QUESTIONS AND ANSWERS
17 September 2024
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Please provide copy of Reference (a) to the Solicitation (SF 1449 form). We could not locate this form on the MSC website per the link provided in the Solicitation.
ANSWER: The SF 1449 document will be provided upon award to the awardee, the responsible offeror whose technically acceptable proposal represents the lowest price to the Government.
2. Please advise the specific names of the intended piers/berth facilities where vessel will discharge at Tengan, Okinawa and Apra Harbor, Guam.
ANSWER: Unable to provide that level of detail at this time.
3. Please confirm that there will be total of three discharge port calls in following order: First call at Tengan, Okinawa followed by call at Apra Harbor, Guam followed by second call at Tengan, Okinawa. Please also confirm that no cargo will be loaded at these ports.
ANSWER: The order of ports as listed in the RFP are correct. Please reference the RFP for details regarding this.
4. Assuming cargo is to be discharged at a Government pier/berth, please advise if Government requires any specific stevedoring contractor to be used at those Government piers/berths at the discharge ports. If so, please advise name and contact details of such stevedoring contractor.
ANSWER: Government does not require a specific stevedoring contractor.
5. Para. A.7.B. – States that “barge mut be fully outfitted…” Please clarify the intended use and location of the barge being reference in this paragraph.
ANSWER: This is a typo, should be “barge/vessel.”
6. Para. A.7.C. – Please confirm that a COI and CG-835s are not required to be submitted if the vessel being offered is foreign-flagged.
ANSWER: CG-835s would not apply; however, a COI is required for U.S. flag vessels. In addition, COI must be submitted to MSC for a foreign-flagged vessel to be reflagged U.S. prior to vessel delivery.

7. Para. A.4. – Laytime states 6 days SSHEX total for mission but does not break-out the laytime for load port and discharge ports. However, the load terms (FIOSS) differ from the discharge terms (LINER). Since demurrage is not payable under LINER terms, please advise the allowable laytime for the load port.
ANSWER: Detention is payable under LINER terms; no further details are to be provided.
8. Para. A.7.E. – States vessels shall be fully bunkered for the voyage. Please confirm this is intended to mean vessels are only to arrive at the load port fully bunkered for the voyage.
ANSWER: Correct, vessel shall arrive at the load port fully bunkered.
9. Answers to some of the above questions impact the preparation of various items in our offer. Therefore, we respectfully request extension of offer due date to 16:00, 24 Sep.—Dry Cargo is not opposed to extending the RFP closing date if it has no negative impact to the contract award date.
ANSWER: No extension will be given for the offer due date.
