ECDIS CHART SUBSCRIPTION SERVICE

1. ABSTRACT

Provide requested Electronic Navigation Chart license(s) in S-57/S-63 format and regular updates through the calendar year. Charts shall be integrated and usable on a TRANSAS NaviSailor 4000 ECDIS.

3. ITEM QUANTITY/DESCRIPTION/LOCATION/CONTRACTOR FURNISHED MATERIAL

3.1. Quantity/Description: Chart Licenses for 16 vessels.

3.2. Location: Initial distribution of worldwide portfolio and licenses as well as chart maintenance and updates will be sent to MSC Norfolk, VA 23511-2914.

3.3. Contractor Furnished Material:

3.3.1. S-57/S-63 format Electronic Navigation Charts, chart licenses (SEE ATTACHEMNT 2.2.1), worldwide portfolio. Regular chart updates, at least once per week during the period of performance. Contractor shall provide instructions for removal of the existing TRANSAS TX-97 SENC and licenses, provide instructions for the installation of contracted charts and licenses, and shall provide a phone number for customer service and business hours. Customer service and technical support (24/7) shall be readily available for services and troubleshooting.

7. STATEMENT OF WORK REQUIRED

7.1. Contractor shall provide License for requested Official S-57/S-63 format Electronic Navigation Charts (SEE ENCLOSURE 2.2.1) and updates during period of performance. Contractor shall provide a worldwide portfolio visible for route planning on the TRANSAS NaviSailor 4000 ECDIS. All S-57/S-63 charts shall utilize World Geodetic System 1984 (WGS84). Service shall be provided for 16 vessels.

7.1.1. The contractor’s Electronic Navigation Charts shall be compatible with TRANSAS NAVISAILOR 4000 Electronic Chart Display Information System (ECDIS).

7.1.2. One year contract from date of award.

7.2. The initial installation for each class of ship shall have an onsite Technical Representative that is a Subject Matter Expert (SME) in installing the specified charts in Section 7.1 on a TRANSAS NaviSailor 4000 ECDIS. This requires a one-time onsite visit to Norfolk, VA and San Diego, CA, see 7.7 below. Any issues shall be documented and translated over to a useable installation instruction for future installs on follow on ships. Instructions shall be delivered to the ship electronically or on CD.

7.3. Upon request of the Government, in lieu of charts and licenses being provided digitally, Contractor shall ship chart CDs and licenses, to Norfolk, VA within two (2) business days. Contractor shall provide the Government tracking numbers for all shipments on the date of shipment.

7.4. Contractor shall provide regular chart maintenance updates at a minimum every seven (7) days. Chart updates may be furnished digitally or by CD to the following address.

7.5. Contractor shall provide a phone number for customer service (24/7) and regular business hours. Contractor shall be available by phone during normal business hours to provide customer service and technical support. Contractor shall respond to requests for additional chart subscriptions within one (1) business day

7.6. S-57/S-63 format Electronic Navigation Charts, chart licenses (SEE ATTACHEMNT 2.2.1), worldwide portfolio. Regular chart updates, at least once per week during the period of performance. Contractor shall provide instructions for removal of the existing TRANSAS TX-97 SENC and licenses, provide instructions for the installation of contracted charts and licenses and provide a phone number for customer service and business hours. Customer service and technical support (24/7) shall be readily available for services and troubleshooting.

7.7. The first initial installs (1 each per east/west coast) shall have a contractor qualified Tech Rep. Tech Rep shall travel to location of ship to install the new charts in the TRANSAS ECDIS and annotate any anomalies in the installation instruction for distribution to other vessels.

7.7.1. Assume Norfolk, VA and San Diego, CA for locations for installs.

7.8. Contractor shall price each individual chart or Portfolio and licensing period listed in ENCLOSURE 2.2.1 as well as provide an overall chart order group, and overall price.
