About this file
This is a Questions and Answers document for a Military Sealift Command (MSC) Request for Proposals (RFP) numbered N3220526R6007, issued on March 9, 2026. The document provides clarifications on two key topics related to vessel operations and equipment specifications but does not constitute an amendment to the solicitation.
The first clarification confirms that MSC will not provide surveyors for positioning activities, and that the 35 embarked personnel referenced in the RFP are utilizing the vessel for training purposes only. The second clarification addresses crane specifications, confirming that the vessel's crane with a maximum lift capacity of 50,000 pounds (approximately 25 tons) must be suitable for manned lifts to serve as backup in case of catastrophic failure of the diver launch and recovery system or to launch and recover up to 11 Meter RHIBs (Rigid Hull Inflatable Boats) if brought onboard. Importantly, the Government requires that this crane be designed for dynamic load capacity as specified in RFP Box 6(J)(5-6), indicating that the static lift capacity must accommodate additional safety factors necessary for manned operations.

QUESTIONS AND ANSWERS
09 March 2026
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. For subject RFP, is MSC providing the Surveyors for positioning? If yes, are they part of the 35 embarked personnel?
ANSWER – We are not providing surveyors for positioning. Embarked personnel are utilizing the vessel for training as described in the RFP.
2. The SME section shows that the maximum lift is 50,000lbs (circa 25t) but it doesn't say whether that is a dynamic load or not, i.e. will they be lifting people and therefore need a higher risk factor multiple?
ANSWER –The crane is to be suitable for manned lifts in case of catastrophic failure of the diver launch and recovery system or the launch and recovery of up to 11M RHIBs if they are brought onboard. Per the RFP Box 6(J)(5-6), the Government does require a dynamic load for this requirement.
