About this file
This is a Sources Sought Notice issued by the Military Sealift Command (MSC) Strategic Sealift Program Support Office for market research purposes regarding a 13-day dry cargo time charter.
MSC seeks information about the price and availability of U.S. and foreign flag, self-sustaining vessels capable of transporting military cargo, including tracked and wheeled vehicles and breakbulk items. The specific cargo includes eight (8) RO TE CH KALMAR RT240 units (587"L x 146"W x 157"H) with additional cargo available upon request. The vessel must load at Subic Bay, Philippines, and discharge at Darwin, Australia, with a charter period of approximately 13 days. The laydays for commencement and cancellation are 29 May 2026 through 14 June 2026. Interested parties must provide detailed vessel descriptions, daily charter hire rates with any delivery/redelivery bonuses, fuel consumption rates in metric tons for both underway and inport working conditions, militarily useful square feet of deck space (defined as RO/RO vessel deck height exceeding 7'5" clearance), number of supercargo accommodations, business size classification, and sub-contracting opportunities for large businesses. The small business size standard for this water transportation service is 1,050 employees under NAICS 483111. Responses must be submitted via email to Nic Hatcher (ERIC.N.HATCHER2.CIV@US.NAVY.MIL) or by phone at (564) 230-3114 prior to 1100 hours Eastern Time on Friday, 17 April 2026. This is market research only and does not constitute a commitment by the government to contract for services or reimburse response costs.
