About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Department of the Navy, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHINSY & IMF) Contracts Division. The document authorizes a limited sources contract award for emergent repair actions on an Emergency Diesel Generator Blower (EDGB) for a Los Angeles-class submarine. The requirement encompasses overhaul, inspection, disassembly, and repair of the EDGB, including a detailed repair requirement report and operational test validation. The performance period is 29 January 2026 through 31 March 2026, funded under FY-26 Operations, Maintenance & Repair (OM&N) budget. Government IGE is redacted under FOIA exemption (b)(5).
The justification cites 10 U.S.C. 3204(a)(2) for unusual and compelling urgency as the statutory authority. Market research identified Fairbanks Morse as the only capable source, as the Original Equipment Manufacturer for the Emergency Diesel Engine installed on Los Angeles-class submarines, possessing unique technical expertise, proprietary equipment, and documented experience performing this specific repair. The EDGB is critical to the submarine's emergency power and propulsion support systems; failure to repair it by the 31 March 2026 deadline would jeopardize the submarine's operational commitments and ability to execute required maneuvers. The Contracting Officer will perform price and cost analysis using historical cost estimating relationships to determine fair and reasonable pricing. To promote future competition, the Government will post a sources sought notice on SAM.gov and conduct ongoing market research to identify any additional responsible sources with technical capability and OEM-level qualifications.

NMCARS Annex 1
The purpose of this action is to obtain the emergent overhaul, inspection, disassembly, and repair of the
Emergency Diesel Generator Blower (EDGB). The nature of this requirement involves highly specialized procedures that are normally performed by a qualified Original Equipment Manufacturer (OEM) representative due to the proprietary equipment, tooling, and technical data involved.
Historically, market research conducted for similar workincluding contract N322521P0040indicated that
Fairbanks Morse was the only known source capable of performing this repair. As the OEM for the Emergency Diesel Engine installed on Los Angeles class submarines, Fairbanks Morse possesses unique technical expertise, proprietary equipment, and established experience performing the procedures identified in Paragraph 3a. Engineering and Planning Department (EPD) has confirmed that Fairbanks Morse remains the only vendor with a documented record of successfully completing this specific repair.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer will use price and/or cost analysis, including historical cost estimating relationships from previous requirements to determine that final price to the Government is fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
While prior market research identified only one capable source, the Government is committed to promoting competition to the maximum extent practicable. Although the urgency of the requirement did not allow for a full sources sought notice to be posted on SAM.gov, the contracting activity will take all reasonable steps to identify any additional responsible sources that may be capable of meeting the requirement. These steps include posting a sources sought notice on SAM.gov to identify any additional responsible sources, as well as continuing to conduct market research to determine whether other vendors possess the technical capability, OEM level qualifications, and specialized equipment required to perform the EDGB overhaul. The
Government will review all responses received and evaluate any firm that can demonstrate the ability to meet the technical requirements, ensuring that competition is sought to the maximum extent practicable.
