PERFORMANCE WORK STATEMENT (PWS)
MEDICAL DIRECTED TRANSPORTATION, MEDICAL ADVISORY, AND TRAVEL ADVISORY
SERVICES
Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide medical directed transportation, medical advisory, and travel advisory services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform medical directed transportation, medical advisory, and travel advisory services as defined in this PWS, except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background:
The mission of Military Sealift Command (MSC) is to provide Sealift for strategic mobility support of national objectives. Specifically, MSC provides cargo and petroleum, oil and lubricants, transportation, fleet auxiliaries and special mission ships in peace, in addition to preparing for and providing strategic sealift during mobilization. MSC discharges its mission through the employment of sealift forces consisting of Government owned ships, augmented by Contractor-operated and Government-operated ships and commercial services. MSC is a working capital fund organization. It executes its own contracts in support of its missions, and acts as program manager. MSC's mission supports United States Transportation Command, Chief of Naval Operations, and the Navy Reserve.
Within MSC, the Force Surgeon's Office (N02H) is charged with establishing medical policy and providing medical support services to civil service mariners (CIVMARS), active duty military personnel and sponsor personnel embarked on MSC vessels.
Each ship/vessel in the fleet has either a Medical Services Officer (MSO) or Medical Department Representative (MDR) to address acute or emergent medical needs. MSOs have previously trained as a Navy Independent Duty Corpsman, Registered Nurse, or Physician’s Assistant. MDRs have been trained and certified to meet the minimum standard of Standard in Training Certification and Watch keeping for Seafarers (STCW) "Person in Charge of Care" as required by the United States Coast Guard.
There are approximately 59 MSC Government owned, Government operated (GOGO) vessels and 4 squadron staffs in the MSC fleet. This number is expected to increase to 69 over the life of the contract. The personnel comprising the formal staff of the four prepositioning squadrons will be the Government’s employees. The United States Navy (USN) vessels have their own organic medical personnel to support the active duty and are serviced by the Department of Defense for transportation. However, the MSC CIVMARs, other civil service personnel and Contractor/technical representatives aboard those ships are beneficiaries to receive medical advice and urgent or emergency medical transportation per this Contract.
1.3 Objectives:
To provide quality tele-medicine and travel advisory services to the fleet, ensuring the best available care while underway.
To provide emergency, medical-directed transportation services in case of acute serious illness or injury while underway.
1.4 Scope:
The Contractor shall provide urgent and emergency medical advice, urgent or emergency patient transportation and en route medical support to advance care mainland medical facilities for all MSC GOGO ships and units located worldwide (Technical Exhibit 1). The Contractor shall provide a local travel advisory briefing upon request of an MSC GOGO ship. Medical evacuation shall be defined as the movement of patients from one medical facility to another for emergent, urgent, and non-urgent medical reasons. The patients may range from critically ill requiring mechanical life support to stable patients requiring medical attendants.
Medical transportation will most commonly be from one shore based medical facility to another, but may occasionally be from another designated location, such as an airfield when a patient is being transported from a ship at sea. Medical transportation may require the use of appropriate land vehicles, air transportation, water transportation, or any combination thereof. The total covered population under the scope of this contract is approximately 5500 but is subject to fluctuation based on mission requirements and changes in the ship inventory. If an evacuation is required, the Contractor will acquire permission/clearance for it aircraft (either organic to its organization or subcontracted) to comply with requirements of the transport areas.
This is a Performance Based Contract in accordance with the Federal Acquisition Regulation (FAR) subpart
37.6. The Government will monitor the Contractor's performance under this contract using the performance objectives and standards in the attached Performance Requirements Summary (PRS).
Non-personal services shall be provided under this contract. Personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Contractor shall not under any circumstances perform inherently governmental functions (as defined in FAR subpart 7.5) under this contract.
1.5 Period of Performance: The period of performance shall be for one, five-year ordering period and one, six-month option period. The period of performance reads as follows:
