PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

FOR

QUALIFIED MEMBER OF THE ENGINE DEPARTMENT (QMED) TRAINING FOR MSC CIVIL SERVICE EMPLOYEES (CIVMARS)

BACKGROUND

MSC’s Total Force Management Mission Statement: To ensure the efficient and effective employment of Military Sealift Command's (MSC) personnel through the development and administration of programs and policies for civilian and military personnel ashore and afloat, manpower management and organization structure, strategic sourcing and commercial activities and worldwide training.

MSC requires a portfolio of specialized maritime training courses for the Civil Service Mariner (CIVMAR) workforce, which is comprised of approximately 5,700 U.S. Coast Guard (USCG) Merchant Mariner Credentialed Seafarers who are employed by the U.S. Navy. The CIVMARS serve aboard approximately 59 MSC ships worldwide. The training will be provided in the Norfolk, VA and/or San Diego, CA.

To provide unlicensed Military Sealift Command (MSC) CIVIL SERVICE MARINERS (CIVMARS) a career path in the Engine Department to earn the Qualified Member of The Engine Department (QMED) endorsement by the United States Coast Guard (USCG). The QMED ratings consisting of 1) Electrician/Refrigerating Engineer, 2) Boiler Technician/Watertender & Oiler, 3) Pump/ Technician Machinist, and 4) Able Seafarer-Engine are essential in the CIVMAR's successful career progression within the Engine department. The essential QMED training, as referenced in the Code of Federal Regulations (46 CFR 12.501), should enhance the CIVMAR's diverse skillsets within a safe working environment. The QMED rating endorsements required by the Coast Guard are imperative to fostering the safe operation of engineering equipment onboard MSC vessels.

OBJECTIVE:

The Contractor shall provide specialized training courses needed to qualify for and maintain USCG merchant mariner endorsements. Additionally, the Contractor shall provide general training courses needed to develop specialized skills required for shipboard operations, but not necessarily required by USCG.

The Contractor shall provide daily transportation for the CIVMARs to and from the MSC contract hotels located in Norfolk, VA and San Diego, CA for the vendor's classroom training.

SCOPE OF WORK

3.1 The Contractor shall provide each CIVMAR attending QMED class the relevant up to date training course materials. The QMED courses( include: 1) Electrician/Refrigerating Engineer; 2) Boiler Technician/Watertender & Oiler, 3) Pump Technician/Machinist, and 4) Able Seafarer-Engine. A classroom and simulator environment shall be provided for applicable lectures, hands-on experience, and the demonstration for applying practical knowledge within a real-world shipboard environment. A vital element of the QMED training is for the Contractor to provide a realistic hands-on simulated shipboard experience for MSC CIVMARs to apply their acquired knowledge and practical experience onboard various MSC vessels. The ideal Contractor shall provide MSC CIVMARs real-world simulated shipboard training environment to apply their practical “hands on” skills and lessons learning in the classroom to acquire the USCG QMED endorsement ratings.

PLACE OF PERFORMANCE

4.1 The QMED training shall be conducted by the approved Contractor located either within a 30-mile radius of MSC CIVMAR Support Unit (CSU) East in Norfolk, Virginia, located at 471 East C Street, Building SP-312, Norfolk, Va. 23511 or within a 30-mile radius of MSC CSU West in San Diego, California, located at 140 Sylvester Road, San Diego, California 92106. Only a single location is sought. The proximity of the QMED training contractor within a 30-mile radius ideally facilitates MSC CIVMARS travel arrangements to attend training and return to the designated MSC CSU and associated authorized lodging locations.
