About this file
This is an amendment to a Request for Proposals (RFP) issued by Military Sealift Command Norfolk, Strategic Sealift Program Support Office. Amendment 0002, dated 11 June 2026, reopens RFP N3220526R6094 (original issuance 27 May 2026) and establishes a new offer submission deadline of Tuesday, 16 June 2026, at 1100 Eastern Time. Offerors who previously submitted timely offers must either reaffirm their existing offer or resubmit; failure to do so will result in the offer not being considered for award. All other offerors must submit offers to be considered for award. The acquisition is unrestricted with NAICS Code 483111 and will be evaluated and awarded without discussions, requiring offerors to submit their best terms from both price and technical standpoints in their initial offer.
The amendment modifies Part VI of the RFP to include three additional Federal Acquisition Regulation clauses: FAR 52.219-9 (Small Business Subcontracting Plan), FAR 52.219-16 (Liquidated Damages-Subcontracting Plan), and FAR 52.242-5 (Payments to Small Business Subcontractors). All other terms and conditions of the original RFP remain unchanged. The amendment is signed by Christopher Tomlin, Contracting Officer, N103.
