Title: Training Center Hampton Roads (TCHR) Fall Protection Tower Maintenance

1.0 SCOPE OF WORK:

The Contractor shall provide all personnel, certifications, supplies, transportation, supervision, and non-personal services necessary to perform preservation work, qualification work, and needed additions to TCHR’s Fall Protection Towers located at Fort Eustis Virginia. There are two steel (painted) towers with ladders and deck grating. One tower is 40’ tall. The second tower is 20’ tall.

2.0 References (all needed references will be obtained by vendor from appropriate source, MSC cannot provide)

3.0 SPECIFIC TASKS:

3.1 The Contractor shall:

3.1.1 Conduct work on one tower until completion. When one tower is complete, work on the second tower may begin. We will be using one tower to conduct training while the other is being worked on.

3.1.2 Erect scaffolding and containment as necessary to complete all work.

3.1.3 Remove all deck grating from the 40’ tower.

3.1.4 Inspect deck grating for compromised areas and replace or repair as needed.

3.1.5 Remove all ladder safety systems from both towers.

3.1.6 Remove all ladders from both towers and inspect ladder rung welds. Re-weld any rungs not passing inspection.

3.1.7 Remove all rust and old paint near rust areas from tower.

3.1.8 Welding Inspector will verify all welds and replace any compromised welds, steel, or bolts.

3.1.9 Re-install deck grating, ladders and ladder safety systems.

3.1.10 Install four (4) new engineered anchorages on 20’ tower. (See attached photos for position of anchorages) Anchorages must be designed in accordance with ANSI Z359.6.

3.1.11 Tighten and mark all bolts.

3.1.12 Weight test all Fall Protection anchorages to 3600 lbs. in accordance with (2.2) ANSI Z359.18-

3.1.13 Replace any anchorages not meeting the 3600 lb. requirement. (See photos for anchorage type)

These anchorages can be welded or bolted on in accordance with ANSI Z359.6.

3.1.14 Prepare and prime any areas where paint has been removed or bare metal is showing and paint entire 40’ tower gray.

3.1.15 Prepare and prime any areas where paint has been removed or bare metal is showing and paint entire 20’ tower gray.

3.1.16 Remove scaffolding, debris and trash.

3.1.17 Provide reports for all tests and installed anchorages in accordance with ANSI Z359.

3.2 Certifications

3.2.1 Welds will be inspected by a certified welding inspector provided by the contractor.

3.3 The Contractor shall submit Reports as follows:

3.3.1 Email a maintenance report to TCHR Representative (TBD) within 14 days of job completion detailing all issues noticed and work completed.

3.3.2 Email an invoice to TCHR Representative (TBD) and submit your invoice to WAWF within three days of completion of services. Invoice should state all work performed. Also, all charges should be clearly identified and explained.

3.4 The contract personnel will be required to obtain a Fort Eustis base access pass for the duration of the work. This pass will be sponsored by the TCHR representative and requires a background check. Passes must be shown by each contracted person every day to access Fort Eustis.

4.0 DELIVERABLES

4.1 The Contractor shall:

4.1.1 Email a maintenance report within 14 business days of service to TCHR Representative (Section 3.2.1).

4.1.2 Email an invoice to TCHR Representative within three business days of service. (Section 3.2.2).

4.1.3 Submit an invoice to WAWF within three days of completed service. (Section 3.2.2)

5.0 DELIVERABLES SCHEDULE

52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

a. Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.

b. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.

c. The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.

d. The following paragraphs in FAR 52.212-1 shall not apply to this RFQ: b, c, f (except f(4)), and l.

e. The Government will consider all quotes that are timely received and may consider late quotes. Failure of a quote to address any items required in the submission package may make a quote unacceptable.

f. Submission Package

b. Technical Submission Requirements

- Provide a Copy of Welding Inspector Certification

Quoters submitting a quote in response to this solicitation are confirming their ability to successfully perform all work stated in the PWS.

2. Basis for the award: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the solicitation, offers the lowest evaluated price. Objective of Terms: to obtain a P-type, firm-fixed-price contract and payment via WAWF.

3. All quoters must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications –

Commercial Items with its offer.

4. Responses to the solicitation are due by Friday, 08 September 2023 at 3:00pm Eastern Standard Time.
