About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) memorandum for an acquisition under the simplified acquisition threshold for crane and hoist repairs on the USNS LENTHALL. The document justifies sole-sourcing to Crane Tech Solutions based on unusual and compelling urgency.

The requirement is for repairs to cranes and hoists that must be completed between January 30 and March 18, 2025, prior to shipyard work. Crane Tech Solutions, located in Portsmouth, VA, has already performed base work inspections and identified necessary repairs. The justification notes that seeking competition would require new base inspections, causing additional costs and delays that would impact shipyard repairs. The requirement was identified on January 3, with a 45-day lead time from purchase order. The work applies to TAO 187 Class Vessels. The document cites both "Other Reasons" and "Unusual and Compelling Urgency" as justification bases, emphasizing that delays would significantly impact the ability to conduct shipyard repairs.

3 Ver 2.0 (01 July 2018)

Crane tech Solutions has done the base work inspections and have identified the parts and repairs needed. An open solicitation would require a new base inspection requiring additional fund and time that would not be conducive to getting the work done during the POP. A delay in completion of this repairs will significantly impact our ability to carry out repairs in the ship yard.

4. X__ UNUSUAL AND COMPELLING URGENCY: The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent and compelling requirement is based on the following:

a. Date on which the requirement was identified: __03 JAN_________________________

b. Required delivery date / Period of Performance: _30 Jan = 18 March 2025

c. If the difference between a. and b. is more than one week, explain the delay in submitting the requirement.

Researching all options was time consuming___

d. Estimated production lead time: _45 day lead time from PO

e. Explanation of why delivery / commencement of services by the date required is needed: (explain the impact to the mission, any special circumstances or conditions, etc.)

Repairs are needed to be complete before the ship yard in order not to cause delays

f. CASREP Number:
