SUBJECT: RFP N3220525R6002; AMENDMENT 0002

REF: (A) MSC RFP N3220525R6002, DATED 22 MAY 2025, AS AMENDED

1. REF (A) IS HEREBY RE-OPENED:

A. OFFERORS WHO HAD PREVIOUSLY SUBMITTED TIMELY OFFERS MUST

EITHER REAFFIRM THEIR EXISTING OFFER OR RESUBMIT IT. FAILURE TO

SUBMIT OR REAFFIRM AN OFFER WILL RESULT IN THE OFFER NOT BEING

CONSIDERED FOR AWARD.

B. ALL OTHER OFFERORS MUST SUBMIT THEIR ENTIRE OFFER TO BE

CONSIDERED FOR AWARD.

C. OFFERS OR REAFFIRMED OFFERS MUST BE SUBMITTED BY THE CLOSING

DATE AND TIME SPECIFIED IN BOX 8, FORM 1449.

D. OFFERORS ARE REMINDED THE GOVERNMENT INTENDS TO EVALUATE

OFFERS AND AWARD A CONTRACT WITHOUT DISCUSSIONS. THEREFORE,

THE OFFEROR’S INITIAL OFFER SHOULD CONTAIN THE OFFEROR’S BEST

TERMS FROM A PRICE AND TECHNICAL STANDPOINT.

E. OFFERORS ARE REMINDED THAT THEY MUST CONTACT MSC

CONTRACTING FOR THE PACKING LIST TO BE USED FOR THE STOW PLAN,

AND THAT HAS CHANGED SINCE THE ORIGINAL REQUIREMENT.

A. AMEND PART I, MSC DRYTIME BOX 1(A) ‘VESSEL REQUIRED,’ TO READ:

ONE, U.S OR FOREIGN FLAG, SELF-SUSTAINING VESSEL CAPABLE OF

CARRYING A MINIMUM OF 100 TEUS WHILE SATISFYING ALL APPLICABLE

REGULATORY HAZMAT COMPATIBILITY AND SEGREGATION

REQUIREMENTS.

B. AMEND PART I, MSC DRYTIME BOX 5 ‘LAYDAYS,’ TO READ:

LAYDAYS: COMMENCING/ CANCELLING: 29 AUGUST - 15 SEPTEMBER 2025.

PROVIDE ONE DAY WITHIN THE LAYDAY COMMENCEMENT TO

CANCELLATION WINDOW AS LAYDAY.

ITINERARY: PROVIDE VESSEL'S ITINERARY CONFIRMING VESSEL CAN

MEET LAYDAY IN ACCORDANCE WITH PART I, DRYTIME BOX 16.

3. STANDARD FORM SF 1449 BOXES:

A. AMEND BOX 8 ‘OFFER DUE DATE,’ TO READ:
