16. Description: The solicitation will be a fixed-priced time charter with reimbursable pass-through elements. The period of performance is for four (4) years and eleven (11) months, and will consist of a one- year (365 days) firm period, three (3) additional one-year options, and a fourth option of three hundred thirty-five (335) days. The solicitation will require time charter for six (6) U.S.

flagged and Jones Act compliant tugs to support the government’s requirement in San Diego, CA.

Contractor shall provide the offered tugs by the stated canceling date. The place of performance shall be in the geographical region(s) of San Diego, CA and the surrounding navigable waters of San Diego Bay, showered of the boundary line as defined in 46CFR§7.120(a).
