About this file
This document contains answers to questions from potential offerors regarding solicitation number N3220524R4032 for a tanker voyage charter from the Far East to the Middle East. The Military Sealift Command will not guarantee any naval escorts and cannot revise the contract to a time charter. War risk insurance would be available through the Maritime Administration if unavailable commercially. The Command will not arrange diplomatic clearances for ports in Fujairah and Doloreh and additional waiting time due to Navy or Command scheduling would be counted as demurrage. The solicitation seeks a voyage charter for tanker transport from the Far East to the Middle East for the Department of the Navy's Military Sealift Command.

QUESTIONS AND ANSWERS
17 JANUARY 2024
THE FOLLOWING ARE ANSWERS TO QUESTIONS RECEIVED FROM POTENTIAL
OFFERORS. THE ANSWERS PROVIDE CLARIFICATION ONLY AND DO NOT
CONSTITUTE AN AMENDMENT TO THE SOLICITATION.
1. GIVEN THE CURRENT REGIONAL SITUATION, OUR INSURANCE BROKERS HAVE
ADVISED THAT WAR RISK COVERAGE HINGES ON THE PRESENCE OF A SECURITY
TEAM AND MILITARY ESCORT. CAN MSC PROVIDE DETAILS ON THE ESCORT
ARRANGEMENTS FOR BOTH INBOUND AND OUTBOUND TRANSIT? IN SCENARIOS
WHERE WAR RISK INSURANCE BECOMES COMMERCIALLY UNAVAILABLE OR IS
DROPPED DUE TO THE ABSENCE OF AN ESCORT, WHAT ALTERNATIVE
INSURANCE PROTECTIONS WILL BE OFFERED?
ANSWER: MSC CANNOT GUARANTEE ANY ESCORTS. WAR RISK INSURANCE
WOULD BE AVAILABLE VIA MARAD IF UNAVAILABLE VIA COMMERCIAL MEANS.
2. THERE IS A CONCERN REGARDING THE EXPOSURE UNDER THE CURRENT
VOYAGE CHARTER IS HEIGHTENED BY THE FINAL DISCHARGE PORT BEING IN A
HIGH-RISK AREA. IS MSC OPEN TO REVISING THE CONTRACT INTO A TIME
CHARTER, WITH THE VESSEL REDELIVERING OUTSIDE OF THE WAR RISK AREA?
ANSWER: MSC IS NOT OPEN TO A TIME CHARTER FOR THIS REQUIREMENT.
3. WILL MSC ARRANGE THE NECESSARY DIPLOMATIC CLEARANCES FOR THE
PORTS OF FUJAIRAH AND DOLOREH?
ANSWER: NO. DIPLOMATIC CLEARANCES ARE NOT REQUESTED FOR VOYAGE
CHARTERS.
4. IN THE EVENT THAT THE VESSEL'S SCHEDULE IS ALTERED AT THE ADVICE OF
THE NAVY OR MSC FOR SCHEDULING AN PROTECTED TRANSIT, WILL THE
ADDITIONAL WAITING TIME BE COUNTED AS TIME ON DEMURRAGE?
ANSWER: YES. ADDITIONAL WAITING TIME WOULD BE DEMURRAGE.
