PART I - SPECIALTIME BOXES:

1. Vessel(s) Required:

A. The Military Sealift Command (MSC) requests one, Jones Act qualified, U.S. flag vessel to support submarine rescue requirements in support of submarine sea trials and other fleet mission support as required. vessel will be capable of installing the NATO Submarine Rescue System (NSRS) and Submarine Rescue Diving Recompression System (SRDRS) (though not simultaneously) which are used for submarine rescue.

B. The vendor shall permit US Government and contractor personnel to visit the ship no less than 5 days and no more than 45 days prior to delivery date to conduct a Pre Delivery Ship Survey (PDSS). The purpose of this survey shall be to at a minimum, validate that the ship meets the minimum requirements in accordance with the Mothership (MOSHIP) Criteria Manual for US Navy Submarine Rescue, REV E, identify lay-down locations of GFE equipment, identify locations of required utilities, and conduct operations planning. The vessel must be validated as a submarine rescue Vessel of Opportunity (VOO) at delivery and capable of installing the NATO Submarine Rescue System (NSRS) and Submarine Rescue Diving Recompression System (SRDRS) (though not simultaneously) to support submarine rescue.

C. The vessel will support in port and underway operations in accordance with assigned tasking as necessary on a continuous 24-hour basis. The vessel will also support loading, storage and discharge of Government materials and equipment, arranging for any shore-side equipment if required for load/discharge operations. The vessel shall be prepared and equipped to carry up to 31 additional personnel.

D. The vessel will be required to carry various pieces of government equipment based on mission requirements. This equipment will be loaded aboard and removed upon completion of the mission. Some examples of potential equipment are listed below:

(1) NAVSEA certified Standard Navy Double-Lock Recompression Chamber System

(SNDLRCS) including an Air Supply Rack Assembly (ASRA): consists of a standard 20’x 8’x 8’ ISO shipping container (25,000 lbs fully loaded).

(2) FMGS (Fly-Away Mixed Gas System) consisting of:

(a) One (1) Mixed-Gas Control Console Assembly 80”x66”x38” (870 lbs)

(b) One (1) Air Rack Assembly (ASRA) 80”x64”x75” (3,500 lbs)

(3) Three (3) Helium-Oxygen Supply Rack Assemble (HOSRA) 80”x64”x75” (3,200 lbs) each, 9,600lbs total)

(a) One (1) Oxygen Supply Rack Assembly (OSRA) 80”x64”x75” (3300 lbs)

(b) Two (2) Booster Assemblies 48”x48”x36” (550 lbs each, 1,100 lbs total)

(4) Recompression Chamber Life Support Skid (10’ x 8’; 14,000 lbs)

(5) Two (2) MILVANs (20’ x 9’ x 8.5’; weighing up to 15,000 lbs each) for storing and charging the lithium batteries of the MK 18 FOS Unmanned Underwater Vehicle (UUVs). These UUVs require 12’ feet clearance on one end to facilitate removal of the

UUV.

(6) ESAMS (Expandable Small Air Mobile Shelter) (22’ x 9’x 8’; 10,000 lbs).

(7) Combat Rubber Raiding Craft (CRRCs) (12’ x 6’ x 2.5’; 265 lbs each).

(8) 11-meter Rigid Hull Inflatable Boats (RHIBs) (36’x 12’; 13,000 lbs each)

(9) 9-meter RHIBs (30’ x 10’; 12,000lbs each)

(10) 7-meter RHIBs (24’ x 11’; 9,000lbs each)

(11) RHIB cradles (20’ x 8’; 1,500lbs each)

(12) Air Compressor for Chamber Support and Scuba Charging (6’x 4’, approximately 2,300lbs)

(13) Explosive Ready Service Lockers (RSLs) (5’x 5’, 2,000lbs each)

E. All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability, via installed tiedown points/assemblies or contractor furnished cargo securing mechanisms.

F. MSC intends to utilize this ship as a training platform for qualified government civilian mariners (CIVMARS) to obtain Class A, Dynamic Positioning Officer (DPO) certification from the Offshore Vessel Dynamic Positioning Authority (OSVDPA). All deck watch officers (including the Master) of the assigned crew will hold a Class A OSVDPA or

Nautical Institute (NI) DPO-Unlimited certification. The crew will observe and assist federal government CIVMARS who will stand DPO watches under observation to gain sea time to meet certification requirements. The Contractor’s certified DPO’s will validate whether CIVMARS under observation meet the sea time and practical experience requirements while the vessel is in dynamic positioning (DP) mode. During these training iterations, the Contractor’s certified DPO’s will oversee the CIVMARS undergoing DPO training and sign off in the CIVMARS’ task books when they successfully complete tasks.

The Government’s intention is to obtain Class A OSVPDA DPO certification for those CIVMARS who demonstrate the required degree of proficiency. This training will occur at the discretion (with concurrence of the ship’s Master) of the government and could be accomplished during transit or station keeping, 24 hours per day.

G. Fuel oil reports (Monitoring and Consumption) shall be recorded daily and submitted monthly using the Navy Energy Usage Reporting System (NEURS), per ALMSC 192334ZNOV03 (provided upon request). The Contractor shall include, with the submitted reports, a statement certifying the accuracy of the data contained therein as a true and exact copy of Vessel deck and engine log books. NEURS reports shall be submitted in the required format by email to MSCHQ-NEURS@NAVY.MIL on a monthly basis, no later than the third day after the end of the reporting period. The inventory report shall include the following information:

(1) Bunkers at the beginning of each month.

(2) Bunkers at the end of each month.

(3) Fuel received during the month and source, receipt, document number and date of receipt.

(4) Fuel consumed during the month.

H. At the end of each voyage/mission, a summary shall be submitted giving a brief synopsis of the mission. The report shall be submitted to PM4 within five (5) calendar days after completion of mission. At a minimum, it should contain the following information as applicable:

(1) Daily fuel oil consumption

(2) Speed made good over the ground

(3) Speed made good through the water

(4) Average propeller RPM per day

(5) Vessel draft

(6) Sea and weather states

(7) Hours run during the day (noon – noon)

(8) Hours in DP and reason for being in DP

(9) Number of divers in the water / number of dives

(10) Other pertinent information (as required)

I. Area of Operations: The vessel will operate out of the Joint Expeditionary Base Little

Creek in Virginia Beach, Virginia, throughout the Western Atlantic Ocean, and be required to pull into military and civilian ports as needed by specific evolutions. The operational areas will be discussed with vessel operator prior to conducting ship load out.

J. The vessel shall have the following minimum characteristics:

Flag U.S. Flag, Jones Act qualified vessel Vessel Certifications The vessel shall be United State Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel shall be permitted to conduct manned diving operations. The vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society).

Operating Endurance, Messing and Berthing

The vessel must be capable of supporting at-sea operations for up to 10 days without resupply (or replenishment of critical stores).

The contractor shall provide three galley-prepared cafeteria-style meals and hotel services for up to 31 embarked personnel (not including vessel crew) when personnel are embarked (in port / underway).

The vessel shall support berthing for up to 31 embarked personnel in addition to vessel crew. Berthing shall be provided with no more than six per stateroom and per head equipped with shower.

Curtained off bunks are acceptable. Clean linens (fitted bed sheet, top sheet, bath towel, hand towel, washcloth) shall be provided weekly.

Clean linens and access to 24hr self-service laundry shall also be provided.

This includes provision for potable water requirements and waste disposal (sanitary).

Transducer Pole Installation Contractor vessel shall provide sufficient access on the PORT or STBD side of the VOO to mount a 32 ft. (9.7 m) Transponder Pole (GFE) wherein when the pole is deployed it will extend a minimum of 10 ft. (3 m) below the Vessel keel.

Vessel Freeboard / Over- Boarding Access

Maximum freeboard of 10 ft. (3.1M).

Contractor vessel shall provide sufficient opening of any stern wall to provide for the unobstructed over-boarding of the launch and rescue system (LARS). A minimum of a 36 ft. (11 m) opening is required to clear the LARS winches.

Speed Minimum 10 knots transit speed.

Dynamic Positioning Be equipped with an International Maritime Organization (IMO)

Equipment Class 2 Dynamic Positioning System (DPS).

The location of any moving DPS machinery (thrusters, propellers, etc.) shall not be within 15 ft (4.6 m) of an umbilical. The DPS shall be able to maintain the vessel ±60 ft. and ± 10 degrees from a given position/heading once the DPS has stabilized. The DPS position reference systems shall not be taut wire or a laser system.

The vessel shall be crewed with an adequate number of qualified, certified Dynamic Positioning Officers, in order to support 24/7 operations.

Deck Space At a minimum, the vessel shall have 6,000 sq.ft of contiguous open deck space, (minimum clear deck area of 98 ft. (29.9M) in length and 36 ft. (11M) in width.)

The deck shall be coplanar with a maximum vertical deviation of 2 in (5.08cm) when measured from the transom to 64 ft (19.5 m) forward of the transom. Deck hardware shall be removed in way of Sponsor equipment Bases if vertical height is 2 in (5.08 cm) or greater from the deck

The vessel shall have a minimum cargo loading capacity of 1025 lb/ft² (5 tonnes/M²), and a minimum deck load capacity of 838,000 lbs. (380 tonnes) and stability to support 380 tonnes to a CG of 4 meters (13.1234 ft) above the deck.

The contractor shall provide specific detail on all bulkheads supporting the aft deck from the transom to 50 feet forward of the transom. Details shall include: frame location, construction, stiffener spacing, and include detailed drawings of each bulkhead.

Minimum unobstructed opening (or removable bulwark) at the stern of a 34 ft

Any vessel requirement that is met with a removable or portable (i.e. berthing modules or to meet a requirement in support of Submarine Rescue) solution must meet ABS / USCG requirements and the contractor will maintain all supporting documentation. All storage, maintenance, transportation and mobilization/demobilization costs for removable or portable solutions will be at the expense of the contractor.

Sea-Keeping Capability / Vessel Stability

Contractor shall be able to conduct aft deck, launch and recovery operations with a 419 short ton (380 tonnes) system (SRSRCS) installed in up to Sea State 4.

The vessel shall maintain ship survivability with a 380 short ton (419 tonnes) system installed in up to Sea State 6.

For all operating scenarios, the VOO with the LAUNCH AND RECOVERY SYSTEM (LARS) and pressurized rescue module (PRM) installed, shall comply with all intact and damage stability criteria required by the VOO's Flag Administration and Classification Society's Rules.

Provision for Small Boat and Associated Launch and Recovery Equipment

Contractor shall provide a small boat and associated launch and recovery equipment for use during emergency recovery of the Pressurized Rescue Module. The boat will be equipped with an 80 HP (approx.) motor with a tow point forward of the engine for the small boat.

Diesel Fuel Capacity Contractor shall have the ability to provide up to 20,500 gallons (77,600 L) of cleaned and polished No. 2 Diesel fuel, accessible on the working deck, for the Generator Van (GV).

Emergency Power Supply Capability

The Contractor vessel shall provide 350 kW of 480 VAC, 3-phase, Delta, 60 Hz, 400 A electric power per bus to Sponsor equipment in event of engine failure.

Fresh Water Contractor shall provide up to 2000 gallons (7570.8 liters) of freshwater to the fantail for wash down of PRM and equipment, as well as for filling PRM ballast bags.

This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both.

If production capability does not exist, onboard storage must be sufficient for the endurance period (10 days).

Port Services The contractor shall have the employ of an agent to arrange for all port services on a reimbursable basis during this charter. Port services shall include tugs, pilots, potable water, shore power, trash and garbage removal, and oily waste removal including small boat bilge waste, sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services. Additionally, the contractor shall coordinate with appropriate offices onboard military installations to ensure pier-side services are scheduled and all employees are granted base access.

Communication Equipment The Contractor shall provide a Very Small Aperture Terminal (VSAT) or equivalent installed broadband internet capability with a minimum bandwidth of 1 megabyte (bi-directional) and allow embarked personnel internet connectivity while underway.

Bandwidth should have the ability to be increased based on mission requirements to a minim of 3 megabytes (bidirectional).

The contractor will provide points of contact to satellite communications service provider to assist in the configuration and troubleshooting of government provided communication equipment.

The vessel shall carry marine VHF and a ship’s cell phone and shall accommodate the integrations of Mission Equipment communications equipment and antennas including secure

HF/VHF/UHF/SATCOM.

Navigation Equipment The vessel shall be equipped with gyrocompass with repeaters, GPS and a radar. The radar shall be capable of surface search to a minimum of 25 NM.

Ship Sanitation Exemption Control Certificate

(SSECC)

The Contractor is responsible for ensuring that the Ship is SSECC certified at all times in compliance with guidelines delineated in the World Health Organization, International Health Regulations (IHR) of 2005 and BUMEDNOTE 6210 dated Nov 2007. This certification is required to be completed every 6 months, in lieu of the obsolete DERAT Certificate. The Owner shall make arrangements to procure the necessary SSECC Inspection Certification.

Laundry Services The Contractor shall provide a 24-hour laundry facility for up to 31 embarked personnel in addition to vessel crew.

Contractor Furnished Equipment (CFE)

Contractor shall furnish the below listed equipment. All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

A. Two FDA approved Automated External Defibrillators (AEDs) unit stored in a location that is accessible to trained responders. One shall be located in the vicinity of the rear deck, and the other must be located in the vicinity of berthing spaces.

B. Deck lighting to support nighttime launch and recovery deck operations.

C. Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.

Remote Monitoring Station Capacity

Contractor shall provide sufficient space on the bridge to accommodate the Remote VOO Monitoring Control Station.

Working Deck Fire Protection Capability

Contractor shall provide fire-fighting coverage of all mission equipment on deck using the VOO’s existing firefighting equipment, as well as a 2.5 in (63.5 mm) fire hose connection for the portable foam firefighting unit that is used if foam capability does not exist on board (GFE).

Gas (Workshop Quality Air)

Contractor shall provide workshop-quality compressed air to entire fantail for tools such as air driven wrenches.

Sick Bay Contractor vessel shall provide a well-equipped sick bay;

Contractor will provide detail of vessel onboard capability.

Surface Dive Launch and Recovery System (LARS) Install/Removal

The operator shall provide support for the Surface Dive LARS install/removal (as required).

A. Remove interferences, and prepare hot work areas.

B. Test fit LARS, weld pad-eyes or plates as required to deck.

C. Welding must be in accordance with welding and brazing procedures, NAVSEA S9074-AQ-GOB-010/248 or American Welding Society (AWS) D1.1 Structural Welding Code – Steel (minimum) conducts all welds for installation on the vessel.

D. Complete NDT Inspection IAW MIL-STD 2035 or NAVSEA guidance.

E. Complete static and dynamic load test. (Sponsor will perform testing.)

F. Post NDT Inspection IAW MIL-STD 2035 or NAVSEA guidance upon completion of static and dynamic load test.

Vessel Owner/Contractor will assume responsibility for restoration of the deck area upon completion of training and evaluation.

Dive Staging Area The vessel shall be equipped with a Diver’s Staging Area for launching and recovering divers. At a minimum, staging area must consist of water access by ladder and removable bulkhead for use of a Diving LARS system. The equipment used to handle the over-the-side divers should meet the requirements of U.S.

Navy Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 2, 1 NOV 2006) and U.S. Navy Diving Manual.

6. TERMS/CONDITIONS/ATTACHMENTS ADDED, DELETED OR MODIFIED:

NMCARS ANNEX 16 – PERFORMANCE WORK STATEMENT LANGUAGE

IMPLEMENTING "THE DIB" MEMO

A. System Security Plan and Plans of Action and Milestones (SSP/POAM) Reviews

1. Within thirty (30) days of contract award, the Contractor shall make its System

Security Plan(s) (SSP(s)) for its covered contractor information system(s) available for review by the Government at the contractor’s facility. The SSP(s) shall implement the security requirements in Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.204-7012, which is included in this contract. The Contractor shall fully cooperate in the Government’s review of the SSPs at the Contractor’s facility.

2. If the Government determines that the SSP(s) does not adequately implement the requirements of DFARS clause 252.204-7012 then the Government shall notify the Contractor of each identified deficiency. The Contractor shall correct any identified deficiencies within thirty (30) days of notification by the Government. The contracting officer may provide for a correction period longer than thirty (30) days and, in such a case, may require the Contractor to submit a plan of action and milestones (POAM) for the correction of the identified deficiencies. The Contractor shall immediately notify the contracting officer of any failure or anticipated failure to meet a milestone in such a

POAM.

3. Upon the conclusion of the correction period, the Government may conduct a follow-on review of the SSP(s) at the Contractor’s facilities. The Government may continue to conduct follow-on reviews until the Government determines that the Contractor has corrected all identified deficiencies in the SSP(s).

4. The Government may, in its sole discretion, conduct subsequent reviews at the Contractor’s site to verify the information in the SSP(s). The Government will conduct such reviews at least every three (3) years (measured from the date of contract award) and may conduct such reviews at any time upon thirty (30) days’ notice to the Contractor.

B. Compliance to NIST 800-171

1. The Contractor shall fully implement the CUI Security Requirements (Requirements) and associated Relevant Security Controls (Controls) in NIST Special Publication 800- 171 (Rev. 1) (NIST SP 800-171), or establish a SSP(s) and POA&Ms that varies from NIST 800-171 only in accordance with DFARS clause 252.204-7012(b)(2), for all covered contractor information systems affecting this contract.

2. Notwithstanding the allowance for such variation, the contractor shall identify in any SSP and POA&M their plans to implement the following, at a minimum:

(a) Implement Control 3.5.3 (Multi-factor authentication). This means that multi-factor authentication is required for all users, privileged and unprivileged accounts that log into a network. In other words, any system that is not standalone should be required to utilize acceptable multi-factor authentication.

For legacy systems and systems that cannot support this requirement, such as CNC equipment, etc., a combination of physical and logical protections acceptable to the Government may be substituted;

(b) Implement Control 3.1.5 (least privilege) and associated Controls, and identify practices that the contractor implements to restrict the unnecessary sharing with, or flow of, covered defense information to its subcontractors, suppliers, or vendors based on need-to-know principles;

(c) Implement Control 3.1.12 (monitoring and control remote access sessions) - Require monitoring and controlling of remote access sessions and include mechanisms to audit the sessions and methods.

(d) Audit user privileges on at least an annual basis;

(e) Implement:

i. Control 3.13.11 (FIPS 140-2 validated cryptology or implementation of NSA or NIST approved algorithms (i.e. FIPS 140-2 Annex A: AES or Triple DES) or compensating controls as documented in a SSP and POAM); and,

ii. NIST Cryptographic Algorithm Validation Program (CAVP) (see https://csrc.nist.gov/projects/cryptographic-algorithm-validation-program);

(f) Implement Control 3.13.16 (Protect the confidentiality of CUI at rest) or provide a POAM for implementation which shall be evaluated by the Navy for risk acceptance.

(g) Implement Control 3.1.19 (encrypt CUI on mobile devices) or provide a plan of action for implementation which can be evaluated by the Government Program Manager for risk to the program.

3. Cyber Incident Response:

(a) The Contractor shall, within fifteen (15) days of discovering the cyber incident (inclusive of the 72-hour reporting period), deliver all data used in performance of the contract that the Contractor determines is impacted by the incident and begin assessment of potential warfighter/program impact.

(b) Incident data shall be delivered in accordance with the Department of Defense Cyber Crimes Center (DC3) Instructions for Submitting Media available at http://www.acq.osd.mil/dpap/dars/pgi/docs/Instructions_for_Submitting_Media .docx. In delivery of the incident data, the Contractor shall, to the extent practical, remove contractor-owned information from Government covered defense information.

(c) If the Contractor subsequently identifies any such data not previously delivered to DC3, then the Contractor shall immediately notify the contracting officer in writing and shall deliver the incident data within ten (10) days of identification. In such a case, the Contractor may request a delivery date later than ten (10) days after identification. The contracting officer will approve or disapprove the request after coordination with DC3.

4. Naval Criminal Investigative Service (NCIS) Outreach

The Contractor shall engage with NCIS industry outreach efforts and consider recommendations for hardening of covered contractor information systems affecting DON programs and technologies.

5. NCIS/Industry Monitoring

(a) In the event of a cyber incident or at any time the Government has indication of a vulnerability or potential vulnerability, the Contractor shall cooperate with the Naval Criminal Investigative Service (NCIS), which may include cooperation related to: threat indicators; pre-determined incident information derived from the Contractor's infrastructure systems; and the continuous provision of all Contractor, subcontractor or vendor logs that show network activity, including any additional logs the contractor, subcontractor or vendor agrees to initiate as a result of the cyber incident or notice of actual or potential vulnerability.

(b) If the Government determines that the collection of all logs does not adequately protect its interests, the Contractor and NCIS will work together to implement additional measures, which may include allowing the installation of an appropriate network device that is owned and maintained by NCIS, on the Contractor's information systems or information technology assets. The specific details (e.g., type of device, type of data gathered, monitoring period) regarding the installation of an NCIS network device shall be the subject of a separate agreement negotiated between NCIS and the Contractor. In the alternative, the Contractor may install network sensor capabilities or a network monitoring service, either of which must be reviewed for acceptability by NCIS. Use of this alternative approach shall also be the subject of a separate agreement negotiated between NCIS and the Contractor.

(c) In all cases, the collection or provision of data and any activities associated with this statement of work shall be in accordance with federal, state, and non- US law.

C. Special Requirements:

(1) Health and Safety Requirements:

(a) Owner/Offeror shall provide the MSC Area Commander with any report required under U.S. Coast Guard Marine Safety Information Bulletin 02-20 (Change 7) (requiring hazardous conditions be reported), prior to entering the port.

(b) Owner/Offeror shall provide in its proposal its company’s health and safety plans for its crew, related to the novel coronavirus for this mission. The plan will become part of the contract.

(c) Owner / Offeror is advised that due to the time-sensitive and critical nature of the mission, including environmental factors, the Excusable Delay provision shall not apply if delay was caused by a breach of Owner’s Health and Safety Plan cited above, or was otherwise reasonably preventable by following U.S.

Coast Guard or Center for Disease Control COVID-19 guidelines in publication at the time of breach.

(d) Owner / Offeror agrees that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits under this charter as deemed necessary by the charterer or local government authorities. Further, the Owner/Offeror agrees that the charterer may limit access to the vessel by any shore-side personnel upon the vessel’s port calls during this charter.

(d) Comptroller General Examination of Record. PART VIII ADDITIONAL FAR AND DFARS CLAUSES; amend the following:

VIII(c)(6) DFARS 252.232-7006 Wide Area Work Flow Payment Instructions (JAN 2023)

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award

Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF

Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
