The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Please advise if MSC will be amending this requirement to allow foreign flag vessels.
ANSWER: The requirement is firm on U.S flag Jones Act
2. Paragraph The RFP for the EX-JUNEAU Towage from Pearl Harbor, HI to Guam mentions that award will be partially based on domestic shipyard usage, and that “submission of an offers requires the submission of relevant shipyard data information for all Jones Act vessels owned or controlled by the offeror” but there was no shipyard data sheet attached to the RFP listing. Can you please provide a copy?
ANSWER: Shipyard Data Template attachment will be provided in the upcoming amendment.
