MARKET SURVEY

PM3-EBL-0003 8 February 2018

From: COMSC N04103A

SUBJECT: TIME CHARTER FOR US NAVY OPERATIONS – TOW ACOUSTIC

ARRAY

THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES.

MSC requests information about the cost and availability of one US or foreign flag (to be reflagged U.S.) vessel to be employed in worldwide trade for the tow of a passive acoustic monitoring system. The ship will need to be able to tow in a straight line for extended periods at slow speed; and for military readiness, in accordance with the terms of this Charter. Anticipated delivery will occur on 01 October 2018.

This information will be used to locate potential sources and estimate pricing for a new requirement.

Specifics are as follows:

1. DELIVERY: Norfolk, VA or San Diego, CA / Pt Hueneme, CA

2. LOCATION: Worldwide, Primary: Western Atlantic / Eastern Pacific; Secondary; Western Pacific

3. TRADE LIMITS: Worldwide

4. PRIMARY MISSION: The ship will tow a passive acoustic monitoring system, 3-6 kts, 24hrs/day for up to a 45 day event. The ship will need to be able to tow in a straight line for extended periods at slow speed. Because of the type of acoustic system to be employed, the ability of the vessel to maintain heading stability is critical. The vessel should provide approximately 2600 sqft of deck space for eight (8) twenty (20) foot long ISO containers plus array handling area aft of GFE winch (see table in section 7.1).

5. PERIOD/COMMENCEMENT: Initial period of three to six months, with two six-month options. Total potential period of performance is five years.

6. DELIVERY: 01 November 2018

7. SHIP CHARACTERISTICS: See table on the following page.

CHARACTERISTICS
MINIMUM
FLAG:
U.S. or foreign flag to be reflagged U.S. by delivery.

Crew requirement: Same as current T-AGOS vessels

SPEED:
Minimum Transit Speed: 12 knots (high speed/transit)

Slow Operating Speed: Tow an array at 5kts for 24 hours/day 5 degrees in sea state 5; also make controlled turns at 5 degrees/ min in sea state 5. A premium is on minimum motions and heading stability at the vessel tow point.

RANGE:
2,000 NM from embarkation port & return; plus ~ 31 days of on-station towing
VESSEL SUSTAINMENT
Up to 45 days
DECK EQUIPMENT
Deck crane – 5T minimum – Ability to move ISO vans is desired but not critical. Maximum weight of ISO van shall not exceed 50K lbs.
DECK LAYOUT
Clear open deck space of 2600square feet.

Mission System Winch must be located a minimum of 20 feet from the ship over boarding location.

Desired Freeboard at the stern should be sufficient to minimize direct exposure to the sea but not greater than about 10-12 feet.

Freeboard at the mission deck and gunwale must allow for the deployment of a 10-30 foot acoustic speed log that will be deployed over the side during towing operations

Back deck location must provide a view of the horizon through the majority of the azimuth around the vessel

Deck cargo capacity of 70 LT.

ACCOMMODATIONS:
Permanent berthing for 6-12 mission persons in addition to crew

ACOUSTIC PROPERTIES

(Any of the following or compatible standard, if applicable)

A quiet ship is required. Quantify compliance with one of the following standards (by design or by measurement):
Quantitative Specifications

· DNV SILENT Class Notation

· ICES Report No. 209 Underwater Noise of Research Vessels Review and Recommendations

· Bureau Veritas NR 614 Underwater Radiated Noise

Qualitative Specifications/Guidelines

· RINA DOLPHIN Notation

· Green Marine Environmental Program underwater noise performance indicator, Level 4 or 5

· Vancouver Fraser Port Authority – EcoAction Program underwater noise reduction criteria

· IMO MEPC.1/Circ.833 Guidelines for the Reduction of Underwater Noise from Commercial Shipping to Address Adverse Impacts on Marine Life

OTHER SPECIAL CHARACTERISTICS
Fresh Water – 100 gals/day – deck equipment wash down

Ship to provide 100kW of 440V 3-phase 100amp power HPU cooling – approximately 30-50gpm Bow Thruster - Needed for a known acoustic source only. During normal operations to maintain heading and course stability, the thruster MUST be secured. The need for a thruster or other noise producing dynamic positioning capability to maintain heading at normal tow speeds should be a disqualifying characteristic.
