About this file

This is a Memorandum for Use of Other Than Full and Open Competition for an acquisition under the Simplified Acquisition Threshold dated February 15, 2026, with PR Number AMS00692001. The memorandum justifies a single-source procurement for Buffalo Pumps with an anticipated dollar value of $816,194.97 and a required delivery date of April 30, 2026.

The requirement is for pumps intended for ship use, with Buffalo Pump Inc located at 874 Oliver Street, North Tonawanda, New York, 14120-3210 identified as the sole source. The justification for limiting competition to one source is based on multiple factors: Buffalo Pumps Inc has established proprietary rights, patent rights, copyrights, and secret processes in the items; the item is exclusively available through Buffalo Pumps Inc as the Original Equipment Manufacturer; the equipment qualifies as critical ship equipment under SMS Procedure Number 7.1-007-ALL per standardization initiatives; and the parts are direct replacement components that must maintain form, fit, and function compatibility with existing equipment already installed on the vessel. Specific existing equipment identified includes three Buffalo Pumps models: NA2007/5VHSS (AFT Emergency Fire Pump, 1000 GPM), 5VHSS-NA2007A (AFT Emergency Fire Pump, 1000 GPM), and NA2002/16 VHSM (No. 1 Central SW Cooling Pump, 7300 GPM). The memorandum certifies that replacement parts must be compatible with existing dimensional constraints, mounting points, and system connections.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
