Additionally, offerors should submit “Volume 1 Technical Proposal”, “Volume 2 Past Performance Proposal”, and “Volume III Price and Business Proposal” in accordance with the submission criteria below.
Note: SUBMISSIONS SHALL NOT CONTAIN ANY CLASSIFIED MATERIAL.
It is the sole-responsibility of the Offeror to ensure that the electronic media submitted is virus free and can be opened and read by the Government. If the electronic media cannot be opened and read by the Government, the offer may be ineligible for award.
Detailed Submission Information
Offerors shall submit their proposals the following quantities:
Volume I Technical Proposal – Four (4) copies on CD and one (1) hard copy Volume II Past Performance Proposal – One (1) copy on CD and one (1) hard copy Volume III Price and Business Proposal Including Prices, Representations and Certifications - One (1) copy on CD and one (1) hard copy Technical Proposal Documents shall not exceed 50 single-sided pages each. Volume I shall not contain any contract price or cost information. Page limit does not apply to documents identified as attachments that supplement the technical proposal.
The information on each CD shall be submitted in Microsoft Office application programs (Word, Excel) or Adobe Acrobat format with no loss of page layout or formatting information. All CDs shall be properly labeled with the Offeror’s name, solicitation number, corresponding volume number and title.
Each Offeror must submit a proposal in accordance with the instructions herein. When evaluating an Offeror, the Government will consider how well the Offeror complied with both the letter and spirit of these instructions. The Government will consider any failure on the part of an Offeror to comply with the letter and spirit of these instructions to be an indication of the type of conduct it can expect during contract performance. Therefore, Offerors are encouraged to contact the Contracting Officer by e-mail in order to request an explanation of any aspect of these instructions.
Data previously submitted, if any, will not be used in the evaluation of the Offeror’s response to this Request for Proposal. Previously submitted data shall not therefore be included in your proposal “by reference.”
Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Proposal volumes must be internally consistent or the proposal may be considered unacceptable.
The Government intends to issue an IDIQ on a multiple award basis without discussions as authorized by FAR 52.215-1. Offerors that take exception to the Government’s technical requirements in the technical volume will not be considered for award; therefore, any exception to the Government’s technical requirements must be resolved prior to the solicitation closing date. Alternate proposals are not authorized and will be rejected.
Notwithstanding its plan to award without discussions, the Government reserves the right to conduct discussions with Offerors in the competitive range, if necessary, and to permit such Offerors to revise their proposals. The Government also reserves the right to change any of the terms and conditions of the RFP by Amendment at any time prior to contract award and to allow Offerors to revise their offers accordingly, as authorized by FAR 52.215-1.
An Offeror’s proposal is presumed to represent the best efforts to respond to the solicitation. The proposal shall present evidence of the Offeror’s understanding of the requirements and their interrelationships. The proposal shall demonstrate the Offeror’s familiarity with the detailed aspects of the requirements, and shall clearly show that the Offeror correctly interpreted all of the requirements. Responses must adequately address specific RFP requirements. Statements such as "the Offeror understands", and "the Offeror shall/can comply", along with responses that paraphrase the RFP, are inadequate. The use of phrases such as "standard practices" (with a specific government reference or industry reference) may be found unacceptable. Proposals submitted in response to this solicitation shall contain the information specified within this provision. Offerors are cautioned to not simply restate the Statement of Work in their technical proposal.
At the Government’s discretion, the Contractor’s proposal may be incorporated into the final contract document.
REQUEST(S) FOR INFORMATION (RFIs)
Offerors SHALL ONLY SUBMIT E-MAIL questions regarding this solicitation to the Contract Specialist (Terri Buonfigli) at terri.buonfigli@navy.mil. Other methods of submitting questions are not authorized.
VOLUME I: TECHNICAL PROPOSAL
Proposals should clearly demonstrate an Offeror’s thorough understanding and capability to perform the efforts described in the Statement of Work. Recognizing that not all technical elements can be detailed in advance, proposal must contain sufficient detail to describe the manpower and facilities that an Offeror proposes to use in order to accomplish the effort described in the Statement of Work. Statements that the prospective Offeror understands, “can” or “will” comply with the contract requirements, or paraphrasing the contract Statement of Work, or parts thereof, will be considered unresponsive and preclude the Offeror from further consideration for award.
At a minimum, Offerors shall provide in their proposals detailed information organized as follows:
Technical Factors.
Factor A: Understanding of ABS and USCG Regulations
Offerors shall demonstrate their understanding of ABS and USCG regulations by providing a list of three Government contracts (Federal Government contracts, state, local, or commercial contracts – in that order) in which ABS or USCG approval was required. Relevant experience on three commercial ships should be discussed if Offeror has not been a prime contractor on three Government ship repair contracts during the last five (5) years.
Offerors shall describe how internal procedures allow for securing and managing ABS approved welder certifications and ensuring that welding procedures are adhered to.
Offerors shall describe management’s plans for coordinating ABS and USCG inspections related to their repairs.
Factor B: Emergency Response Capability
Describe in detail ability to dispatch personnel in emergency and non-emergency situations once notification is received. Dates and locations for repair will normally be provided about 7 calendar days prior to start of performance and some times less than 24 hours. Describe in detail dispatch methods to include notification process of Offeror’s representative, and Contracting Officer.
Factor C: Equipment/Facilities
Describe in detail any repair facility the Offeror owns or to which it has or will have access, that is located within 50 miles of Naval Base Norfolk and/or Naval Weapons Station Earle. Owing to the importance of having a facility as required by section C-10.1 of the PWS to successful contract performance, Offerors proposing to obtain a facility upon contract award must submit documentary evidence from the facility owner demonstrating a commitment to make the facility available to the Offeror upon contract award.
Contractors are required to have access to a marine repair facility within 50 miles of each location (Lot A and B) for which an offer is submitted. For example, if you are submitting an offer for Norfolk, VA and Naval Weapons Station-Earle, NJ areas, you must have access to a repair facility in the Norfolk, VA area and another facility in the Naval Weapons Station-Earle, NJ area.
Factor D: Hazardous Waste Management Plan
Submit a Hazardous Waste Management Plan. The plan is to identify key personnel associated with hazardous waste management including, but not limited to, personnel associated with employee training, hazardous waste identification and manifest documentation.
The plan is to identify any subcontractors associated with removal, handling and disposal of hazardous wastes, including but not limited to, subcontractors responsible for removing, storing, transporting, recycling, reclaiming or otherwise disposing of hazardous waste. All permits or other applicable credentials associated with safe and proper disposal of hazardous waste should be included
Note: If a hazardous waste subcontractor is changed for any reason the Hazardous Waste Management Plan should be amended prior to the new subcontractor beginning work on the vessel.
Identify all local, state and federal agencies associated with the disposal of hazardous waste.
Outline procedures used by the facility to accomplish removal, handling, storage and disposal of hazardous wastes in accordance with local, state, federal, NAVFAC, Naval Base Norfolk, and/or Naval Weapons Station Earle requirements.
Describe all steps to be taken to reduce the volume and toxicity of hazardous waste generated during their performance of the contract. This is to include, but not be limited to a description of management of hazardous waste generation, process controls utilized to ensure that effective minimization techniques are maintained and any technological resources available to reduce either the toxicity of the volume of hazardous waste.
Factor E: Contractor Control Plan
Describe in detail ability to process security requirements for both prime and subcontractor personnel in conjunction with RAPIDGate requirements and MSC’s Ship and Base Access clause (see solicitations clauses for further information).
Identify points of contact within organization that will process security requirements.
Factor F: Experience
List your experience in the accomplishment of work, which is comparable or related to the work or effort required under this instant procurement and its objectives.
SHIP REPAIR WORK (within the last five years):
Discuss relevant experiences of a prime contractor in the overhaul, repair and alteration of the last three recent Government (Navy, MSC, Coast Guard, MARAD) ship repair contracts over $150,000. Relevant experience on commercial ships should be discussed if offeror has not been a prime contractor on three Government ship repair contracts during the last five (5) years.
SCHEDULE/COST COMPLIANCE
Offerors shall provide data on paragraph above as follows:
(i). Ship’s name, hull number and displacement
(ii). Type of availability
(iii). Actual number of man-hour expended
(iv). Contract actual commencement date scheduled and actual completion dates; reasons for schedule slippages/extensions.
(v). Original and final contract price to include a breakdown of settled prices for changes and request for Equitable Adjustment’s (REA’s) or proposed prices for pending REA’s.
(vi). Contract number, point of contact and phone number.
VOLUME II – PAST PERFORMANCE PROPOSAL
Offerors are requested to provide information on up to three (3) previous Government contracts whose effort is/was recent and relevant to the effort required by this solicitation.
a. “Recent” is defined as a contract in-progress or completed within the last five (5) years. If the offeror has not had three (3) Government contracts within the last five (5) years, information on recent and relevant subcontracts and/or commercial contracts may be submitted.
b. “Relevant” is defined as a contract that is of similar scope, magnitude, complexity to the requirements as set forth in this solicitation.
i. Scope: Experience in the areas defined in the PWS.
ii. Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the offeror’s submitted contracts to the PWS.
iii. Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the offeror in its submitted contracts to the PWS. For complexity, not only will the tasks performed by the offeror be considered, but also the offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).
A Past Performance Data Sheet (Attachment #1) is requested to be submitted for each contract to be considered as past performance. Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided. Past performance information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.
For each of the contracts the offeror describes in a Performance Data Sheet (Attachment #1), the offeror is requested to provide a Past Performance Questionnaire (Attachment #2) to a reference at the organization that awarded the contract. It is requested that the reference, not the offeror, email or fax the completed Past Performance Questionnaire (Attachment #2) BEFORE THE DUE DATE FOR PROPOSALS directly to Terri Buonfigli, e-mail: terri.buonfigli@navy.mil, fax # 757-443-5979. The offeror, NOT THE GOVERNMENT, is responsible for ensuring that the Government receives a sufficient number of questionnaires.
The Government reserves the right to consider Past Performance Questionnaires received after the due date for receipt of proposals. The Government reserves the right to contact references for verification or additional information and the right to consider other relevant past performance information. The Government may call customers, whether or not provided by the offeror, to inquire about the offeror’s past performance. The Government does not assume the duty to search for data to cure the problems it finds with the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror.
All offerors are requested to address historical compliance with the requirements of FAR Part 52.219-8 (Utilization of Small Business Concerns) in the Performance Data Sheet (Attachment #1).
An offeror that does not have recent and relevant past performance to provide for consideration is requested to affirmatively state that it does not have recent and relevant past performance for the Government to consider.

The price proposal shall include all contract line items as delineated within Section B of the solicitation. The price breakdown for Section B must be submitted using Attachment Three, Pricing Sheet.
Price info submitted in Volume III will be evaluated in accordance with FAR 15.404-1 to determine whether it is fair and reasonable. Unbalanced pricing may provide a basis for rejecting an offer.
