About this file
This document is a Request for Proposals (RFP) for a 30-day passenger time charter with four 30-day option periods, issued by the Military Sealift Command Norfolk, Strategic Sealift Program Support Office.
The RFP seeks offers for two classes of passenger vessels: minimum 270 passenger capacity and minimum 570 passenger capacity. The government will determine the required vessel class prior to award, based on its needs on the day of award. The vessel must be able to comfortably carry, berth, and feed the required number of personnel, including military, civilian, and potential third-party personnel. Key requirements include a minimum speed of 12 knots, the ability to accommodate up to two government personnel with communication equipment, and restrictions on alcohol, gambling, and entertainment staff. Offerors must submit proposals by April 8, 2024 at 10 am local time. The government intends to award a charter for a vessel in one of the two classes. Pricing will be evaluated based on total charter hire over the potential 150-day period, including fuel costs.
