About this file

This market research notice seeks information from vendors to establish a training program for Military Sealift Command. Interested parties must demonstrate the ability to provide a comprehensive resident training program to qualify unlicensed engine mariners as licensed third assistant engineers. The program must include all courses outlined in the performance work statement such as advanced firefighting, leadership, engineering management, diesel engineering, electrical systems, and survival training. Vendors must also provide on-campus lodging and meals for program participants. Responses are due by March 26, 2024 to determine vendor capability and establish either a small business set-aside or full and open competition. The potential fixed-price contract would have a base period of five years for training seats in the outlined courses.

MARKET SURVEY/SOURCES SOUGHT NOTICE

N3220524R4055

From: Military Sealift Command (MSC) N102B

Subject: Unlicensed Engine Mariners to Licensed 3rd Assistant Engineers Training Program

DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.

MSC is seeking an eligible vendor to provide a comprehensive program to train Unlicensed Engine Mariners to Licensed 3rd Assistant Engineers / Standards of Training, Certification, and Watchkeeping (STCW) Officers-in-Charge of an Engineering Watch (OICEW) of Motor vessels 750KW-1000 HP or More. The curriculum includes a suite of United States Coast Guard (USCG) approved training, full-mission simulation experiences, instructor-facilitated license exam preparation, tutoring, and assistance with student’s license application and USCG examinations. On-campus lodging and full meal services are to be included in the program and provided by the contractor. Students must be able to walk between classrooms, dining facilities and their rooms. Cohorts will be comprised of five or more unlicensed Civil Service Mariners (CIVMARs).

All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified Woman Owned Small BusinessCertified HUBZone and Certified 8(a) Small Businesses are encouraged to respond.

NAICS CODE: The NAICS Code for this requirement is 611519: Other Technical and Trade Schools, and the Size Standard is $21.0M.

Interested offerors must submit a brief but complete capability statement that demonstrates the capability to perform the Basic Requirements of the Draft Performance Work Statement (PWS) for an evaluation no later than 1700 local time (Norfolk, VA) 26 March 2024.

This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established, if the requirement should be sole sourced to large business, or whether small businesses and large businesses should be able to compete for work. If a small business set-aside is established, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.

This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.

All responses to this market survey should be forwarded to Jim Ellis (james.p.ellis54.civ@us.navy.mil)
