About this file
This document is a Questions and Answers (Q&A) file for Military Sealift Command solicitation N3220525R4049, dated 13 March 2025. The Q&A addresses four key clarification points from potential offerors regarding a vessel charter opportunity. Specifically, the document provides details about vessel requirements, including a total required deck capacity of 40,000 sq. ft. across one or more ships with a minimum deck size of 6,000 sq. ft., and confirms that 14 personnel will be needed across all vessels to care for cargo vehicles. The document also clarifies medical facility requirements, indicating that vessel owners must identify triage/medical treatment space and medical capabilities, with the sponsor developing a complementary medical treatment plan. Additionally, the Q&A addresses war bonus compensation, reaffirming that war bonus rates will be in accordance with the PROFORMA and RFP page one, note two, which sets a maximum rate of $7.50 per day per person.

QUESTIONS AND ANSWERS
13 March 2025
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Will 14 personnel be needed on each vessel or will it be 14 personnel across all vessels?
ANSWER – 14 personnel total will be onboard to care for cargo vehicles across all vessels. If vehicles are loaded on several ships up to the 40,000 sq. ft. required capacity, sponsor “vehicle tenders” will be embarked on a percentage basis.
2. Vessel(s) Required – Is it a correct understanding to say that MSC will accept vessels of minimum 6,000 sq ft capacity and larger vessels of 40,000 sq ft or more?
ANSWER – MSC requires total deck capacity of 40,000 sq.ft.; on one or more ships with minimum deck size of 6,000 sq.ft. Cumulative deck capacity must be equal to or greater than 40,000 to satisfy the total cargo movement.
3. Note 2 indicates the max you will pay for crew war bonus is $7.50 per day per person – this is far below commercial rates which are often at double pay, as experienced with a ship on charter to MSC in the East Med this past summer. By this limitation for any War Risk Zone, the owner will have offer a two-tier rate – one when the vessel is not in a war zone and one when the vessel is in a war zone, to cover the disparity. Will MSC accept such an offer? Otherwise, the owner has to offer the war risk rate for the term of the charter.
ANSWER - The War Bonus or any additional expenses for such will be IAW what is stated in the PROFORMA and RFP page one, note two.
4. Medical / Sanitation – Is a medical facility needed with each vessel?
ANSWER – Vessel owners must identify triage/medical treatment space and MPIC (EMT 1 / EMT 2) or other shipboard capability. Sponsor will develop medical treatment plan to compliment vessel capability and ensure basic care can be provided for their personnel.
