STATEMENT OF WORK
Alburg Noyan Security Camera Installation
26 September 2023
The Alburg Noyan Land Port of Entry requires the installation of additional security cameras.
The new cameras are to be tied into the existing camera system.

Project Scope
1. Install 8 new DHS approved PTZ cameras as indicated in the description of work.
2. Install new cable and conduit for the cameras to connect to the camera server.
3. Replace existing temporary wiring in the building with a suitable metal raceway system.

Contractor Selection Criteria
1. The Contractor and or electrical subcontractor shall have at least 5 years’ experience in installation of security cameras.
Existing Conditions
The LPOE has a combination of old and new cameras. The inbound canopy was recently rebuilt and requires that new cameras be installed. The wiring for some of the IT equipment and cameras in the building are temporarily run (taped to the wall) and require to be made permanent and more aesthetic looking.
Project Specific Tasks
1. Installation of cameras
a. Install 8 high‐definition power over ethernet (POE) PZT security cameras in the “Camera Locations Detail” section in this document.
i. Outdoor locations require outdoor rated cameras.
ii. For bidding purposes, factor in plus or minus 20 feet shift in indicated location for cameras to account for field adjustments.
iii. The cameras must be listed on the CAVSS list provided in the appendix.
iv. The cameras must include all power supply boosters and software licenses required to connect to the existing camera network and function properly. Note: CAVSS list indicates where Vicon license is required.
v. The contractor shall wire the new camera cables up to the existing NVR patch panel in the IT/Server room. The actual connection will be performed by others.
vi. The contractor shall leave sufficient cable for the Government to connect the cables to the existing patch panel.
vii. The final connection and commissioning to the patch panel will be made via a separate contract to the DHS authorized vendor.
viii. Special attention shall be paid to minimize the impact to the new canopy.
b. Conduit for cameras
i. The contractor is responsible for providing all the required conduit for the new camera installation.
ii. For exterior cable runs, the contractor shall use electrical metallic tubing (EMT) with compression fittings except in areas not permitted by code or regulation.
iii. For interior cable runs the contractor shall use surface mounted raceway except in spaces that already use EMT.
1. See section 2. “Replacement of temporary wiring” below for surface mounted raceway requirements.
iv. The type and installation of the conduit and raceway must be in compliance with National Electric Code and the GSA P‐100.
v. Existing conduit may be reused if it is in compliance with the electrical code and other applicable regulations. The COR must field approve the reuse of existing conduit.
vi. Minimize the use of surface mounted conduit especially on the new canopy.
vii. Where needed, surface mount conduit shall be run on the underside of the new canopy.
c. Penetrations and Hardware
i. All penetrations must be properly sealed.
ii. All exterior hardware shall be rust resistant stainless steel.
iii. All damaged surfaces must be touched up with the proper paint or sealant.
d. Cable
i. The cable shall be CAT 6 or better.
ii. The cable shall be in compliance with the equipment manufacturer’s requirements.
2. Replacement of temporary wiring
a. Install new metallic surface mounted raceway. The contractor shall use Wiremold brand or equal. All components of the conduit shall be compatible with each other.
b. Use a white color to blend in with the wall color.
c. The contractor may reuse existing cable if it is serviceable and meets the cable requirements listed in this document.
d. The contractor is to provide metallic surface mounted raceway for all camera and IT cables that are temporarily attached to the building. This includes all cables that are not properly run in the office space. Separate raceways are to be used if required.
Pricing
1. Provide a lump sum cost for the project.
2. Provide line‐item pricing for the complete camera unit including brackets, housing, etc.
a. If a proposed camera unit is delisted from the list of acceptable units after the award, the contract can be easily modified to substitute an approved camera unit.
b. The labor for cabling and installation shall not be included in the line‐item pricing.
3. Provide line‐item pricing for the metallic surface mounted raceway. Include a per linear foot cost as well as a cost per device box.
a. This is to be used if there are adjustments required after the award of the contract.
Protection
4. The contractor shall protect Government property while working on the project.
a. The contractor is to provide signage and traffic control devices to protect the work area as needed throughout the duration of the project.
5. The LPOE is an operational facility. The contractor must provide proper barriers and protection for workers and pedestrians.
General Terms
1. The contractor shall follow all Federal Guidelines to prevent transmission of infectious diseases including, but not limited to COVID 19.
2. The contractor shall be responsible for obtaining all necessary local, state, and federal permits in addition to applicable licenses and payment of related fees.
3. All work shall comply with codes and standards applicable to each type of work through the course of this project. The contractor shall also comply with the requirements of GSA Build Green Standards, and the PBS P‐100.
4. The contractor will provide all necessary licensed trade personnel to complete the tasks as described in this document.
5. The general contractor shall have supervisory personnel with the authority to represent the prime contractor on‐site and available at all times when work is being performed on this project. The name and contact information of the site supervisor should be submitted via e‐mail prior to the start of work on the site.
Equipment
1. The contractor shall provide all equipment associated with the entire project, operate in a safe manner, and adhere to all OSHA and GSA standards.
Equipment and Material Storage
1. The contractor shall provide and store all equipment, the materials specified above, and any other materials that are required to complete the project. The materials are required to be kept clean and dry throughout the duration of the project.
Contractor Use of the Premises
1. During the period of the project, the contractor will have access to the site only during business hours of 7:00 AM and 4:00 PM Monday through Friday. No on‐site work shall be performed outside these hours or on holidays unless approved or directed by the Contracting Officer.
2. The worksite should be kept useable for emergency vehicles. Keep driveways and entrances clear. Do not use these areas for parking or material storage.
3. Schedule deliveries to minimize on‐site storage of materials and equipment.
4. Repair all damage caused during the project.
5. The Contractor is responsible for protecting items from damage, including exposure to the elements. The Contractor shall repair or replace items damaged as a result of their operations.
Project Administration
1. Provide the following:
a. Schedules
i. Prior to beginning work.
ii. Updated every week.
b. Daily reports
i. Provide daily for each workday.
Sanitary Facilities
1. Contractors may use public restrooms at the LPOE, however if the CBP has issues with abuse of the privilege the GSA reserves the right to require that the contractor provide their own sanitary facilities for the duration of the project.
Housekeeping
1. The project site shall be kept in a neat, orderly, and safe condition at all times.
2. All waste will be removed from the site each day.
3. The contractor shall provide enough containers for collecting debris and materials to be recycled.
Disposal
1. The contractor shall dispose of refuse daily in compliance with all GSA requirements.
Waste Management
1. GSA has established that this project shall generate the least amount of waste possible.
The contractor shall employ processes which ensure the generation of as little waste as possible and avoid the generation of waste due to over‐packaging, error, poor planning/layout, breakage, contamination, damage from weather, etc. Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged, or recycled. Waste disposal to a landfill shall be minimized to the greatest extent possible.
Substantial Completion and Final Inspection
1. When project, or designated portion of project is complete, request a final inspection.
Upon receipt of request that project is substantially complete, the Contracting Officer will proceed with the inspection within ten days of receipt of request or will advise the contractor of items that prevent the project from being designated substantially complete.
Security Requirements
Each contractor on Government property is required to obtain a GSA sponsored HSPD‐12 security clearance. For estimating purposes, normal impact to the contractor is time to gather 7 years of personal history, mailing, and fingerprinting. The process will begin once award is issued and normally takes 2‐6 weeks. CBP will also require their own background checks prior to commencing work. If you are not familiar with the process, please request more information from GSAprior to submitting your proposal.
