1. The solicitation lists (5) CLINS, the Abstract lists (4) items.

Answer: The solicitation and abstract in the statement of work have been revised to match CLINs.

2. May I please suggest that, since every little piece has an item number, the customer might simply list the item numbers that are to be included in each component and/or assembly to be provided?

Answer: Materials are to include all parts listed in each detail not just the weldments. Any material substitutions are not acceptable at this time.

5. General notes 5 and 9 call for non-destructive testing, radiographic and liquid penetrant respectively, but we do not see these notes being cited either in the parts list or on the drawings.

Answer: If parts are not called out in DWG for Radiographic and Liquid Penetrant, it is not required by the DWG. Section 7.1.1 requires NDT for parts regardless of the DWGs requirements.

6. General notes 2 and 8 specify a painting operations but we do not see these notes being cited either in the parts list or on the drawings. Reference 1 is cited but the NAVSEA drawing 631-5763437 is not provided.

Answer: General notes 2 and 8 are not applicable to these parts.

7. General note 3 specifies welding per ABS rules and cites References 2 structural details and 3 welding details but the NAVSEA drawings 101-5762672 and 101-5763504 are not provided.

Answer: All welding is required to be accomplished to current ABS Rules. ABS Rules and Standards should be referenced in lieu of NAVSEA drawings 101-5762672 and 101-5763504.

8. Regardless of the requirements of general note 3, can the contractor weld in conformance with generally accepted AWS welding standard?

Answer: All welding is required to be accomplished to current ABS Rules and ABS approved procedures.

Answer: Oldenburg is the Original Equipment Manufacturer (OEM) for the winches but the original builder Peterson builders is the OEM of the entire boom. Both companies no longer exist.

10. The unit of measure for CLIN 0001 and CLIN 0002 is incorrect. There are no port and starboard requirement because these swivels attach to the Kingpost which is dead amidships. Furthermore, the stock list calls for only (1) each.

Answer: “Port & STBD” was an error. Please see Rev 1 of specification to reflect “Centerline” vice “Port & STBD

11. The required delivery of 30 December 2021 is probably not attainable because of the time required to make patterns and pour the steel castings for items 8A and 9J. There might be a slim chance if alloy steel bar stock (such as 4140) can be substituted. Can 4140 alloy steel and 80-50 cast steel be considered?

Answer: As built (8-L Dead Lead Block Swivel, 9-J AFT Vang Post Swivel) 8-L PC 112 (ASTM A148 GR80-50; T=80ksi, Y=50ksi) 9-J PC 202 (ASTM A148 GR80-50; T=80ksi, Y=50ksi) Substitution AISI 4140 (T=95ksi, Y=60ksi, E=25.7%) *Subject to material certification by ABS *Subject to CVN compliance of ABS Substitution permission contingent upon material acceptance from ABS.
