MARKET SURVEY/SOURCES SOUGHT NOTICE

N3220522R4134

From: Military Sealift Command (MSC) N102B

Subject: CIVMAR Maritime Training

DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.

MSC is seeking an eligible vendor to provide specialized maritime training courses needed to qualify for and maintain USCG merchant mariner endorsements. Additionally, the Contractor shall provide general training courses needed to develop specialized skills required for shipboard operations, but not necessarily required by USCG. The Contractor shall provide daily transportation for the CIVMARs to and from the MSC contract hotels located in Norfolk, VA and San Diego, CA for the vendor's classroom training. All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified Woman Owned Small BusinessCertified HUBZone and Certified 8(a) Small Businesses are encouraged to respond.

NAICS CODE: The NAICS Code for this requirement is 611519: Other Technical and Trade Schools, and the Size Standard is $18.5M.

Interested offerors must submit a brief but complete capability statement that demonstrates the capability to perform the Basic Requirements of the Draft Performance Work Statement (PWS) for an evaluation no later than 1700 local time (Norfolk, VA) 17 August 2022.

This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established, if the requirement should be sole sourced to large business, or whether small businesses and large businesses should be able to compete for work. If a small business set-aside is established, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.

This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.

All responses to this market survey should be forwarded to Jim Ellis (james.p.ellis54.civ@us.navy.mil)
