Memorandum for the Record: Single Source Justification
This document is a Memorandum for the Record justifying the use of other than full and open competition for a simplified acquisition below the simplified acquisition threshold (PID: N32205-26-SIMACQ-DSM-PM4-0172, dated March 2, 2026).
The requirement is to service the O2N2 Plant during an outage at Alabama Shipyard, with a required delivery or performance period of May 2-9, 2026 (revised May 15-20, 2026). The intended use is for annual service of the O2N2 Plant, and the required source or brand name is Cold LLC. The product or service is not designated as critical ship equipment. The justification is based on exclusive licensing agreements, with Ingersoll Rand identified as the Original Equipment Manufacturer (OEM) who has designated Cold LLC as the only vendor capable of performing the service. Cold LLC is identified as the sole authorized distributor or technical representative for the OEM. The document requires technical and requirement certification from the requester and a higher-level authority (Supply Officer, SPE, or ASPE), as well as approval from the Contracting Officer. Signature blocks for these certifications and approvals are included, though the specific signatures and dates are redacted in this version.
