About this file
This document contains a justification and approval for use of other than full and open competition and the related federal contract opportunity notice. Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility awarded a firm-fixed price contract to Cepeda Associates, Inc. for $285,280 under authority of 10 U.S.C. 2304(c)(2) for unusual and compelling urgency. The contract is for removal, refurbishment and reinstallation of CO2 scrubbers onboard a Virginia Class submarine, with a period of performance from 09OCT2020 to 19OCT2021. Competition was limited to Cepeda Associates as the original equipment manufacturer and only known source with necessary equipment and experience to perform the repair, which was identified as urgently required to avoid impact to the operational readiness of the vessel and degradation of the Navy's mission.
