16. Description: The solicitation will be a fixed-priced time charter with reimbursable elements, with a performance period of one three hundred and sixty six (366) day firm period, three (3) additional one-year options and a fourth option of three hundred and thirty four (336) days. The solicitation will require time charter of one U.S. Flag double hull tanker with an Inert Gas System
(IGS) and Segregated Ballast Tanks (SBTs) that is capable of carrying a minimum of 270,000
BBLS of clean petroleum products (intention JP8, JP5, F76) within the vessel’s natural segregation in designated cargo tanks with double valve isolation. Anticipated lay days are between September 16, 2023 – November 30, 2023 and the length of the charter will be for four
(4) years and eleven (11) months. The vessel must be capable of worldwide operations.

17. Set-aside Status: This solicitation is a 100% small business set-aside. The decision to set-aside this procurement as was made resulting from Market Research. The Small Business office concurred with this decision to issue the RFP as a 100% small business set-aside on 15 November
