 180 degree pairs for rotor balance purposes.

2.2 Period of Performance for LSC pad repair/replacement will be determined by PHNSY & IMF. No less than a fourteen (14) day notice will be given to the contractor prior to shipping of 10 ea. elastomeric pads.

3.0 PERFORMANCE REQUIREMENTS:

3.1 PHNSY & IMF shall ship/deliver 10 ea. LSC elastomeric pads to the contractor, to be repaired/replaced.

Contractor shall procure all parts and perform repairs required to authorize the pads for unrestricted operation.

3.2 For each of the 10 pads, PHNSY & IMF shall provide the corresponding LSC rotor vane spigot dimensions that they are installed in. The Contractor is required to ensure the 10 ea. LSC elastomeric pads will provide satisfactory axial and radial clearances when installed into the LSC rotor vanes.

3.3 Upon completion of repairs, Contractor shall ship/deliver 10 ea. elastomeric pads to PHNSY & IMF.

Ship to:

PEARL HARBOR NAVAL SHIPYARD & IMF

(Point of Contact to be determined) 667 Safeguard Street BLDG. 167

JBPHH, HI 96860-5033

3.4 The contractor shall perform additional inspections in attempt to determine the root cause of failure for LSC elastomeric ahead pads and provide written documentation of findings.

3.5 The contractor shall submit written documentation of completed repair that states what repairs were performed and that the 10 ea. LSC elastomeric pads are authorized for unrestricted operation.

3.6 The Government will not provide necessary tools, supplies, equipment, and parts needed to overhaul/repair the 10 ea. LSC elastomeric pads.

3.7 If work growth or work stoppages are encountered, which are beyond the control of the contractor and that will result in additional expense to the Government, the contractor shall provide immediate notification to the Contracting Officer. Work stoppage delays shall be documented. The written notification shall identify the cause of delay with the name of the activity causing the delay and the names with labor categories of the contractor’s personnel that are unable to work. Documentation of work growth must show the “as-found” condition and resolution, a rough order of magnitude (ROM), and a simple timeline before being forwarded to the contractor. All delays and growth work shall be submitted to the Contracting Officer.

4.0 QUALITY ASSURANCE:

4.1 Contractor shall establish a Quality Assurance Program (QAP). The QAP shall be submitted with the contractor’s offer.

5.0 GOVERNMENT FURNISHED UTILITIES AND SERVICE:

5.1 No materials, labor, supplies, utilities, tools, or equipment required by the Contractor will be provided for the

10 ea. LSC elastomeric ahead pad repair/replacement.

6.0 CONTRACTOR QUALIFICATIONS:

6.1 Work on this contract requires that the contractor and its personnel have access to Privacy Information.

Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code section 552a and applicable PHNSY & IMF rules and regulations. Services that do not require access to classified data, however, may require access to information which is to be handled as “For Official Use Only”, and may be covered by the Privacy Act. The contractor shall ensure that personnel assigned to this contract understand the meaning of these categories and handle such information accordingly.

7.0 PLACE OF PERFORMANCE:

CERTIFICATION (MAY 2014)

(a) The offeror shall check the following certification:

CERTIFICATION

The offeror ( ___ ) does ( ___ ) does not certify that--

(2) The services will be furnished at prices which are, or are based on, established catalog or market prices for the maintenance, calibration, or repair of equipment.

(i) An “established catalog price” is a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or the offeror, is either published or otherwise available for inspection by customers, and states prices at which sales currently, or were last, made to a significant number of buyers constituting the general public.

(ii) An “established market price” is a current price, established in the usual course of trade between buyers and sellers free to bargain, which can be substantiated from sources independent of the manufacturer or offeror; and

(3) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract are the same as that used for these employees and equivalent employees servicing the same equipment of commercial customers.

(b) Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services. If the offeror certifies to the conditions in paragraph (a) of this provision, and the Contracting Officer determines in accordance with FAR 22.1003-4(c)(3) that the Service Contract Labor Standards statute--

(1) Will not apply to this offeror, then the Service Contract Labor Standards clause in this solicitation will not be included in any resultant contract to this offeror; or

(2) Will apply to this offeror, then the clause at 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment--Requirements, in this solicitation will not be included in any resultant contract awarded to this offeror, and the offeror may be provided an opportunity to submit a new offer on that basis.

(c) If the offeror does not certify to the conditions in paragraph (a) of this provision--

(1) The clause in this solicitation at 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment--Requirements, will not be included in any resultant contract awarded to this offeror; and

(2) The offeror shall notify the Contracting Officer as soon as possible, if the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation.

(d) The Contracting Officer may not make an award to the offeror, if the offeror fails to execute the certification in paragraph (a) of this provision or to contact the Contracting Officer as required in paragraph (c) of this provision.
