Please provide clarification the definition of a “Third Party Inspection” and who can request?

The MSC Contracting Officer has the option to direct a Third Party Inspection, conducted by an independent agency/contractor, to evaluate the Detachment’s contract conformity and furnish findings to MSC.

3) 5.1 PACIFIC Det C’s contract purpose is to deliver an embarked commercial aviation Detachment RFT, and to maintain its readiness throughout the performance period. Please clarify how a detachment could possible move throughout and area of that magnitude in a timely manner? Clarify the main port is Guam?

The detachment will primarily be deployed aboard CLF ships that operate throughout the SEVENTH Fleets Area of Responsibility, movement of the CLF ships (and embarked Detachment) is controlled by the theater CTF.

CLF ships do transit between Fleet areas, and the Detachment may remain with the CLF ship outside of the SEVENTH Fleet Area of Responsibility.

Guam is the primary CLF ship hub in the SEVENTH Fleet. CLF ships use multiple theater ports for resupply and crew rotations, the offerer must be able to meet the detachment’s manning and resupply requirement through those ports.
