About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (JOFOC) for the overhaul and repairs of the Chilled Water Units on the USNS FALL RIVER (EPF-4) under RFP N2978733004004.
The Department of the Navy, Military Sealift Command (MSC) - Norfolk requires an Original Equipment Manufacturer (OEM) authorized technical field service representative from Carrier to perform the work on the Chilled Water Units, as the OEM technical data and knowledge of the control system software are proprietary and only available from the original manufacturer. The estimated dollar value of the work is TBD and will be funded with FY24 Operations & Maintenance funds. The Government intends to award a single firm-fixed-price contract to the lowest price technically acceptable offer. A sources sought notice was posted on SAM.GOV, and only one response was received from a small business under NAICS Code 811310. The Contracting Officer will determine the fair and reasonable cost in accordance with FAR Part 15. MSC has no plans at this time to allow prime contractors to solicit these requirements competitively, other than synopsizing the requirements, but will assess whether future competition is feasible if another potential source emerges.
