16. Description: The solicitation will be a fixed-priced time charter with reimbursable pass-through elements. The period of performance is for four (4) years and eleven (11) months, and will consist of a one- year firm period, three (3) additional one-year options, and a fourth option of three hundred thirty-six (336) days. The solicitation will require time charter for two (2) tractor-like tugs to support the government’s requirement in New London, CT. Contractor shall provide the offered tugs by the stated canceling date. The place of performance shall be in the geographical region of New London harbor and the surrounding navigable waters, including a distance out to the continental shelf.
