By submission of an offer, Offeror agrees that its offer, including any timely revisions thereto, shall remain valid until the Government makes award under this solicitation. The foregoing does not preclude an Offeror from withdrawing its offer prior to award.
Offeror’s questions in response to the solicitation must be submitted to the Contract Specialist in writing via email to efrem.mason@navy.mil no later than 15 calendar days after the solicitation was posted on SAM.gov.
Proposals must be received, and the Government must acknowledge timely receipt there, prior to the due date and time for proposal submission indicated on the SF1449. The proposal must demonstrate an understanding of, and ability to meet, all of the requirements set forth in the Performance Work Statement
(PWS) referenced herein. Throughout the proposal, the Offeror shall provide sufficient detail to substantiate the validity of all statements. The Offeror shall demonstrate that the proposal follows the requirements, terms, and conditions of the solicitation.
Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the proposal.
Only the proposal submitted in response to this solicitation will be evaluated. Offerors should make certain that their proposal is complete regarding the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the proposal.

Offerors are advised that the Government may verify any information provided in the proposal. Offerors are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section.
Proposals shall not contain classified material. Any portion of a proposal, which the Offeror considers business sensitive, should be clearly marked as such in accordance with FAR 52.212-1.
The Government intends to award without discussions. Pursuant to FAR 52.215 1 (f)(4), however, the Government reserves the right to conduct discussions if the Procuring Contracting Officer later determines them to be necessary.
Volume I: Price and Solicitation Documents
Offerors must include a completed Section B of the SF 1449 to include CLIN pricing for each CLIN, and a total price for all CLINs (the “Total Evaluated Price”) and schedule of services. A separate unit price and extended price must be submitted for each contract line item number (CLIN) including the base period and all option periods. An offeror’s representations and certifications, i.e. reps and certs, shall be included in the price proposal. Offerors are encouraged to register their representations and certifications online at https://www.sam.gov/ and provide confirmation in the price proposal of the registration, as opposed to providing a hard copy of the representations and certifications.
The Contractor shall provide a fully burdened single room rate for each CLIN, including, but not limited to, direct costs, indirect costs, profit and applicable taxes. However, generally the U.S. Government is tax exempt. No tax exempt certificate will be provided or any other document will be provided to assist with any type of tax exemption.
