7.2Conduct inspections, maintenance & testing of the water tight closures & controls listed in enclosure 2.2.1 in accordance with references 2.1.1 thru 2.1.6.

7.2.1 Inspection: Conduct an inspection of the watertight closures verifying their condition and performance. The examination shall include/verify:

a) An inspection of all closures noting any damage, warping, missing or non-standard components, etc...

b) The knife edge for height & straightness.

c) The frame & knife edge for twisting and warpage.

d) The condition of the gaskets.

e) The Hinge Assemblies.

f) The Dog Assemblies & Wedges.

g) Verify the holdback mechanism is in good order.

h) Scuttles & Hatches, check the handwheels & spindles, dogging arms, springs for movement and wear.

i) Door closure sensors for proper functionality.

j) Condition of Coating on Steel Machinery Space Access Hatches.

k) Condition of lagging surrounding all doors, hatches, and scuttles.

7.2.2 Maintenance: Conduct maintenance on all watertight closures in accordance with the manufacturers design, installation, maintenance instructions and service bulletins. The maintenance shall include/verify:

a) Renew the gasket material on the Two (2 ea) exterior WT closures located on the faintail for the Aft Peak Access. Renew gasket material as assigned by the MSCREP from the Condition Found Report. For bidding purposes assume 100 FT of gasket (total) is to be replaced.

b) Closure sensor alignment and functionality shall be restored to 100% operation.

7.2.3 Steel Hatch Maintenance: Remove the Six (6 ea) bolted steel hatches with 24” upstand for machinery space access to the Generator Engine Rooms and Main Engine Rooms. Erect a safety barrier around each open manhole and mark off with caution tape and signs with highly visible colors. Barrier shall be approved by MSCREP and Ship’s Force.

5.0 6.0 7.0 7.1 7.2 7.2.1 7.2.2

a) Transport Hatches from the ship to the shop to be prepped for paint.

b) Provide CFR for as found condition of the hatches, including any missing hardware, gaskets, or deficiencies in the sealing surfaces.

c) (CHECKPOINT) Disassemble opening mechanisms and separate lid and body of the hatches for paint prep. Clean and conduct layout inspection CHECKPOINT of all parts with MSCREP.

d) Prepare the steel surface of the hatches for recoating on all surfaces including the lid and apply two coats of a compatible Non-flaming Enamel. OEM coating is one primer coating and two coats of International Interlac 537V Bulkhead Grey.

e) Remove all mill scale, loose rust, loose paint and other foreign matter by hand or power tool cleaning, SSPC-SP2 or SP3 respectively.

f) (CHECKPOINT) Sand or Brush Blast (SSPC-SP7) any hard-glossy areas until dull. Spot prime bare areas with a compatible primer. Consult the relevant primer data sheet for specific surface preparation and overcoating information. Give all product data sheets for primer and International coating to Port Engineer. Conduct CHECKPOINT with MSCREP prior to application of primer.

g) (CHECKPOINT) Apply 2 coats of Interlac 537V Bulkhead Grey with an airless spray system. Once each coat has cured, conduct CHECKPOINT with MSCREP for approval to apply the next coat.

h) All nylon locking nuts shall be replaced with new identical hardware. All removed, originally installed hardware shall be given to the Port Engineer.

i) Once top coat has cured, reinstall all hatch hardware to operational configuration for transport back to vessel.

7.2.4 Bolted Surface Coating: After removal of hatches, clean and prep the bolted sealing surface and the surrounding 20 square foot area of deck around the hatch and inboard for paint. Surface shall be washed, chloride tested and mechanically cleaned in accordance with the PPG Amercoat 240 system.

a) (CHECKPOINT) Contractor shall protect all manhole openings prior to high pressure wash and perform Wrap Up inspection with MSCREP.

b) (CHECKPOINT) Perform high pressure water wash to remove all contamination out of the surfaces, and conduct CHECKPOINT with MSCREP before mechanical preparation.

c) (CHECKPOINT) Conduct Surface Preparation CHECKPOINT with MSCREP before application of coating to include chloride/conductivity and surface profile testing.

d) (CHECKPOINT) Apply the Amercoat 240 with two coats and a stripe coat. Conduct coating inspection CHECKPOINT with MSCREP including DFT measurements for each coating after curing. The bolted flange surface for installation of the hatch SHALL have a 10 mil DFT at maximum for proper sealing surface.

7.2.5 Reinstallation of Hatches:

a) (CHECKPOINT) Install new ABS approved gaskets of the same form fit and function as originally installed. Engineering spaces have an ABS approved gasket that differs from Pump Room hatches. Gaskets must be approved during reinstallation CHECKPOINT by the MSCREP before installation.

b) Wet seal all bolts, apply to both surfaces of the gasket and apply one bead around the hatch sealing surface flange with SIKAFIRESIL MARINE N on all hatches.

c) Renew all lagging, insulation and tape surrounding the interior of the space, on the underside of the deck. All materials shall be ABS approved.

7.2.6 Hatch Water Tightness Testing:

a) (CHECKPOINT) Perform hose test for water tightness with MSCREP of all newly installed hatches.

7.2.7 Annual Test: With assistance from ships force conduct an operational test of all watertight doors & controls listed in Encl 2.2.1 to verify the assembly operates correctly & will close under flooding conditions. The testing shall include:

a) An operational test of all exterior closures, doors, hatches and scuttles.

b) Where considered necessary, the effectiveness of sealing arrangements is to be proved by chalk testing. For bidding purposes assume 100% of each type closure (door, scuttle, hatch, vent) listed in Encl 2.2.1 requires testing. Present the results to the MSCREP and ABS Surveyor.

c) Automatic & Centrally Controlled doors shall:

i. be operated both automatically and manually from both sides of the division.

ii. demonstrate remote-control arrangements for shutting of the doors from the central control station. Verify indication at the door indicator panel in the continuously manned central control station displays door status; open & closed.

iii. remote-released sliding or power-operated doors shall be equipped with an alarm that sounds at least 5 seconds but no more than 10 seconds after the door being released from the central control station and before the door begins to move and continues sounding until the door is completely closed (SOLAS II-2, Part C, Reg 9).

iv. demonstrate remote-sensors closure indication functionality. Verify indication at the hatch sensor and the central control station can indicate open & closed positions.

v. a door closed remotely from the central control station shall be capable of being re-opened from both sides of the door by local control. After such local opening, the door shall automatically close again.

d) After any repairs, the door shall be retested for proper operation and closure, to include chalk testing.

7.3Testing is to be coordinated with the MSCREP, ABS and USCG Surveyors to allow for observation if deemed necessary.
7.4Upon completion of all inspections, tests & repairs leave the watertight closures in a ready for service condition.
7.5Reports
7.5.1When examination, service & testing reveal any deficiency a condition report is to be submitted to the MSCREP with recommended repair and parts required. Submit three (3) typewritten copies to the MSCREP.
