Subject: Market Survey for EPF Hull Monitoring System.
This survey is a request for information only and does not constitute a solicitation or request for quotes. Should you respond to this survey, that response shall not constitute an offer or quote.
No contract will be awarded or purchase order issued as a result of this survey. Draft commercial performance specifications are attached to this survey. This survey does not obligate the Government to pay, nor will the Government pay, any costs incurred by you in preparing or submitting a response to this survey.
Statement of Work:
T-EPF Hull Monitoring and Analysis System
1. Background:
1.1. The Military Sealift Command (MSC) requires Contractor support for the development of the Design, development of Ship Yard Installation Work Specification, and possible procurement of Long Lead Time Materials (LLTM) materials for a Hull Monitoring and analysis System (HMS) for a TEPF Class Vessel. This Statement of Work details the work required and establishes deliverables that are generated for developing of the Hull Monitoring System
(HMS).
2. Scope: This item describes the requirement to design, document, fabricate and procure materials for a HMS to monitor actual fatigue life, material temperatures, and stress in areas of interest identified by Military Sealift Command (MSC) onboard a T-EPF Class Vessel.
The design shall include the generation of an ABS Approved Work Package, consisting of items called out in Para 4.9. This includes but is not limited to installation specification, guidance drawings, consolidated list of materials, production estimates, weight report, system design, software design, system testing instructions and other deliverables required by this PWS. It also includes upon approval the procurement of; material, hardware and software needed for installation of the HMS.
2.1. The Contractor shall not deliver or otherwise provide to the Government any technical data, firmware, or computer software with restrictive markings (or otherwise subject to restrictions on access, use, modification, reproduction, release, performance, display, or disclosure) unless the technical data or computer software are identified and agreed to during the proposal at time of award.
2.1.1. Shall provide copies of all software, firmware, and appropriate licensing information for products provided under the contract.
2.1.2. Provided technical manual shall list version information for any firmware and software provided with the system.
2.2. The contractor shall design a complete hull stress and temperature monitoring system including all; manuals, drawings, software, computers, and integration work needed for surface wave radars, ship’s sensors, interface screens, signal conditioners, cabinets, wiring, cabling, cable penetrations, cable connectors, connection boxes, foundations, engineering services, and any other materials needed to make a fully functioning system that provides real-time onboard analysis and monitoring of hull mounted sensors. The system shall provide actual data values in relation to allowable limits for hull stresses and temperature limits.
2.2.1. The sensors shall be continuously monitored and analyzed in order to provide information on ship motion, surface temperatures, hull, stresses and sea state conditions.
2.2.2. The system shall interface to the government provided shipboard Emprise Corporation eConsole which provides a conduit for data transfer to a shore based reception facility via Emprise Secure Transfer Agent (ESTA).
2.2.3. The contractor shall accomplish this thru the use of sensors described by GFI Item 7.23. If the contractor has recommendations for a different sensor package then this information shall be submitted as part of the proposal.
a. The HMS design shall incorporate use of Fiber Bragg Grating (FBG) optic sensing technology to monitor and analyze shipboard global hull stress in addition to localized areas. Data shall be collected from the sensors using a fiber optic distribution system.
b. The stress and temperature sensors system shall be immune to electromagnetic interference (EMI). None-FBG optic sensing technology will not be considered for these applications due to concerns related to
EMI.
c. The sensors in way of the main propulsion diesel Engine (MPDE) exhaust outlets and the ship service diesel generator (SSDG) exhaust outlets shall be capable of operating in temperatures up to 260°C (500°F). This includes sensor adhesives and any other means of attachments and cabling.
2.2.4. The system shall be designed to meet all requirements as prescribed in High Speed Naval Craft (HSNC) Part 2 and Part 4 Chapters 8 and 9 including general provisions, conceptual requirements for system design, and specific requirements for computer based (integrated and programmable electronic systems) and as well as all related MSC General Technical Requirements, IEEE, IEC, ANSI, Mil-Std-1310 and ISO standards and guidelines.
2.2.5. The system shall monitor local loads and deflection. The system shall monitor longitudinal and transverse hull girder deflection, as applicable.
The contractor shall use GFI 7.23 as guidance for areas of interest.
2.2.6. The system shall monitor temperatures in applicable areas using Enclosure in GFI 7.23
2.2.7. Every effort shall be made to mount sensors, wire runs and equipment without hot work. Drilling and mounting sensors directly to primary hull structure is not permissible. All sensors shall be capable of operating while in direct contact with the metal surface of the hull. If aluminum welding is required, it shall be accomplished using guidelines in GFI 7.24.
2.2.8. Contractor design shall have dedicated analysis, readout monitor, and repeaters located:
a. On the Bridge in location selected by Master.
b. At the location where the signal processing and analysis is taking place.
2.2.9. Software Development.
a. The Contractor shall provide or develop all software necessary for the hull strain analysis, and hull temperature analysis, interface with HMI Screens, eConsole interface and/or other necessary software.
b. Where data is stored in binary files, the contractor shall provide the government with software for decoding stored data from binary files.
c. A means shall be provided to export data to a common file format for import into MSExcel.
2.2.10. Data from the hull sensors shall be collected, time stamped, stored, and analyzed on a dedicated system using analysis software.
a. The system shall be capable of storing at least one-years’ worth of continuous raw data and the analyzed results. All data shall contain sensor name and time stamp information. Minimum Data Collection and storage rates shall be:
• 5 Minute Statistical data, to include Sensor Health, High Value, Low Value, Mean Value, Standard Deviation.
• 30 Minute Statistical data, to include System Health, Sensor Health, High Value, Low Value, Mean Value, Standard Deviation.
• 0.25 Hz Raw data on all temperature reading.
• 1 Hz Raw Data, Sea Spectra / Wave Radar
• 20Hz data on Strain Gauges, MRU, and accelerometers.
• Daily, Alarm log file for all sensors and monitored equipment.
The system shall provide a password protected utility for export/offload of data to removable storage media; an external hard drive, memory stick, or memory card based on selected ranges:
• Prescribed Hour Range • A Prescribed Date Range
• All Stored Data.
• When calculating spare parts the contractor shall assume that the ship will be required to offload data quarterly to the selected storage media and forward that data to MSC. The selected storage media will be considered a consumable item.
b. If the allotted storage becomes full then the system shall provide a visual indication of full storage condition at all operating stations and the data storage scheme shall then begin to overwrite the oldest saved data with the new data.
c. The system shall provide a password protected utility to allow erasure of all data over three months in age.
2.2.11. The system shall provide a visual alarm when a sensor exceeds the threshold. The system will provide a visual alarm when a sensor or other component of the system is not operating correctly. The system shall provide a visual and audible alarm when the ship is operating outside its defined Safe Operating Envelope (SOE). MSC shall provide the SOE after contract award.
2.2.12. Any sensor data approved for periodic recording shall record a triggering event for 10 seconds, 5 seconds before and after the event. The contractor shall recommend and set trigger level above noise.
2.2.13. The system shall allow for adjustment of alarm limits by an authorized user.
2.2.14. Data Requirements.
a. The system shall have one-way data transmission with the ship’s eConsole system to transmit collected data off the ship. The system shall have no communication links with any other ship systems.
b. The contractor shall coordinate with MSC Contractor Emprise Corporation to ensure the sensor processing and analysis system data is capable of a fully functional interface to the eConsole. One-way data transmission shall incorporate a data diode or hardware firewall in the design.
c. The eConsole utilizes OPC Unified Architecture (OPC-UA) software specification (release 1.02) for all client communications. All software developed for, or resident on, the data collection/analyzer module for the purpose of communicating with the eConsole must comply with OPC UA release 1.02.
d. Ship-to-Shore transmission of time stamped, sensor data transmission requirements are as follows
• Transmission of statistical data daily for all sensors.
• Daily transmission of alarm logs for sensors and for the collection, processing and analysis system.
• Daily transmission of raw data subset.
• Transmission of data shall include standard deviation, Min, Max, Max Peak to Peak and the original time stamp.
2.2.15. The system shall be designed and procured to provide for future sensor growth of up to 25 additional sensors over and above the total number listed GFI 7.23
2.2.16. The Contractor shall use GFI 7.23 through 7.25 as guidance to support the design.
2.2.17. The Contractor shall account for equipment mounting locations, cable routing, terminal connection points and relocation of interferences when developing installation guidance drawings and Ship Yard
Installation Work Item.
a. The contractor shall follow ABS HSNC rules for design and when developing installation guidance drawings and Ship Yard Installation Work Item.
b. The contractor shall submit the deliverables for approval by the MSC TPOC as required in section 6.
3. Discipline Specific Considerations:
3.1. Arrangements and Outfitting:
3.1.1. The installation guidance drawings and Ship Yard Installation Work Item shall identify and account for permanent and temporary interferences, removals, and installations required to install the system described this task. Any required modifications required shall be designed and delivered in accordance with the requirements of Section 4.9.
3.1.2. Create a general arrangement drawing that shows the location of all wire runs, junction boxes, sensors, and equipment.
3.2. Structural:
3.2.1. The installation guidance drawings and Ship Yard Installation Work Item shall identify and account for permanent and temporary interferences, removals, and installations required to install the system described this task. Any required modifications required shall be designed and delivered in accordance with the requirements of Section 4.9.
3.2.2. Create Structural Details drawing that shows the mounting method and location for all equipment needed for HMS. Guidance drawings shall provide materials needed to make appropriate cable penetrations thru bulkheads and decks and provide detail fabrication requirements for Foundation and equipment racks.
3.3. Mechanical:
3.3.1. The installation guidance drawings and Ship Yard Installation Work Item shall identify and account for permanent and temporary interferences, removals, and installations required to install the system described this task. Any required modifications required shall be designed and delivered in accordance with the requirements of Section 4.9.
3.4. Electrical:
3.4.1. The installation guidance drawings and Ship Yard Installation Work Item shall identify and account for permanent and temporary interferences, removals, and installations required to install the system described this task. Any required modifications required shall be designed and delivered in accordance with the requirements of Section 4.9.
3.4.2. Provide a Block Wiring Diagram, and System Interconnect and Hook Diagram for all sensors and equipment installed in support of HMS System
3.5. Automation Modifications:
3.5.1. Contractor shall develop and provide all hardware and software necessary to gather and process real time information from installed sensors and calculate strain on the vessel based on data provided from all equipment used in the HMS. The contractor shall develop a means of displaying processed data and displaying it on monitors that will allow ship’s operator to know if the vessel is being operated within S limits
a. At a minimum the contractor will receive and use data from, but not limited to the following sensor types:
• Ship’s GPS; connection to system shall be accomplished by OEM SPERRY Marine in installation Work Item.
• Ship’s Gyro connection to system shall be accomplished by OEM SPERRY Marine in installation Work Item.
• Ship’ Wind Sensor connection to system shall be accomplished by OEM SPERRY Marine in installation Work Item.
• Ship’s Speed Sensor connection to system shall be accomplished by OEM SPERRY Marine in installation Work Item.
• Contractor installed Long Base Strain Gauges.
• Contractor installed Rosette Strain Gauges.
• Contractor installed Temperature Sensors.
• Contractor installed Sea State Wave Radar.
• Contractor installed accelerometers.
• Contractor installed Hull Motion Unit (HMU).
4. Specific Tasks: The contractor shall perform the following tasks to develop work packages as required in Section 2 and 3 above:
4.1. Kickoff Meeting – The Contractor shall conduct a kickoff meeting with MSC in accordance with Section 6.1 to discuss all work packages required by Section 2 above.
All Key Technical Personnel shall participate in the kick-off meeting. The Contractor shall arrange the date and time with the Contracting Officer (KO) Technical Point of Contact (TPOC) to attend a kickoff meeting in the Norfolk, VA.
4.2. Progress Meetings – The Contractor shall host regular progress meetings to discuss all work packages required by Section 2 above. The purpose of these meetings will be to discuss physical progress of the project and to identify any issues that will impact the design or schedule. A standard agenda shall be developed and customized by the Contractor for each meeting. The frequency of these meetings shall be held in accordance with Section 6.1. Deviation from this periodicity or the cancellation of any meetings shall be approved by the TPOC.
Meetings shall be held at the Contractor’s facility or via teleconference. The format for each meeting shall be approved by the TPOC.
4.3. Meeting Minutes – The Contractor shall provide minutes from all meetings to be delivered in accordance with
Section 6.1. These minutes shall document the discussion (including any formal concerns raised by the Government), any decisions made during the meeting, and all action items (including the individual responsible, the deliverable, and the due date).
4.4. Project Plan – The Contractor shall develop a Gantt chart to account for the development and submission of all deliverables in relation to work packages required by Section 2 above in accordance the milestones identified in Section
6.1. The Project Plan will serve as a metric to gauge the Contractor’s schedule performance and shall be updated and submitted to the TPOC on a bi-weekly basis to reflect actual progress. The start date of the Project Plan shall be aligned with the issue date of this task.
4.5. Ship Check Plan – The Contractor shall forward the ship check plan for all work packages required by Section 2 and 3 above, for MSC review in accordance with Section 6.1. The plan shall provide a chronological scheme of how the ship survey is to be conducted and the types of information to be acquired and recorded. Specific information required for each modification shall be identified to ensure all data that is necessary to develop complete work packages is obtained. Any special access to secure spaces or tanks must be identified.
4.6. Ship Check – The Contractor shall conduct a detailed ship check for all work packages required by Section 2 above, to survey and gather the necessary information in order to provide complete work package deliverables required herein. The USNS ___________ will be available in _(Provide
City/State/Country)_ during _(Provide Date Range)_. During this ship check, the Contractor shall gather information required to support the development of the HMS work package. Key Technical Personnel shall attend the ship check along with any additional support personnel necessary to gather all required information in the time provided.
4.6.1. During the ship check, the Contractor shall physically verify the existing ship conditions including structure, piping, ducting, cableways, power panels, load centers and affected equipment necessary to complete all tasks. The Contractor shall also perform a dimensional verification of ship structure in way of modifications, in way of proposed sensor locations, in way of proposed equipment locations. That information shall be recorded for incorporation into the installation guidance drawings and Ship Yard Installation Work Item. All permanent and temporary interferences in way of structure, penetrations, piping, HVAC and electrical installations shall be recorded in detail.
4.6.2. The Contractor shall provide daily Ship Check
Notes throughout the duration of the ship check. The Ship Check Notes shall be consolidated at the end of each day and forwarded electronically to the TPOC per Section 6.1. The Contractor shall meet each morning with the TPOC or designated representative to discuss the Ship Check Notes from the previous day and to discuss the work plan for each day. This daily meeting will address any questions or concerns from the day before as well as align support needs for that day. The Contractor shall discuss their notes with the TPOC or designated representative and conduct a brief walk-through of the areas to be worked that day to ensure all of the necessary information is being collected. This ship check plan shall guide the execution of the ship check.
4.6.3. The Contractor shall conduct a meeting on the final day of the ship check to summarize the ship check events and to discuss any outstanding concerns. The Contractor shall review all the Ship Check Notes with the MSC Representatives and conduct a complete walk-through of all the locations addressed in this specification. The purpose of the walk-through is to ensure all the necessary information has been collected to develop the required work packages. It is the responsibility of the Contractor to ensure that all information needed to develop complete work packages has been gathered during the ship check. The review and monitoring by the Government does not relieve the Contractor from this responsibility.
4.7. Ship Check Report – The Contractor shall generate a ship check report and submit it to the TPOC for review in accordance with Section 6.1 for all work packages identified in Section 2 above.
4.7.1. The ship check report shall be broken down into discipline-specific sections. The report shall detail the findings of the ship check, actions taken during the ship check, and all pertinent photographs. The report shall include sketches and discussions of existing ship conditions and any reservations, deficiencies, or anticipated problems in developing the conceptual design and work package. The report shall document all decisions and assumptions made during the ship check. All photographs shall be organized in an MS PowerPoint presentation (converted to pdf) with one photograph per slide and a short description accompanying each photo. Alternative methods for presenting photos may be considered but shall be approved by the TPOC.
4.7.2. The Contractor shall develop conceptual designs for all affected systems.
These designs shall layout the proposed solution at a conceptual level to inform the development of the P1 Deliverables.
a. If a second ship check will be required after conceptual design phase then contractor will provide for same in proposal. Due to operational concerns the second ship check maybe aboard a sister vessel of MSC’s choosing.
4.8. Conceptual Design Report – The Contractor shall develop a conceptual design report and submit it to the TPOC for review in accordance with Section 6.1.
These reports shall layout the new and modified systems and these designs shall comply with the requirements set forth in Sections 7 and 8. The conceptual design shall be used to validate the functionality of all proposed modifications.
These designs shall consist of sketches, material & construction requirements, rough-order magnitude calculations, a class/regulatory compliance review, proposed drawings to be developed, and all alarm, monitoring, and controls requirements. It is imperative that the Contractor actively communicate with the MSC Representatives in the development of all designs to limit rework and streamline the review process. Contractor shall not proceed to work specification development until the conceptual design reports are approved by the TPOC.
Deviations from these conceptual design reports shall be approved by the TPOC.
4.8.1. The contractor shall develop a Failure Mode and
Effects Analysis of the system in accordance with ABS Rules
a. The FMEA is to be sufficiently detailed to cover all the systems' major components and is to include but not be limited to the following information:
• A description of all the systems’ major components and a functional block diagram showing their interaction with each other
• All significant failure modes
• The most predictable cause associated with each failure mode
• The method of detecting that the failure has occurred
• The effect of the failure upon the rest of the system’s ability to operate.
4.9. Work Specification / Package – The Contractor shall develop work specification for the SOW in accordance with Section 6.1. Work packages shall be based off of the Ship Check Report and/or Conceptual Design Reports as required by this SOW. Any work items or drawings not expressly identified in this SOW shall not absolve the Contractor from providing complete work packages necessary to meet all design requirements listed in Section 2. Work package requirements are provided below.
4.9.1. System Engineering Calculations – The Contractor shall develop all engineering calculations required to ensure the final designs will be fully functional as required by Section 2 above. The source for all calculation methods shall be documented. All assumptions shall be clearly identified and explained. The calculations shall clearly link the design results and equipment selected to ensure that the system will function as desired.
MSC may require more information if what is provided by the Contractor is unclear, incomplete, or untraceable as determined by the TPOC. The Contractor shall also provide all working files used to develop the calculations. Calculations shall be submitted in a report format for each system that requires calculations as described in this Section.
Additionally, all designs shall comply with all ABS rules for High Speed Naval
Vessels, international laws and regulations (SOLAS/IMO), and other applicable requirements outlined in Sections 7 and 8.
The Contractor is responsible for any calculations associated with ABS rules and any resulting comments. The following shall be developed and submitted as required to validate acceptable system performance for all new and modified systems:
a. Naval Architecture Calculations and Schematics
• Structural Analyses
• Arrangements (Hull and Deck) and Outfitting
• Material Analyses
• Weld and Connection Analyses
b. Electrical Calculations and Schematics
• Voltage Drop Calculations
• Power & Lighting One Line Diagram,
• Fiber Optic Arrangement and One-Line,
c. All other calculations required by ABS.
d. All other calculations required to prove proper system functionality.
Calculation sets not expressly identified in Sections 4.9.1. do not alleviate the Contractor from providing all information to clearly demonstrate that all aspects of the system designs will operate properly and meet the design performance requirements.
4.9.2. Work Item – The Contractor shall develop a work item to cover all modifications required by this SOW.
Work item is the contractual vehicle for tasking a shipyard to perform work.
Work item shall be produced to the standards outlined in the MSC Work Item Preparation Guide (GFI 7.4) and the General Technical Requirements (GFI 7.1).
Sample work items are provided in GFI 7.5. The work items must contain all the necessary working level detail needed for installing activity implementation that meets the quality standards shown in GFI 7.5.
4.9.3. Contract Guidance Drawings – The Contractor shall develop guidance drawings that address all removals (temporary and permanent), renewals, modifications, and installations necessary to ensure all systems are fully functional as required by Section 2 and 3. These drawings shall be separated by engineering discipline and provide all necessary electrical power, controls, mechanical, structural, foundations, and outfitting/arrangements modifications required to install a fully functional system. Guidance drawings are developed along with the work item and are provided as guidance for installation and shall comply with the standards outlined in GFI 7.2 and templates provided as GFI 7.5, 7.17-
7.19. Sample drawings are provided in GFI 7.5, and 7.25. The drawings shall contain all the necessary working level detail needed for installing activity implementation. Any equipment or material identified shall be labeled GFM in the Bill of Material (BOM). New MSC drawing numbers will be provided by the TPOC. Types of guidance drawings that shall be included for this PWS package may include, but should not be limited to:
a. Arrangements & Outfitting • General Arrangement and Wire ways;
drawing Shall Include Sensor
Identification, a sensor numbering system, sensor nameplates, and sensor location with Plan and Elevation Views.
b. Structural
• Foundations Drawing.
c. Foundations
d. Electrical Power Systems • Block Wiring Diagram; including cable runs, cable numbers, and interface with eConsole.
• Interconnected Wiring Diagram; including a list of materials, sensor identification, sensor numbering, label plate information, cable information, labeling information for cables, and any other data needed to provide a complete HMS system.
• Fiber Optic Arrangement and One-Line including any power requirements, connection with sensors and signal processing data.
e. Lighting Systems
f. Alarm, Monitoring, & Controls Systems
4.9.4. Sortable Bill of Material – The Contractor shall provide a sortable Bill of Materials (BOM) spreadsheet for all work identified in Section 2 that includes all material and equipment broken out by drawing. Each spreadsheet will be broken out by drawing as well as one sheet showing all material required for the entire work package. This list should mirror the contents of all drawings. The materials list shall contain the following for each piece of equipment:
a. Equipment name, make, and model
b. Description
c. Distributor (Identify website, POC, and contact info)
d. Distributor Part Number (if different than above)
e. Salient characteristics (size/dimensions, power, capacity, etc.)
f. Quantity
g. Applicable Design and Material Standards for mechanical components
h. Purchase lead time for all items. Clearly identify lead time for any items over 4 weeks and designate as long lead time material (LLTM).
i. Price Quote or Catalog Pricing
j. Reference to work item or drawing where the material is used
k. Additional Comments (as warranted)
4.9.5. Equipment Cut Sheets/Vendor Quotes - Provide cut-sheets and quotes along with up-to-date vendor contact information necessary for ordering all of the equipment/material for each item identified as LLTM or custom built equipment or furniture called out in the BOM.
4.9.6. Installing Activity Cost Estimate – Provide a detailed installing activity cost estimate spreadsheet (MS Excel) for the work item showing estimated man hours, labor cost, and installing activity material costs. , and a sheet showing the total cost for the work package for work identified in Section 2. Cost estimates consist of a detailed breakdown of all the labor categories and materials associated with a work package. A detailed breakout of all labor categories that corresponds to the required production steps shall be provided. The spreadsheet shall be created such that changing the labor rate in one cell adjusts the labor cost throughout the MS Excel workbook. A sample estimate is provided in GFI 7.5 to communicate the level of detail required.
4.9.7. (Option Item 1) Procurement of Materials– Upon concurrence and acceptance of products provided on 4.9.4 and 4.9.5 by KO and TPOC the contractor shall proceed with procurement of all items listed in the
4.9.4 and all parts required for 5 years of maintenance as identified in 4.9.11.
The Cost for procurement of LLTM identified in 4.9.4 and spares parts identified in 4.9.11 shall be priced separately as an option item and the contractor shall provide G&A and Profit percentages that will be applied to materials being procured.
a. Upon contracting officer approval identify and package all material by drawing and piece number. All items provided shall be packaged using best commercial practices for indoor storage in a non-conditioned storage area for up to two years.
b. Shall package and store in an appropriate location all the HMS related material until notified by MSC of the shipping address.
Stowage shall be for up twelve months. Items damaged in storage or shipment shall be replaced at no cost to the government.
c. If contractor later revises drawings then they will be responsible for purchasing alternate equipment and any required changes in packaging.
4.9.8. The Contractor shall prepare a detailed weight report from work packages identified in Section 2 in accordance with GFI 7.8. The report shall list all weight additions, removals and relocations on the ship, including the associated centers of gravity, as a result of the work performed in this task. The weight report is to specify the aggregate weight change and impact to lightship. Changes in buoyancy must also be reported. Each drawing shall have a weight and moment impact table that matches the weight reports provided.
a. Account for all weight changes
• Small weights (less than 200 lbs) may be combined and estimated
• Document weights by actual weighing, using a manufacturer’s catalog weight, calculating or estimating • Account for items at the component level. For systems normally containing liquids (piping, machinery with sumps, etc.) report the weight of liquid in the system separate from the dry weight of the system
b. Prepare the report in tabular format, per GFI 7.8, with the following information grouped according to work items in the work package
• Item number and description
• Weight (lbs/Tonnes)
• Vertical level (VCG), (ft or m) above baseline
• Vertical Moment (ft-lbs or m-tonne)
• Longitudinal lever (LCG), (ft or m) aft of the forward perpendicular
• Longitudinal moment (ft-lbs or m-tonne)
• Transverse lever (TCG), (ft or m) off centerline port/starboard
• Transverse moment (ft-lbs or m-tonne)
• Resultant weight (lbs/Tonnes)
• Resultant VCG, (ft or m) above baseline
• Resultant LCG, (ft or m) aft of the forward perpendicular
• Resultant TCG, (ft or m) off centerline port/starboard
c. Round-off values as follows: • Weight and distance to two (2) places to the right of the decimal point
• Moments to the whole ft-lbs or m-tonne
d. Denote dimensions aft of the forward perpendicular, above baseline, and to starboard as “positive” values
4.9.9. Shipboard Test Procedures – The Contractor shall develop separate detailed test procedures for each modified system identified in Section 2 and 3 in order to ensure the proper operation and Commissioning of all new, modified and installed equipment.
a. Testing procedures shall include calibration of all sensor and establishment of baseline hull stresses.
b. Sea Trial test plan shall support ABS requirements with respect to system verification and operational testing.
4.9.10. Technical Manuals – Technical Manuals shall be provided for HMS identified in Section 2 and 3.
Technical Manuals shall be developed in accordance with GFI 7.20. Any modified Technical Manuals shall be updated and not just redlined or inserted. Technical manuals not currently in MS Word shall be converted into MS Word 2016. Drawing inserts that are not currently in AutoCAD shall be converted into AutoCAD LT 2017.
4.9.11. Spare Parts - The Contractor shall provide a list of recommended spare parts and maintenance equipment. The spare parts list shall include both recommended shipboard spares and shore based spares for thirty (30) day, one (1) year, and five (5) year time periods. The list shall give a full description of each part with component manufacturer's part number, ordering data, including source for the part, and National Stock Number (NSN) if available. Parts shall be priced individually. Contractor is tasked under 4.9.7
5. Deliverable Format: It is the responsibility of the Contractor to plan for submission of all deliverables in order to ensure that the final deliverables are accepted by MSC prior to the end of the period of performance.
5.1. The Contractor shall deliver all drawings using AutoCAD LT 2017 compatible versions. The drawing details shall be located in model space. The drawing sheet zones and title shall be located in layout/paper space. The drawing details shall be placed on the pages using viewports with hidden (invisible) lines. The native sheet size shall be 11 x 17 inches. The Contractor shall follow the guidelines identified in the following documents: “Preparation of Computer Aided Designed
(CAD)
Drawings for USNS Ships” (GFI 7.2) and, “Work Item Preparation Guide when Preparing Shipyard Packages” (GFI 7.4) and sample work package (provided as GFI in Section 7 below). Electronic copies shall be in both AutoCAD LT 2017 (readable in AutoCAD 2012 and newer) and Adobe PDF (Version 6 or newer).
Final approved drawings shall be delivered with approval letters from ABS.
5.2. The Contractor shall deliver Work Items, Technical Manuals, Test Procedures, and Reports in MS Word 2016 compatible format using MSC Standard Work Item format found in Section 7. The Contractor shall provide electronic copy in MS WORD and PDF (Version 6 or newer).
5.3. The Contractor shall provide Cost Estimates and Engineering Calculations using MS Excel 2016 compatible spreadsheets or using required software as identified within this SOW.
5.4. The Contractor shall provide the Project Plan in MS Project 2010.
5.5. The Contractor shall submit all electronic files
(AutoCAD 2017 [.dwg], MS Word 2016 [.doc], MS Excel 2016 [.xls], Adobe Portable Data Files [.pdf]) hard disk, or by other means deemed acceptable by the
TPOC.
5.6. Review Process: All deliverables described in Section 3 shall be submitted in accordance with the following process:
5.6.1. The Contractor shall submit P1 Deliverables for
MSC review and comment in accordance with Section 6.1. The P1 deliverables shall be technically complete and properly formatted with no reservations, errors or omissions and reviewed by the Contractor’s Quality Assurance personnel prior to submission to the MSC TPOC. MSC review is not to be used as the Contractor’s Quality Assurance (QA) review. The Contractor shall incorporate all comments from the TPOC to create the P2 Deliverables. If a Preliminary Copy is submitted with reservations, omissions or is deemed unacceptable by TPOC in accordance with the Quality Assurance Surveillance Plan the deliverable will be returned to the contractor as unacceptable and an updated Preliminary Copy (P1) shall be submitted to MSC within 2 business days for review.
5.6.2. The Contractor shall submit the P2 deliverables for TPOC review and approval. The P2 deliverables shall be technically complete and properly formatted with no reservations, errors or omissions and reviewed by the Contractor’s Quality Assurance personnel prior to submission to the MSC
TPOC. All TPOC questions and comments from MSC documented in the P1 Deliverable shall be addressed in full. Submission of successive rounds of Preliminary deliverables will continue until all deliverables have been approved by the TPOC.
It is imperative that the Contractor perform an acceptable QA review to ensure that updates and changes are fully integrated and that any cascading effects of those changes are properly accounted for.
5.6.3. After Preliminary deliverables have been approved by the TPOC, all preliminary revision marks and revision notes shall be removed from the drawings and they shall be labeled as “Rev –” or the most up to date revision. The “Rev –” deliverables shall be reviewed by the Contractor’s Quality
Assurance personnel prior to submission to the TPOC.
This process will continue until MSC accepts the final version of the design package. For any deliverables that do not require regulatory approval, this deliverable will become the Final Copy after MSC’s comments are incorporated.
5.6.4. After the “Rev –” deliverables are approved by MSC, the Contractor shall submit the approved “Rev –” final deliverables to ABS for review via ABS O2E website (www.eagle.org). When submitting to ABS O2E (see GFI 7.9-7.12) the Contractor shall include the
TPOC in the Notification List with both Submission and Approval rights. The Contractor is responsible for addressing any technical comments from ABS and USCG including all required calculations to obtain ABS. Prior to uploading any technical comment responses to O2E the Contractor shall first submit the responses to the TPOC. Upon approval from the TPOC, technical comment responses shall be officially uploaded to the ABS O2E website. MSC shall be copied on all information submitted to ABS and all ABS responses. The Contractor is responsible for following up with ABS to ensure Final Deliverables are received on time from ABS to meet MSC Final Delivery dates. The Contractor shall be responsible for delivering all ABS stamped plans and corresponding approval letters to the TPOC. ABS stamped plans and corresponding approval letters must be submitted directly to the TPOC from the Contractor; the TPOC downloading plans and letters from the ABS O2E website does not meet this requirement. All items shall be returned stamped ABS “APPROVED” and with a letter of approval.

8. Applicable Documents: Design and review shall be in accordance with the following specifications, standards and all requirements incorporated within these documents. Where requirements of these documents conflict the most stringent requirement shall take precedent. It is the Contractor’s responsibility to furnish these documents. Any deviation from the requirements of these documents shall be approved in writing by the Contracting Officer.

9. Place and Period of Performance. The overall Period of Performance will begin upon Order issuance and end “Month day, year”. Each individual task outlined in Section 6.1 define the Period of Performance for this SOW. All work shall be performed at the Contractor’s facility, MSC Norfolk, and onboard the “Enter Ship’s Name Here”.
10. Invoice Schedule: The Contractor shall submit an invoice upon acceptance of the final deliverables by the Government unless an alternate invoice schedule is proposed by the Contractor and accepted with the initial proposal.
11. Key Personnel: Key personnel shall be responsible for the development of all deliverables. Resumes for all key personnel shall be provided. No personnel may be “dual hatted”.
11.1. Project Manager – The Contractor shall supply an individual having a minimum of 10 years of relative shipboard multi-disciplinary experience managing projects similar in scope to the current requirement. The Project Manager will be the Contractor’s point of contact who will communicate with the TPOC.
11.2. Electrical Engineer – The Contractor supply an individual having at a minimum a Bachelor of Science
Degree in Electrical Engineering and 5 years of related, marine mechanical design work package experience or 10 years of relevant and continuous experience without a degree.
11.3. Automation Engineer – The Contractor supply an individual having at a minimum a Bachelor of Science
Degree in Electrical/Electronics/Automation Engineering and 5 years of related, marine automation design work package experience or 10 years of relevant and continuous experience without a degree.
11.4. Naval Architect/Structural Engineer – The Contractor supply an individual having at a minimum a Bachelor of
Science Degree in Engineering in Naval Architecture/Structural Engineering and 5 years of related, shipboard experience or 10 years of relevant and continuous experience without a degree.
12. Ship and Base Access: Vendors are responsible for correctly submitting forms/applications. Vendors are encouraged to monitor email using “Request a Read Receipt” function and to confirm receipt of facsimile transmissions. Permit is required to access Navy facilities. Base/Repair Facility. Access Request is required seven days prior to ship check or performance start date. Submit forms per the document instruction provided as GFI 7.18 and 7.19 and to the TPOC/COR.
12.1. Due to enhanced security measures, ship and base access is required for pre-award ship visits (e.g. shipcheck) and for contract performance. Specifically, the following permissions are required:

12.1.4. Defense Biometric Identification System (DBIDS) is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico (replaces RapidGate).
Vendor is responsible to acquire DBIDS credentials prior to performance start date. Delays that may result from inadequate planning are contractor responsibility. Vendor instructions and program information is available at https://www.cnic.navy.mil/om/dbids.html. DBIDS credentials require (in succession) (1) Present a letter or official document from the Government sponsoring organization that provides the purpose for your access, (2) Present valid identification, such as a passport or Real ID Act-compliant state driver's license, (3) Present a completed copy of the SECNAV 5512/1 form to obtain your background check, (4) Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments, and (5) After all of this is done, the contractor will be provided with the DBDIS credential.
For vendors with existing Navy Commercial Access Control System (NCACS) cards, see https://www.cnic.navy.mil/om/dbids.html for instructions to obtain DBIDS credentials. Vendor is responsible to confirm that each employee held DBIDS credentials are active for the specific facility and performance period in accordance with DBIDS.
12.1.5. Vehicle Access: Required for vehicle access to
Navy facilities. Follow supplemental instructions on Base Access forms or base-specific vehicle access forms.
12.1.6. Ship Access List: On company letterhead attachment via email, the vendor is required to provide the MSC TPOC/COR with an accurate, current list of performing personnel prior to being admitted aboard the vessel.
