16. Description: The solicitation will be a fixed-priced time charter with reimbursable elements, with a performance period of one seventy (70) day period, four (4) additional one-year options and a fifth option of two hundred sixty seven (267) days. The solicitation will require time charter of one US or foreign flag (to be reflagged U.S.) self-sustaining container ship capable of carrying ammunition in 900 20' International Organization of Standardization (ISO) containers of Twenty Foot Equivalent Unit (TEU) below deck and an additional 450 20’ ISO containers of TEU on deck for the United States Air Force (USAF). Lay Days are July 23-25, 2022. The Vessel is to be employed in worldwide trade for the transportation and/or prepositioning of cargo (including but not limited to hazardous cargoes, explosives, ammunition, vehicular, containerized and general cargoes); and for military readiness, in accordance with the terms of this Charter. The Vessel shall be capable of deployment to worldwide locations within 24 hours of notification by the Operational Commander designated by the U.S. Navy.
