Title: T-ESB Berthing and Laundry Detail Design, Build and Install Support

Point of Contact (POC):

BASE Period of Performance: Award to September 30, 2019 OPTION Period of Performance: November 1, 2019 to February 28, 2020.

1. ABSTRACT

1.1. Base:This task includes contractor support to design, build and outfit berthing and laundry style portable accommodation modules for use on T-ESB Class vessels. Contractor to provide initial spare parts, spare parts list, and technical documentation of the portable accommodation modules and their respective equipment.

1.2. Option: This task includes contractor support to install and interface berthing and laundry style portable accommodation modules onto T-ESB 4.

3. ITEM LOCATION / DESCRIPTION

3.1.1. Design and build location to be conducted primarily at contractor facilities. Travel to support shipchecks are required.

3.1.2. Installation location onboard USNS HERSHEL WOODY WILLIAMS, T-ESB 4 for berthing and laundry modules at a maritime facility located along East Coast of United States. For planning and estimating purposes, the installation onto T-ESB 4 to begin no earlier than November 1, 2019 in Norfolk, VA.

4. BASE SCOPE OF WORK

4.1.1. Portable Accommodation Module Design Contractor to provide detailed design of a 42man berthing module(s) AND Laundry modules.

4.1.2. Berthing Module Design

4.1.2.1. Design drawings and details shall be developed in accordance with (IAW) references 2.1, 2.2, and 2.3.

4.1.2.2. Berthing module systems, including, but not limited to blackwater, greywater, potable water, public address/general alarm, fire detection, NIPR and electrical power systems to be compatible and interface with ship’s respective system IAW reference 2.3.

4.1.2.3. Drawings to be developed IAW reference 2.4, and include:

4.1.2.3..1.1. Inclusion of a Weight Control Data Box in drawings. Information to include total weight of fully outfitted module and center of gravity.

4.1.2.3..1.2. List of Material (LOM) block in the drawings for all equipment and materials. LOM shall provide item description, manufacturer, material type, full model number, quantity, features, NSN or manufacturer part number, and weight. All equipment and material shall be designated as GFE or IAF.

NOTE: New drawing numbers will be provided by MSC as appropriate. Contractor to determine SWBS codes base on drawings generated.

4.1.2.4. Design to include:

· a minimum of 3 shower stalls, 3 sinks and 3 water closets.

4.1.2.5. Design to utilize:

· Berthing racks: SFC No. B-1B-1, Type I, Style 1, Size 3 or equivalent 4.1.2.5..1. Total quantity of individual berthing racks to equal 42.

· Lockers: SFC No. B-2B-13, Type 9 Locker or equivalent Note: Berthing rack and locker information can be found at:

4.1.2.6. Design shall meet dimension and weight requirements of A2 level mezzanine as per References 2.3, 2.6 and 2.7.

4.1.2.7. Berthing module design must support use of forklift and overhead crane to move and position module onto ship’s mission deck and onto A2 level mezzanine. Design must include lift plan for installation onto T-ESB mission deck IAW reference 2.9, 2.10, and 2.11. Drawings must include lifting and rigging plans to land berthing module onto A2 level mezzanine.

4.1.2.8. Berthing module design to include its own HVAC system to provide both cooling and heating functions. Split A/C unit(s) is an acceptable design style. HVAC system to be designed IAW References 2.1, 2.2, and 2.5.

4.1.2.9. Method of securing module to deck must be addressed IAW reference 2.1. Current deck socket design per Reference 2.3 can be used.

4.1.2.10. Design shall support darkened ship condition (prevent the exposure of light which would reveal the location of the ship) and:

· Include a light trap at each entry/exit door IAW reference 2.8.

· Include red illumination lighting (in addition to standard white lighting IAW reference 2.1 and 2.2)

4.1.3. Laundry Module Design

4.1.3.1. Design drawings and details shall be developed in accordance with (IAW) references 2.1, 2.2, and 2.3.

4.1.3.2. Laundry module to secure to deck using 1 TEU spot IAW 2.3.

4.1.3.3. Laundry module system’s designs, including, but not limited to greywater, potable water, public address/general alarm, fire detection, deck securing and electrical power systems to be compatible and interface with ship’s respective system IAW reference 2.3.

4.1.3.4. Drawings to be developed IAW reference 2.4, and include:

· Inclusion of a Weight Control Data Box in drawings. Information to include total weight of fully outfitted module and center of gravity

· List of Material (LOM) block in the drawings for all equipment and materials. LOM shall provide item description, manufacturer, material type, full model number, quantity, features, NSN or manufacturer part number, and weight. All equipment and material shall be designated as GFE or IAF.

NOTE: New drawing numbers will be provided by MSC as appropriate. Contractor to determine SWBS codes base on drawings generated.

4.1.3.5. Laundry module design must support use of forklift and overhead crane to move and position module onto ship’s mission deck.

4.1.3.6. Laundry module design must allow dryer exhaust to vent to atmosphere.

4.1.3.7. Laundry module to include at a minimum 6 washers and 6 dryers.

· Washer salient features to meet or exceed: General Electric model GFW450SSMWW

· Dryer salient features to meet or exceed: General Electric model GFD45ESSMWW

4.1.3.8. Design shall support darkened ship condition (prevent the exposure of light which would reveal the location of the ship) and:

· Include a light trap at each entry/exit door IAW reference 2.8.

· Include red illumination lighting (in addition to standard white lighting IAW references 2.1 and 2.2)

4.1.3.9. Final TEU spots to be provided upon contract award. Laundry modules will use existing TEU spots IAW reference 2.3. For planning purposes, TEU spots will be selected from TEU spots 10-16 IAW reference 2.3.

4.2. Berthing and Laundry Module Integrated Logistics Support (ILS)

4.2.1. Tech Manuals

4.2.1.1. Contractor to provide technical manuals for equipment requiring preventive/corrective maintenance. Tech manuals to include parts list, troubleshooting guide, as well as maintenance and repair information. At a minimum, the following technical manuals will include:

· Hot water heater(s)

· Toilets

· Shower and sink valves

· HVAC system(s)

· Lights

· Washing machines

· Dryers

4.2.2. Allowed Parts List (APL)

4.2.2.1. Contractor to provide APL document(s) for each modules and the equipment they are containing. containing equipment. APL documentation to include manufacturer, manufacturer’s part number, recommended quantity onboard, unit of issue, cutsheets, estimated pricing and estimated lead time. Use reference 2.12 as guide.

4.2.3. Spare parts

4.2.3.1. Contractor to provide spare parts, with modules, to sustain both the modules and their respective equipment for 6 months.

4.2.4. Interface Control Document

4.2.4.1. Contractor to provide a document identifying interface requirements for every system e.g. greywater, potable water, PA/GA, deck securing, electrical, of both berthing and laundry modules that interfaces with ship. Module information to include connection type, electrical power requirements (voltage, amperage, frequency), pressure, flowrate, piping connection (as applicable).

4.3. Berthing and Laundry Module Build and Outfitting

4.3.1. Contractor to build and outfit berthing module(s) using the ABS approved design drawings developed and approved as part of this contract. Contractor will be responsible for coordinating tests and inspections with ABS local surveyor attendance IAW reference 2.1. MSC will contract ABS support services.

4.3.2. Contractor to build and outfit laundry modules using the ABS approved design drawings developed and approved as part of this contract.

4.3.3. Contractor will be responsible for coordinating tests and inspections with ABS local surveyor attendance IAW reference 2.1 for both berthing and laundry modules. MSC will contract ABS support services.

4.3.4. For estimating purposes, MSC Inspection and Acceptance of berthing and laundry modules to be held a contractor’s facility.

5. OPTION SCOPE OF WORK

5.1. Install and Interface berthing and laundry modules on T-ESB 4

5.1.1.1. Contractor to install ABS approved Berthing module(s) (designed and constructed as part of this contract) and interface on T-ESB 4’s A2 level mezzanine and install 2each ABS approved laundry modules (designed and constructed as part of this contract) and interface onto T-ESB 4’s Mission Deck on existing TEU spots per Reference 2.3. Specific TEU spots for laundry modules to be provided prior to installation.

· Berthing module to be installed and interfaced onto T-ESB 4’s A2 level mezzanine.

· Laundry modules (2 each) to be installed and interfaced onto T-ESB 4’s mission deck.

· All work must be completed to the satisfaction of the ABS surveyor and the MSCREP.

· Fire Detection interfacing requires contractor to hire OEM Consilium Marine US tech rep services to connect/program laundry and berthing module fire detectors to ship’s system.

· Public address/General alarm interfacing requires contractor to hire Hose McCann tech rep services to connect/program the public address/general alarm equipment to ship’s system.

· Contractor responsible with be responsible for coordinating tests and inspections with ABS local surveyor IAW reference 2.1. MSC will contract ABS support services.

· Contractor to provide all cables, hoses, connectors, gaskets, fasteners, mounting hardware and other consumable materials required in order to complete the integration of the berthing and laundry modules to the ship.

· Contractor to connect and test each system in accordance with OEM requirements, ABS approved drawings, MSC GTRs (reference 2.5) and to the satisfaction of the ABS Surveyor and MSC’s representative. (MSCREP). Prior to energizing any equipment or opening any valves, all connections shall be reviewed in the presence of the MSCREP and Chief Engineer (CHENG).

· Contractor to post laminated ABS approved fire control plans within interior of the modules near all exits IAW reference 2.1.

· Contractor to provide and install marking leading to/from each module door and provide and install ABS approved peel and stick non-skid pads to include edge sealing to all stairs, landing areas and slip hazard areas, surrounding the egress paths from the modules. Exterior egress markings shall not include reflective material to support darkened ship condition.

· Inspect, test and validate all safety equipment in each module in accordance with OEM requirements and in the presence of the MSCREP and ABS Surveyor.

· Inspect and validate portable fire extinguishers in each of the modules.

· Thoroughly clean the modules. Wipe down all hard surfaces, vacuum spaces, and wipe down all outfitting equipment.

· Lock Out/Tag Out procedures are to be strictly adhered to while working aboard and IAW both CHENG’s requirements reference 2.5.

6. SPECIFIC TASKS

6.1. Kick off Meeting

6.1.1. The contractor shall arrange a kick off meeting within five (5) calendar days of award. The contractor shall contact MSCREP and arrange a meeting at a mutually agreeable time at contractor’s facility for the purpose of discussing the requirements and details of the work.

6.2. Plan of Action & Milestones (POA&M)/Progress Reports

6.2.1. The Contractor shall develop, submit a POA&M that lists major actions and milestones required for the completion of the work required herein, including progress reports, preliminary deliverables, final deliverables, identified critical paths, long lead-time materials, and all other required submittals. POA&M shall be reviewed at kick-off meeting.

6.3. Progress Meetings

6.3.1. The contractor to hold weekly progress meetings to update MSC regarding the status of this contract WRT to design, build, outfitting and/or installation. The contractor shall contact MSCREP and arrange meetings at a mutually agreeable time via phone conference or in person for the purpose of discussing the requirements and details of the work as needed.

7. DELIVERABLES

7.1. Plan of Action and Milestones (POA&M) The POA&M as a standalone deliverable to be submitted by the contractor via email, to the MSCREP. As necessary, and at least every two weeks, an updated POA&M to be provided by contractor reflecting any changes in schedule during this contract. The POA&M will list major actions and milestones, including progress reports, preliminary deliverables, pre-ABS review drawings, final deliverables, identified critical paths, long lead-time materials, construction, ABS approvals, installation, interfacing, all other required submittals. The POA&M shall be submitted in MS Project 2010 or earlier AND Adobe PDF format (11x17).

7.2. Meeting Minutes Meeting minutes to be delivered to MSC NLT 2 business days after each meeting. Minutes to include list of attendees, date of meeting major topics and action items. Action items information to include due dates, status, and personnel/group action is assigned to.

7.3. Design Deliverables

7.3.1. Design Drawings

7.3.1.1. Preliminary

· The contractor shall provide preliminary design drawing package detailing both laundry and berthing modules. Drawings to adhere to Reference 2.4. Vendor cutsheets for all materials contained in list of materials to be included in package. Calculations needed to approve habitability requirements (lighting, ventilation, etc.) to be provided. MSC will review and provide comments regarding these drawings within 5 business days upon receipt. Provide one (1) electronic copy in AutoCAD Version 2012 or earlier using standard ‘F’ size drawing AND one (1) electronic copy in PDF format (11x17).

7.3.1.2. Pre-ABS Review Design Drawings

· These deliverables will adjudicate all MSCREP comments to the satisfaction of MSC. The contractor shall provide pre-ABS review design drawing package detailing both laundry and berthing modules. Drawings to adhere to Reference 2.4. Vendor cutsheets for all materials contained in list of materials to be included in package. Calculations needed to approve habitability requirements (lighting, ventilation, etc.) to be provided. Provide one (1) electronic copy in AutoCAD Version 2012 or earlier using standard ‘F’ size drawing AND one (1) electronic copy in PDF format (11x17).

· Upon receipt of drawings, MSC will review and provide comments to contractor. Contractor to adjudicate all comments and submit updated drawings to MSC for review.

· Process will continue until drawings are suitable for ABS submission by MSC.

7.3.1.3. Final Detailed Design Drawing

· These deliverables will adjudicate all MSCREP and ABS comments to the satisfaction of both MSC and ABS resulting in ABS approved drawings prior to the start of construction. The contractor shall provide final detailed drawing package detailing both laundry and berthing modules. Drawings to adhere to Reference 2.4. Vendor cutsheets for all materials contained in list of materials to be included in package. Calculations needed to approve habitability requirements (lighting, ventilation, etc.) to be provided. Provide one (1) electronic copy in AutoCAD Version 2012 or earlier using standard ‘F’ size drawing AND one (1) electronic copy in PDF format (11x17).

· Include generation, and maintaining of, a design history folder for each drawing. At a minimum, the design history folder shall include all information used in making design decisions; analysis completed (electrical, structural, etc.); vendor cut sheets for each item; an Excel table which identifies the cost, lead time, vendor, and model number of each item; correspondence; in progress drawing revisions; documentation of comment adjudication; and salient characteristic data for each piece of equipment with sufficient detail to purchase of “or equal” equipment. Design history folders shall be organized into separate sections for drawing updates/comments adjudication, analysis completed, correspondence in date sequential order, and the Excel Table followed by vendor cut sheets in order of the material list part numbers. Design history folder shall be provided in hard copy and electronic (PDF) format. Drawing updates shall include one-for-one comment adjudication directly on a pdf of the drawing. Adjudication shall be in a different color from the governments comments. Adjudication may be hand written and scanned to PDF or electronic.

7.4. ILS Deliverables

7.4.1. Tech manuals

7.4.1.1. Vendor technical manuals of berthing and laundry equipment to be provided in electronic (pdf) and hardcopy formats.

7.4.2. APLs

7.4.2.1. Allowance parts list for berthing and laundry modules and equipment to be provided in electronic (pdf) and hardcopy formats.

7.4.3. Consumable parts to support 6months of operations on berthing and laundry units

7.4.3.1. Consumable parts to be provided to MSC. Prior to delivery, MSC will provide delivery address. Contractor to provide itemized list of material, and property documentation (DD Form 1149). Each part to be individually packaged, labeled and sealed.

7.4.4. Interface Control Document

7.4.4.1. Contractor to provide a document identifying interface requirements for every system e.g. greywater, potable water, PA/GA, deck securing, electrical, of both berthing and laundry modules that interfaces with ship. Module information to include connection type, electrical power requirements (voltage, amperage, frequency), pressure, flowrate, piping connection (as applicable).

8. Anticipated Engineering Design, Build and Installation Delivery Schedule Contractor is encouraged to accomplish milestones earlier than projected.
