About this file
This is a Questions and Answers document for Military Sealift Command Solicitation N3220526Q0067 regarding Navigation Bridge Layout and Equipment System (NBLES) manuals development for T-ESD and T-ESB ship classes to meet American Bureau of Shipping Marine Vessel Rules requirements.
The document addresses 12 questions from potential offerors regarding deliverable specifications and formatting requirements. Key clarifications include: the government will not provide native MS Word files or native graphics formats for the NBLES manuals, though contractors will have access to VTL files for technical drawings; TRANSALT drawings applicable to ESB 03-05 are also applicable to ESB 06-08; the update will constitute a revision rather than a change package; hard copies should be bound with plastic binding coils with one preliminary copy and two final revision copies per hull without special cover requirements; the manual must follow standard Technical Manual format with ABS page numbering and Front Matter consistent with provided examples; graphics should remain at their original sizes; no technical proposal is required; and the government will cover ABS fees. Contractors are directed to access the SAMM system for the most current NBLES manuals. The submission deadline was extended to June 16, 2026 at 10:00 AM EST.
