TO: ALL POTENTIAL OFFERORS

SUBJECT: RFP N3220522R4089; AMENDMENT 0001

REF: (A) MSC RFP N3220522R4089, DATED 28 APRIL 2022

1. REF (A) IS HEREBY RE-OPENED.

A. OFFERORS WHO HAD PREVIOUSLY SUBMITTED TIMELY OFFERS MUST EITHER

REAFFIRM THEIR EXISTING OFFER OR RESUBMIT IT. FAILURE TO SUBMIT OR

REAFFIRM AN OFFER WILL RESULT IN THE OFFER NOT BEING CONSIDERED

FOR AWARD.

B. ALL OTHER OFFERORS MUST SUBMIT THEIR ENTIRE OFFER TO BE

CONSIDERED FOR AWARD.

C. OFFERS OR REAFFIRMED OFFERS MUST BE SUBMITTED BY THE CLOSING

DATE AND TIME SPECIFIED IN BOX 8, FORM 1449.

D. OFFERORS ARE REMINDED THE GOVERNMENT INTENDS TO EVALUATE

OFFERS AND AWARD A CONTRACT WITHOUT DISCUSSIONS. THEREFORE,

THE OFFEROR’S INITIAL OFFER SHOULD CONTAIN THE OFFEROR’S BEST

TERMS FROM A PRICE AND TECHNICAL STANDPOINT.

2. REF (A) IS HEREBY AMENDED AS FOLLOWS:

A. AMEND PART I, MSC TANKTIME BOX 1(J) ‘VESSEL REQUIREMENTS’ TO READ:

“VESSEL SHALL NOT EXCEED A MAXIMUM LOADING ARM HEIGHT OF 16

METERS.”

B. AMEND PART I, MSC TANKTIME BOX 5, ‘LAYDAYS’ TO READ:

COMMENCING: 30 MAY 2022

CANCELING: 31 MAY 2022

C. AMEND SF 1449, BOX 8 ‘OFFER DUE DATE,’ TO READ:

TUESDAY, 17 MAY 2022, AT 1000 EASTERN TIME

3. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
