SUBJECT: TIME CHARTER FOR US NAVY OPERATIONS – TOW ACOUSTIC ARRAY

THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. THIS SOURCES SOUGHT IS BEING CONDUCTED TO DETERMINE IF THE EXERCISE OF AN OPTION IS IN THE BEST INTERESTS OF THE GOVERNMENT.

MSC requests information about the cost and availability of one US or foreign flag (to be reflagged U.S.) vessel to be employed in worldwide trade for the tow of a passive acoustic monitoring system. The ship will need to be able to tow in a straight line for extended periods at slow speed, and for military readiness, in accordance with the terms of this Charter. Please provide the number of days from award that the vessel will be ready for delivery.

Period of Performance: Base Period lasting 334 days.

Laydays: 31 March 2025

Charter Hire: Charter hire rates shall be considered payment in full for all services of the Vessel and Associated Equipment under this Charter. This include all overtime (including but not limited to crew overtime/penalty time required for the opening and closing of hatches), penalty time, bonuses, payments, and emoluments payable to Master, Officers, and crew for services under this Charter, irrespective of the geographic scope of said service and the nominal carriage of ammunition and hazardous cargoes. Said hire rates are exclusive of the costs of fuel and port charges, and other stevedoring costs such as loading, securing and discharging cargo.

1.1 Mission: The Military Sealift Command (MSC) requests one US flagged or foreign flagged (to be reflagged US) vessel required to tow an acoustic array in support of U.S. Navy Operations.

1.2 Area of Operation: The vessel must be capable of worldwide operations. This includes support in all ocean basins of the world from the Artic to the Antarctic during all periods of time, when navigable and ice breaking certification is not required. The vessel operator must also be capable of sustaining the vessel worldwide.

1.3 Operating Scenario: The vessel will tow a passive acoustic monitoring system, between 4-6 knots, 24hours/day for up to a 60 day event. The ship will need to be able to tow in a straight line for extended periods at slow speed. Because of the type of acoustic system employed, the ability of the vessel to maintain heading stability is critical.

1.4 Operational Support: Military Sealift Command Operations
