16. Description: The solicitation will be a fixed-priced time charter with reimbursable elements, with a performance period of one three hundred and sixty five (365) day firm period, four (4) additional one-year options and a fifth option of three hundred and thirty four (334) days. The solicitation will require time charter of one U.S. Flag self-sustaining combination container/breakbulk vessel that has the ability to lift and transport containerized cargo, refrigerated containers, flatracks, breakbulk, hazardous cargo and rolling stock to support military sustainment on the island of Diego Garcia. Lay Days are between June 23, 2022 – September 09, 2022. Offerors are required to provide a (5) five day window for delivery within the commencing and cancelling laydays. The Vessel is to be employed in the Far East/Indian Ocean with travel intentions between Diego Garcia and Singapore. The vessel shall accommodate a minimum of 230 twenty-foot equivalent unit (TEU) containers. Within the specified 230 TEU capacity, the vessel shall be able to accommodate various combinations of twenty-foot and forty-foot containers with the ability to carry a combination of at least 80 forty-foot containers and 70 twenty-foot containers.
