About this file

This is an amendment to a Sources Sought Notice issued by the Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office. The amendment modifies the original notice N32205-SS-PM4-26-059 dated February 18, 2026, to request information regarding the price and availability of U.S. and foreign flag roll-on/roll-off (RO/RO) vessels for a 180-day dry cargo time charter with one 180-day option period. MSC seeks vessels capable of transporting up to 40,000 square feet of rolling stock and general cargo, with a minimum capacity of 6,000 square feet per vessel. If multiple vessels are proposed from a single offer, the combined capacity must total 40,000 square feet. The vessel must possess a ramp deployable to land, piers, and floating barges at approximately waterline level.

The cargo will be redelivered to Naha, Japan. Layday commences at 0800 on June 4, 2026, and cancels at 1600 on June 6, 2026, with vendors required to confirm availability for these dates. Responses must be submitted via email to David Anaya (DAVID.C.ANAYA.CIV@US.NAVY.MIL or (564) 226-8419) prior to 1100 hours Eastern Time on February 26, 2026. A rolling stock and general cargo list is available upon request. This Sources Sought Notice is intended to gather market information to support future requirement development rather than constitute a formal solicitation.
