About this file
This document is a set of Questions and Answers related to Solicitation N3220524R4006 for Portable Filtration Equipment issued by the Military Sealift Command (MSC).
The key details are: The solicitation requires portable lube oil filtering equipment to support machinery operation and maintain fleet readiness for MSC ships. All filter carts, including low viscosity and high viscosity types, as well as a handheld portable unit, must have self-diagnostic software to report particle count per ISO 4406 and moisture content per ASTM D7546-15. The equipment must be able to filter standard oil with viscosities up to 620 centistokes at temperature ranges from 25 to 150 degrees Fahrenheit. However, the document notes potential engineering concerns with the specified viscosity and temperature requirements being physically impossible to meet with the described pump, hose, and filter configurations. A dedicated portable filtration unit will be required for phosphate ester hydraulic fluid, while other units will service mineral or synthetic base oils.

QUESTIONS AND ANSWERS - 2
The following are answers to questions received from potential offeror. The answers provide clarification only and DO NOT constitute an amendment to the Solicitation.
***In reference to N3220524R4006 Response for Question #13 on Questions and Answers-1:
“Question 13: In the specifications for each of the five types of systems there is this language “Self[1]diagnostic software shall be available in accordance with latest version of ISO 4406 Standard and ASTM D7546-15.” Would your team please clarify what is meant by this? It seems from the specs that the only systems that will have an on-board particle counter/sensor is the hand held barrel top unit. We incorporate the MP Filtri ICM 2.0 on nearly everything we build these days and we would plan on using this unit for the projected 540ea hand held drum top units. This unit includes “Self-diagnostic software shall be available in accordance with latest version of ISO 4406 Standard and ASTM D7546-15” its also displays and can transmit real time ISO Cleanliness Codes per ISO 4406. Is this what your team had in mind for these hand held drum top systems?
ANSWER 13: MSC requires diagnostic software to report particle count for 4/6/14 microns per I SO 4406 as well as water in % RH per ASTM D7546-15. MSC utilizes laboratory analysis to assign maintenance actions for filtering shipboard with a filter cart. If the filter cart can analyze relative humidity, it should be comparable to the laboratory test.”
Question 1: The only unit in the specifications that calls for a sensor that can monitor particle counts per ISO 4406 and moisture content ASTM D7546-15 is the handheld unit. Is this the only unit out of the five types specified that needs to be equipped with this sensor? Should the sensor have a local display that shows real time ISO Cleanliness Codes per 4406 and Moisture Content in %RS per ASTM D7546-15?
ANSWER 1: Per section 2.0 the Low viscosity filter cart-cartridge filter, Low viscosity filter cart-spin-on filters, High-viscosity filter cart-cartridge filter, High viscosity filter cart-spin-on filter, and Lube oil hand held portable unit should all have self-diagnostic software in accordance with latest version of ISO 4406 Standard and ASTM D7546-15. MSC requires diagnostic software to report particle count for 4/6/14 microns per ISO 4406 as well as water in % RH per ASTM D7546-15. MSC utilizes laboratory analysis to assign maintenance actions for filtering shipboard with a filter cart. If the filter cart can analyze relative humidity, it should be comparable to the laboratory test.”
Question 2: Do any of the other four types of carts specified need to also have this sensor and display?
ANSWER 2: Per section 2.0 the Low viscosity filter cart-cartridge filter, Low viscosity filter cart-spin-on filters, High-viscosity filter cart-cartridge filter, High viscosity filter cart-spin-on filter, and Lube oil hand held portable unit should all have self-diagnostic software in accordance with latest version of ISO 4406 Standard and ASTM D7546-15.
Question 3: Will the specifications regarding high viscosity and low operating temperatures be updated to be physically possible within the specifications of hose sizes, filter pressure requirements and pump/motor power requirements?
ANSWER 3: In the SOW, section 2.0 it states “Low Viscosity Filter Cart – Cartridge Filter.
Lubrication Oil Filtration Cart shall be mounted on a portable cart with two solid wheels and oil catch pan. The cart shall filter standard oil at a minimum of 100 centistokes (cSt) at temperature ranges from 25 degree Fahrenheit to 150 degree Fahrenheit with the following salient characteristics:” The temperature range from 25 degree Fahrenheit to 150 degree Fahrenheit is referring to ambient temperature since our ships can operation in colder climates in the winter time like northern Europe or hotter climates in the summer like the Middle East.
Question 4: Will all the handheld units and low viscosity filter carts (both kinds) need to be chemically compatible with phosphate ester hydraulic fluid or will there be designated units that will only be used with phosphate esters?
ANSWER 4: MSC uses Fyrquel 220 as our phosphate ester oil. A dedicated portable filtration unit will be used for this application. All other units will service a mineral base oil or synthetic base oil for applications such as but not limited to internal combustion engine oils, gear oils, hydraulic fluids, and compressors.
Comment:
We have some additional engineering concerns regarding the current wording of the specifications as it pertains to the viscosities of the various oils that all of the systems should be designed to pump and filter and how the specified lower temperatures of 25 degrees affects the ability to accomplish this. Both types of Low Viscosity Filter Carts specifications state that these systems should be able to pump and filter standard oil with a viscosity of 100 cSt. 100cSt standard oil has a viscosity of approximately 2000 cSt at 25 degrees F. The 620 cSt oils that are described as part of both of the High Viscosity Filter Carts will have a viscosity or approximately 20,000 cSt.
Statement:
It is a physical impossibility for systems with the specified HP rating and operating from single phase, low voltage power sources to draw and pump oil through 1” hoses, though the types of filters specified at the 35 PSID (differential pressure). And since currently what you have specified as a range of temperatures and oil viscosities and operational parameters are not possible with any manufactures systems.
The components described in the specifications including the hoses, pumps, & filters will not function with standard oils in the 620 cSt viscosity ranges specified at 25 degrees F and would only function marginally at temperatures well above 25 degrees F.
