REQUEST FOR SPECIFICATION CLARIFICATION
NAME OF CONTRACTOR: _______________________
SPECIFICATION ITEM NO.: ____003_____________
PARAGRAPH / SECTION NO:__7.4.1__and 7.4.8_____________
TITLE: ____Approach Berth and Mooring Requirements______________________
QUESTION:
Section 7.4.1 of the Approach, Berth and Mooring requirements states that the mooring shall be capable of withstanding the force of winds at speeds up to 38 miles per hour received perpendicular to the beam. Later in the specification, in section 7.4.8, the requirements state that design and construction shall be capable of withstanding wind speeds of up to 136 miles per hour when received perpendicularly to the beam. Can the government provide clarification for the differing wind speed requirements present in the two sections of specification, and provide the maximum wind speed at which the mooring force calculations should be performed?
ANSWER:
SWI 003, paragraph 7.4.8 applies to the design and capability of mooring appurtenances (bollards, bitts and cleats). These mooring appurtenances shall be designed, constructed and tested for the higher wind speeds as noted in 7.4.8. The requirements of 7.4.1 are for the overall safe mooring of the vessel, and would include factors such as pier arrangement, location of appurtenances, design and construction of appurtenances, and type and number of mooring lines used to secure the ship.
