Military Sealift Command Combined Synopsis and Solicitation Notice Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. Solicitation number is N32205-18-Q-6770 and is being issued as a Request for Quotes (RFQ).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100, 22 August 2018 located on https://www.acquisition.gov

6. Statement of Work (SOW)

1.0 ABSTRACT:

1.1 This item describes the requirement for original equipment manufacturer (OEM) representative to inspect, operate and test the shipboard Chill Water Air Conditioning Plants, Cargo Refrigeration Plants and their supporting equipment onboard the T-AKE vessels listed in para 5.1.

1.2 In addition to onsite support, OEM representative shall provide Remote Troubleshooting (RTS) to all ships within the T-AKE Class.

5.1 All work listed under the Statement of Work shall be completed on EACH of the following T-AKE Class vessels during the listed Period of Performance except where otherwise noted:

5.1.1 NOTE: Remote Troubleshooting shall extend from 01 October 2018 to 30 September 2019 for all ships.

5.2 Performance Location and Period of Performance dates provided are best known locations and dates at time of submission of these requirements and are subject to change. A Condition Report shall be submitted to the Port Engineer and Contracting Officer requesting modification of the contract due to travel costs.

5.3 Provide an access list of all personnel boarding the ship. The list shall include the following:

· Persons full name

· SSN, or passport #, or naturalization #

· Place of birth

· Date of birth

5.4 The Contractor shall be responsible for proper and timely submittal of all access requirements to include, but not limited to, EPIC and base/port access.

5.4.1 There are additional access requirements for Diego Garcia. Contractor shall complete all requirements for access.

5.6 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 All work to be done to the satisfaction of the Chief Engineer and the Port Engineer.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Provide the services of Authorized York Service Representative to accomplish system checks on each Air Conditioning Plants, Cargo Refrigeration Plants and including, but not limited to, Cargo Brine Systems, Chilled Water Systems, R134a and R404a Pump-Out Recovery Units, and the Electronic Control System found aboard the T-AKE Class ships.

7.1.1 The OEM Reps shall be familiar with the T-AKE Class and installed equipment onboard the vessels listed in Paragraph 3.2.

7.3 The OEM Representative shall complete the following for each ship listed in Para 5.1.

7.3.1 Travel to each ship’s location during the Period of Performance listed under Para 5.1

7.3.2 All system operational tests and inspections shall be accompanied by the MSCREP.

7.3.3 Perform pre-operational inspections and operational performance tests for the equipment in 3.0.

7.3.4 Perform the following operational tests on the HVAC Chill Water Units:

a. Local Emergency Stop.

b. High Pressure Monitor Cut Out, electronic.

c. High Pressure Monitor Cut Out, mechanical.

d. Low Pressure Monitor Cut Out, electronic.

e. Low Pressure Monitor Cut Out, mechanical.

f. Low Oil PSI Trip.

g. Chilled Water Outlet Temp Alarm.

h. Chilled Water Inlet High Temp.

i. Chilled Water Inlet Low Temp.

j. Low Oil Temp Start Block.

k. Oil Heaters Operate in STBY.

l. AC Plant Shuts Down When Condenser Cooling Wtr Stops.

m. AC Plants do not start with failure of Condenser Cooling Water flow.

n. AC Plant stops when chill water flow stops to Evaporator.

o. AC Chill Water Pump Interlock prevents start with no Chill Water flow.

p. Check status of Refrigerant leak detection in bilge and main alarm console.

q. Test operate manual capacity increase and decrease on Control Cabinet and on top of compressor.

r. Summary alarm at MCCS is operational.

7.3.5 Perform the following operational tests on the HVAC Cargo Refrigeration Systems:

a. Local Emergency Stop.

b. High Pressure Monitor Cut Out, electronic.

c. High Pressure Monitor Cut Out, mechanical.

d. Low Pressure Monitor Cut Out, electronic.

e. Low Pressure Monitor Cut Out, mechanical.

f. Low Oil PSI Trip.

g. Evaporator Brine Outlet Temp Alarm.

h. Evaporator Brine Inlet Temp Alarm.

i. Low Oil Temp shutdown.

j. Condenser Water Outlet Temp Alarm.

k. RCS Expansion Tank Low level Alarm.

l. Oil Heater Operates when unit in STBY.

m. Cargo Plants do not start without condenser cooling water flow.

n. Cargo Plants shuts down when condenser cooling water stops.

o. Check status of refrigerant leak detection in bilge and main alarm console.

p. Demonstrate operation of manual capacity increase and decrease controls.

q. Record all associated Storage Box Temperatures in operation.

r. Verify all preset values prior to system operational test and record.

s. Readings shall be included for chilled water, cooling water, refrigerant and oil. Readings shall include Chill Water and Brine Systems.

7.3.6 Perform refrigerant leakage search of each unit listed in 3.0.

7.3.7 Perform an operational test of the gas detection system.

7.3.8 For all HVAC Chill and Cargo Refrigeration Systems provide Compressor Oil Samples, Refrigerant Samples and Brine Solution Sample lab analysis tests.

a. Tests for oil shall include water content, metal content, viscosity and acidity level.

b. Tests for refrigerant shall include acidity, chloride and high boiling residue such as oil, moisture and non-condensable gasses.

c. Tests for Brine shall include freeze protection levels, acidity levels, PH and Alkalinity levels.

d. Test results shall be furnished within 30 days of representative leaving the vessel.

7.3.9 Perform inspection and operational test of R134a and R404a Pump-Out Units.

7.3.10 Perform drier filter replacement and suction filter cleaning.

7.3.11 Perform visual inspection of couplings of both cargo and domestic AC compressors.

7.3.12 Operationally test the Cargo Refrigeration and Air Conditioning STALECTRONIC 2200 control and operating computers OP1, OP2, OP3, and OP4. (NOTE: This will require OEM access passwords supplied by the Tech Rep.)

a. Verify computer software is programed as per iHVAC T-ALT 319.

b. Adjust software settings, and perform software reprograming as required to ensure the STALECTRONIC 2200 control and operating computers OP1, OP2, OP3, and OP4 monitoring and properly controlling the Cargo refrigeration and Air Conditioning Units.

c. Verify and record all OP Station programming settings compared to original (delivered) settings. Reprogram the OP stations back to the default settings.

d. Provide training to Ship’s Force on basic operation and navigation of the STALECTRONIC 2200 System. This shall also include training on how to re-install OP Station control software and install/load/reboot a system.

e. Provide a system backup, and instructions for recovery/reinstallation, for each operating system.

7.3.13 Review onboard spare allowance and conduct survey of onboard spare parts.

7.3.14 Review, witness, and document ship's force standard operating procedures.

7.3.15 Provide crew training to questions and conditions encountered.

7.4 Remote Troubleshooting Support:

7.4.1 Provide thirty (30) hours per vessel of distance support to T-AKE Port Engineers and Ship’s Force via phone and/or email to assist in troubleshooting and resolving Cargo and AC Plant issues.

a. If contacted directly by Ship’s Force, the ship’s PPE, SPE, and ASPE shall be copied in to correspondences between the Tech Rep and ship.

7.4.2 At the discretion of the TPOC, hours under Para 7.4.1 may be utilized for other ashore technical support requirements for equipment listed under Para 3.2. Examples of this support include, but not limited to, document review, technical manual updates/reviews, support for Transalt technical review, etc.

7.5 Preparation of Drawing/Documentation:

7.5.1 Provide a monthly report for Remote Troubleshooting requirements, No Later Than the 5th business day of the month, that outlines each of the following, at minimum:

a. Name of ship

b. Description of problem

c. Day(s) that support was provided

d. Hours of remote support provided

e. Description of how problem was resolved or additional action required (i.e. tech representative visit under a separate service order).

7.5.2 Provide a Service Report after each attendance that includes:

a. The "as found" condition of cargo refrigeration and air conditioning plants including, but not limited to, cargo refrigeration and air conditioning compressors, cargo brine system, chilled water systems, and R134a and R404a Pump Out Units.

b. Unit serial number and operational hours for each unit.

c. Current software and firmware version information.

d. Current passcodes.

e. Details of all actions and adjustment that were accomplished.

f. Documentation of troubleshooting activities and recommendation for repair.

g. Recordings of all operational OEM Factory Set Points and the actual values found during tests. Include all temperatures, pressures and fluid levels.

h. Equipment status for last oil and filter replacement, Filter Dryer Replacement by hours for each unit.

i. Documentation of the last oil, oil filter and filter dryer replacement by hours for each unit.

j. Recommendation for improvement to shipboard and shore based spare allowances.

k. List of current obsolete parts or parts near obsolescence with recommended replacement parts.

l. Recommendations for improvement to standard cargo refrigeration and air conditioning plant operating procedures.

m. Review of Shipboard Maintenance Actions (for ship’s crew and industrial support) with recommendations for improvement.

7.6 Emergent Work:

7.6.1 Any repairs identified outside of the scope of the references and /or listed within this Statement of Work shall be submitted to the Port Engineer and Contracting Officer via Condition Report for resolution and direction.

a. In addition, any additional required repairs, outside of the scope of this SOW, identified prior to the start of any of the period of performances identified in Paragraph 5.1, shall be submitted to the Contracting Officer by the Port Engineer and/or Contractor.

7. The required delivery is FOB Destination. Delivery and acceptance will occur at multiple locations and the period of performance dates and location may change due to operational commitment.

8. The provision at FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition and is incorporated by reference. The provision is amended as follows:

52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

a. Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.

b. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.

c. The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.

d. The Government will consider all quotes that are timely received and may consider late quotes. Failure of a quote to address any items required in the submission package may make a quote unacceptable.

e. Paragraph (b) of FAR Provision 52.212-1, Submission of Offers, is amended as follows:

In addition to the quote submission requirements stated in FAR provision 52.212-1, quoters shall provide the following, as part of the quote submission package, no later than the required time and date for quote submission:
Responsible sources shall provide the following:

1. Price quote which identifies the requested item(s), unit price inclusive of shipping (if any), and extended price

2. Total Firm Fixed price

3. Any Discount Terms

4. Estimated time of delivery

5. Technical Submission Requirements

a. For Parts/Supply buy, the quote shall contain a description including part number and title for each item listed in the solicitation to allow the Government to verify that the quoted parts match the requirements listed in the requirements schedule.

b. For a Services buy, the quote shall contain all pre-award submission/certification requirements as defined in the statement of work (SOW).

6. Responses to the solicitation are due 0900 on September 27, 2018. Quotes may be e-mailed to Chris Rolince at Christopher.c.rolinc@navy.mil. To be considered timely, an E-mail quote must be received in its entirety in the designated E-mail inbox by the due date and time for quote submission. Quotes received after that time will be considered at the Government’s sole discretion. Please reference the solicitation number on your quote.

The Government will consider all quotes that are timely received and may consider late quotes in accordance with 52.212-1. Failure of a quote to address any items listed in the attached submission package may make a quote unacceptable.

9. Provision 52.212-2 Evaluation—Commercial Items (Oct 2014) applies to this acquisition.

(a) The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) price;

Award shall be made to the lowest priced technically acceptable offeror in LPTA solicitations.

To be considered a technically acceptable solution for a parts procurement, the quoted parts shall meet the solicitation requirements including required parts, delivery dates, and terms and conditions stated in the solicitation. To be considered a technically acceptable solution for a service, the quoted service shall meet the solicitation requirements including terms and conditions stated in the solicitation. The quote shall state that all aspects of the technical requirement, including required delivery date and part numbers, can be met.

If utilized, a past performance evaluation will be conducted in accordance with FAR 13.106-2(b)(3)(ii)(C). The Government intends to utilize the Government Wide Past Performance Information Retrieval System (PPIRS) for past performance evaluations as a basis for anticipating successful/unsuccessful performance on this required effort. To be considered acceptable for past performance, a search of the PPIRS must reveal no negative past performance information for the recent and relevant records. In the event there are no recent and/or relevant PPIRS records, the quoter may submit information on recent and relevant subcontracts and/or commercial contracts. If no recent and relevant contracts are available in PPIRS or submitted by the offeror, the quoter’s past performance record shall be considered “unknown.” In the context of acceptable or unacceptable, “unknown” past performance shall be considered “acceptable.” To be considered recent, the effort must either still be in progress or have been completed within the previous three (3) years from date of this draft award notice. To be considered relevant the record should be similar in terms of complexity, scope, and magnitude. “Scope” is defined as experience in areas defined in the SOW. “Magnitude” is defined as the measure of similarity of the volume, dollar value, and/or duration of work actually performed under the quoter’s submitted contracts to the SOW. At the quoter’s discretion, additional past performance information may be submitted with the quote as a supplement to PPIRS. If furnished, this submission will be evaluated in accordance with the procedures described above.

The Government will evaluate quoted pricing for reasonableness utilizing techniques described in FAR 13.106-3.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror by the Government within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

10. All Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer.

11. Clause 52.212-4 Contract Terms and Conditions – Commercial items, applies to this acquisition.

Offers/quotes submitted in response to this solicitation shall not contain nor be subject to the offeror's/vendor's standard commercial terms and conditions. Any offer/quote submitted in response to this solicitation which includes the offeror's/vendor's standard commercial terms and conditions may be considered a material defect and may be rejected as being non-responsive to the solicitation.

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--

252.211-7003 Item Identification and Validation

As prescribed in 211.274-6(a)(1), use the following clause:

ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2016)

(a) Definitions. As used in this clause—

“Automatic identification device” means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

“Concatenated unique item identifier” means—

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

“Data matrix” means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

“Data qualifier” means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

“DoD recognized unique identification equivalent” means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.

“DoD item unique identification” means a system of marking items delivered to

DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

“Enterprise” means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

“Enterprise identifier” means a code that is uniquely assigned to an enterprise by an issuing agency.

“Government’s unit acquisition cost” means—

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor’s estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor’s estimated fully burdened unit cost to the Government at the time of delivery.

“Issuing agency” means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

“Issuing agency code” means a code that designates the registration (or controlling) authority for the enterprise identifier.

“Item” means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

“Lot or batch number” means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

“Machine-readable” means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

“Original part number” means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

“Parent item” means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

“Serial number within the enterprise identifier” means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

“Serial number within the part, lot, or batch number” means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

“Serialization within the enterprise identifier” means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

“Serialization within the part, lot, or batch number” means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

“Type designation” means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

“Unique item identifier” means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

“Unique item identifier type” means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier.

(1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government’s unit acquisition cost is $5,000 or more, except for the following line items:

(2) The unique item identifier assignment and its component data element combination shall not be duplicated on any other item marked or registered in the DoD Item Unique Identification Registry by the contractor.

(3) The unique item identifier component data elements shall be marked on an item using two dimensional data matrix symbology that complies with ISO/IEC International Standard 16022, Information technology – International symbology specification – Data matrix; ECC200 data matrix specification.

(4) Data syntax and semantics of unique item identifiers. The Contractor shall ensure that—

(i) The data elements (except issuing agency code) of the unique item identifier are encoded within the data matrix symbol that is marked on the item using one of the following three types of data qualifiers, as determined by the Contractor:

(A) Application Identifiers (AIs) (Format Indicator 05 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology – EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(B) Data Identifiers (DIs) (Format Indicator 06 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology – EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(C) Text Element Identifiers (TEIs) (Format Indicator 12 of ISO/IEC International Standard 15434), in accordance with the Air Transport Association Common Support Data Dictionary; and

(ii) The encoded data elements of the unique item identifier conform to the transfer structure, syntax, and coding of messages and data formats specified for Format Indicators 05, 06, and 12 in ISO/IEC International Standard 15434, Information Technology – Transfer Syntax for High Capacity Automatic Data Capture Media.

(5) Unique item identifier.

(i) The Contractor shall—

(A) Determine whether to—

(1) Serialize within the enterprise identifier;

(2) Serialize within the part, lot, or batch number; or

(3) Use a DoD recognized unique identification equivalent (e.g. Vehicle Identification Number); and

(B) Place the data elements of the unique item identifier (enterprise identifier; serial number; DoD recognized unique identification equivalent; and for serialization within the part, lot, or batch number only: original part, lot, or batch number) on items requiring marking by paragraph (c)(1) of this clause, based on the criteria provided in MIL-STD-130, Identification Marking of U.S. Military Property, latest version;

(C) Label shipments, storage containers and packages that contain uniquely identified items in accordance with the requirements of MIL-STD-129, Military Marking for Shipment and Storage, latest version; and

(D) Verify that the marks on items and labels on shipments, storage containers, and packages are machine readable and conform to the applicable standards. The contractor shall use an automatic identification technology device for this verification that has been programmed to the requirements of Appendix A, MIL-STD-130, latest version.

(ii) The issuing agency code—

(A) Shall not be placed on the item; and

(B) Shall be derived from the data qualifier for the enterprise identifier.

(d) For each item that requires item unique identification under paragraph (c)(1)(i), (ii), or (iv) of this clause or when item unique identification is provided under paragraph (c)(1)(v), in addition to the information provided as part of the Material Inspection and Receiving Report specified elsewhere in this contract, the Contractor shall report at the time of delivery, as part of the Material Inspection and Receiving Report, the following information:

(1) Unique item identifier.

(2) Unique item identifier type.

(3) Issuing agency code (if concatenated unique item identifier is used).

(4) Enterprise identifier (if concatenated unique item identifier is used).

(5) Original part number (if there is serialization within the original part number).

(6) Lot or batch number (if there is serialization within the lot or batch number).

(7) Current part number (optional and only if not the same as the original part number).

(8) Current part number effective date (optional and only if current part number is used).

(9) Serial number (if concatenated unique item identifier is used).

(10) Government’s unit acquisition cost.

(11) Unit of measure.

(12) Type designation of the item as specified in the contract schedule, if any.

(13) Whether the item is an item of Special Tooling or Special Test Equipment.

(14) Whether the item is covered by a warranty.

(e) For embedded subassemblies, components, and parts that require DoD item unique identification under paragraph (c)(1)(iii) of this clause or when item unique identification is provided under paragraph (c)(1)(v), the Contractor shall report as part of the Material Inspection and Receiving Report specified elsewhere in this contract, the following information:

(1) Unique item identifier of the parent item under paragraph (c)(1) of this clause that contains the embedded subassembly, component, or part.

(2) Unique item identifier of the embedded subassembly, component, or part.

(3) Unique item identifier type.**

(4) Issuing agency code (if concatenated unique item identifier is used).**

(5) Enterprise identifier (if concatenated unique item identifier is used).**

(6) Original part number (if there is serialization within the original part number).**

(7) Lot or batch number (if there is serialization within the lot or batch number).**

(8) Current part number (optional and only if not the same as the original part number).**

(9) Current part number effective date (optional and only if current part number is used).**

(10) Serial number (if concatenated unique item identifier is used).**

(11) Description.

(f) The Contractor shall submit the information required by paragraphs (d) and (e) of this clause as follows:

(1) End items shall be reported using the receiving report capability in Wide Area WorkFlow (WAWF) in accordance with the clause at 252.232-7003. If WAWF is not required by this contract, and the contractor is not using WAWF, follow the procedures at http://dodprocurementtoolbox.com/site/uidregistry/.

(2) Embedded items shall be reported by one of the following methods—

(i) Use of the embedded items capability in WAWF;

(ii) Direct data submission to the IUID Registry following the procedures and formats at http://dodprocurementtoolbox.com/site/uidregistry/; or

(iii) Via WAWF as a deliverable attachment for exhibit line item number (fill in) ___, Unique Item Identifier Report for Embedded Items, Contract Data Requirements List, DD Form 1423.

(g) Subcontracts. If the Contractor acquires by subcontract, any item(s) for which item unique identification is required in accordance with paragraph (c)(1) of this clause, the Contractor shall include this clause, including this paragraph (g), in the applicable subcontract(s), including subcontracts for commercial items.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

252.232-7010 Levies on Contract Payments

As prescribed in 232.7102, use the following clause:

LEVIES ON CONTRACT PAYMENTS (DEC 2006)

(a) 26 U.S.C. 6331(h) authorizes the Internal Revenue Service (IRS) to continuously levy up to 100 percent of contract payments, up to the amount of tax debt.

(b) When a levy is imposed on a payment under this contract and the Contractor believes that the levy may result in an inability to perform the contract, the Contractor shall promptly notify the Procuring Contracting Officer in writing, with a copy to the Administrative Contracting Officer, and shall provide—

(1) The total dollar amount of the levy;

(2) A statement that the Contractor believes that the levy may result in an inability to perform the contract, including rationale and adequate supporting documentation; and

(3) Advice as to whether the inability to perform may adversely affect national security, including rationale and adequate supporting documentation.

(c) DoD shall promptly review the Contractor’s assessment, and the Procuring Contracting Officer shall provide a written notification to the Contractor including–

(1) A statement as to whether DoD agrees that the levy may result in an inability to perform the contract; and

(2)(i) If the levy may result in an inability to perform the contract and the lack of performance will adversely affect national security, the total amount of the monies collected that should be returned to the Contractor; or

(ii) If the levy may result in an inability to perform the contract but will not impact national security, a recommendation that the Contractor promptly notify the IRS to attempt to…
